Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

  1. SOLAR PROJECTS UNDER PIPELINES
    1. 55-60 MW Ground Mounted Solar PV Project at Boudh District.
    • Work order has been issued to GERMI on 25.10.2024 for DPR preparation.
    • Land Survey work completed
    • Draft DPR has submitted by GERMI on 13.01.2025 which is under scrutiny.
    • Demarcation and pillar posting work in progress.

     

    1. 500 MW Floating Solar Project in Hirakud Reservoir & 160 MW Floating Solar Project in Indravati Reservoir.
    • GEDCOL submitted the DPR to 4th SWC for in-principle approval in favour GEDCOL for implementation of the project.
    • As per decision in 4th SWC, the proposal will be revised & re-submitted.

     

    1. SMALL HYDRO ELECTRIC PROJECTS UNDER PIPELINE
    2. 3 MW Kanupur Small Hydro Project in Keonjhar District.
    • The revised DPR has been prepared by GEDCOL based on design discharge of Kanupur Main Canal i.e. 35.05 Cumec.
    • The revised installed capacity is 3MW (2X1.5MW) instead of 4.2MW.
    • DPR has been submitted to EIC (Elecy)-cum-PCEI, Odisha and EIC Water Resources), Odisha for their considered views and comments.
    • Project lay out plan has been submitted to Chief Construction Engineer, Kanupur Irrigation Project for their approval.
    • 34.96 crores has been estimated for completion of this project.
    • After obtaining approval from concerned authorities and completing the required procedures, the project work will commence. Schedule date of commissioning of the project is 30 months from the date of commencement of work.

     

    1. 2MW Telengiri Dam Toe SHEP in Koraput District.
    • WAPCOS submitted the Draft Detailed Project Report (DPR) on 28.01.2025, which is under scrutiny.

     

    • GEDCOL has been prepared feasibility Report (FR) for five nos. of Small Hydro Electric Project with an approximate capacity of 59.5MW and also submitted the same to the State Nodal Agency (GRIDCO).

     

    1. PROJECT UNDER EXECUTION
    2. 10MW Madira Small Hydro Electric Project in Sundargarh District.
    • The Project has developed under JV mode. (JV in between GEDCOL & Sail named as GFDCOL SAIL Power Corporation Ltd.)
    • Letter of Award for execution of 10MW Mandira SHEP along with O & M for 5 years thereafter was issued contract agreement was executed with M/s HIPIRSVCPI (JV)
    • Excavation of Approach Conduit, Penstock, Tailrace Pool and Tail Race Channel is under progress.
    • Site office, Store, Staff Accommodation, labour shed completed installation of batching plant completed.
    • Quality control lab established.
    • GSPCL has deposited an amount of Rs.36,56,600/- and Rs.58,170/- to Tahasildar, Rajgangpur on 30.10.2024 towards Govt. Dues against sanction of lease of 16.62 Acres Govt. land in favour of GSPCL.
    • Lease Deed Agreement has been submitted to District Collector, Sundargarh for approval and signing thereafter.
    • Following drawings are approved during the FY: 2024-25.
    • Plan & section at different levels of Power House.
    • Tail Race Pool Excavation plan
    • Conduit Excavation Plan
    • Penstock Excavation.
    • Draft Tube Assembly.
    • Earth-Mat Layout & Design.
    • General Layout for site infra.

    • The work has been commenced and the project to be commissioned by 2026-27.

  • M/s WAPCOS has been engaged as Project Management Consultancy (PMC)
  • The project construction work is going on.

Floating Solar Project with NHPC,

  • MOU executed with NHPC on 20/07/2020.
  • Project will be taken up in Joint Venture mode with NHPC.
  • The Promoters agreement, MoA and AoA has been signed on 04.01.2022 for formation of JV Company.
  • In the 1st Phase the JV Company is going to implement 300 MW Solar projects on Rengali Reservoir with MNRE approval which will start generating Solar Power within coming two years. GEDCOL has conveyed its consent to NHPC re-tendering on behalf of JV company.

Procedure Followed in Decision Making Process

1. What is the procedure followed to take a decision for various matters? (A reference to Secretariat Manual and Rules of Business Manual, and other rules / regulations etc can be made) :

 

The decision making process in GEDCOL is very transparent and effective. The proposals emanating from any branch are thoroughly examined by the Finance and Technical Wings as the case may be. The proposals which involve financial involvement are forwarded to the Finance Wing for financial concurrence. The decisions are taken by the respective Officials according to the delegation of power of the Corporation or by the Board, as the case may be.

GEDCOL is incorporated under the provisions of Companies Act, 2013. It is a wholly owned subsidiary of OHPC. The Board of Directors of the Corporation is responsible for the Management of the affairs of the Corporation comprising Nominee Directors of OHPC and Independent Directors. All the policies of the Corporation are formulated and approved by its Board of Directors from time to time. The said policies of the Corporation are in consonance with the guidelines / directives of the Govt. issued from time to time.

As per Section of Companies Act, 2013, GEDCOL is required to constitute an Audit Committee of the Board.
