After careful consideration, the sate Government, has been pleased to introduce "Madhubabu Pension Yojana (MBPY)" to come into effect from lst January 2008 by getting the above mentioned two pension schemes merged. The Madhu Babu Pension Yojana is to be administered in accordance with the provisions contained in the Madhu Babu Pension Rules, 2008 and to come in to effect in the State from 1st January, 2008 for better and smooth implementation in view of its expanded coverage in the State.
The provisions of Madhu Babu Pension Yojana Rules, 2008 are set forth as follows and are free for subsequent amendment as and when required.
The Madhu Babu Pension Yojana Rules, 2008 was introduced in the State w.e.f. 01.01.2008 are set forth as follows and are free for subsequent amendments as and when required. All the beneficiaries being covered under State Old Age Pension Scheme and the Odisha Disability Pension Scheme in the State at present will be treated as beneficiaries under the Madhu Babu Pension Yojana from the date it come into force.
Eligibility Criteria and Categories of MBPY:
a. A person shall be eligible for pension under the scheme, if he/ she-
i. is of 60 years of age and above (OAP)
ii. or, is a widow (irrespective of age) (WP)
iii.. or, is a leprosy patient with visible signs of deformity (irrespective of age) (CLP)
iv. or, is a person of 5 years of age or, above and unable to do normal work due to his/ her deformity or disbility being totally blind or, orthopaedically handicapped or, mentally retarded with cerebral palsy, (DP)
v. or, a widow of AIDS patient (irrespective of age and income criteria mentioned under Rule 6(b). (WP-AIDS)
vi. or, an AIDS patient identified by the orissa State AIDS Control Society (irrespective of income as under Rule 6(b). (DP-AIDS).
b. Has family income from all sources not exceeding Rs. 12,000/- per annum.
c. Is a permanent resident/ domicile of Odisha.
d. Has not been convicted of any criminal offence involving moral turpitude.
e. Is not in receipt of any other pension from the Union Government or the State Government or any organization aided either Government.
11. National Social Assistance Programme (N.S.A.P.):
The National Social Assistance Programme came into effect on the 15th August, 1995. The following two components of the Programme are being administered by the W & CD. Department, Odisha, Bhubaneswar.
12. National Old Age Pension (N.O.A.P):
Under this Scheme, aged and destitute persons, 65 years of age and above are provided a monthly pension by the Government of India Rs.75/-. The State Government contributes another Rs. 25/- per month to each beneficiary to bring quantum of pension at par with that provided under State Old Age Pension Scheme i.e. Rs.100/- per month.

13. Indira Gandhi National Old Age Pension/ Widow Pension/ Disability Pension Scheme (IGNOAP/ IGNWP/ IGNDP):
i. The beneficiaries under IGNOAPS must be above 65 years of age and must have their names, or names of their Head of house hold in BPL census-1997.
ii. The beneficiaries under IGNWPS must be widows between 40-64 years of age and must have their names, or names of their Head of house hold in BPL census-1997.
iii. The beneficiaries under IGNDPS must be with in the age group of 18-64 years suffering from Several or Multiple Disabilities and must have their names, or names of their Head of house hold in BPL census-1997.
