During the year 2007-08, 19 ongoing watersheds were being implemented .A sum of Rs.263.98 lakhs was spent and 3422 ha were treated.
It is proposed to treat an area of 7776 ha in 16 no. of ongoing watersheds in 4 catchments in the state at an out lay of Rs.528.00 lakhs during 2008-09.
Drought Prone Area Programme (D.P.A.P):
Drought Prone Area Programme (DPAP) is in operation in 8 districts of Odisha covering 47 identified Blocks. The districts covered are Bolangir, Sonepur, Kalahandi, Nuapada, Baragarh, Boudh, Dhenkanal and Kandhamal. Under the scheme, 1127 Micro Watershed Projects are under implementation and 192 Projects have been closed/foreclosed under 1st batch of DPAP which was sanctioned during the year 1995-96. Out of total 1319 micro watershed under the scheme, 192 Projects have been sanctioned prior to 1.4.2000 with the funding pattern of 50:50 basis at the cost norm of Rs.4,000/- (Rs.5,000/- in respect of KBK districts) per hectare. The remaining 1127 projects have been sanctioned after 1.4.2000 with the funding pattern of 75:25 basis at a new cost norm of Rs.6,000/- per hectare on an uniform basis. The total outlay for all the 1319 sanctioned projects is Rs.38153.86 lakhs for treatment of 6.678 lakh hectares, against which Rs.10148.20 lakhs have been released by GoI and Rs.4585.60 lakhs by Govt. of Odisha. An amount of Rs.12773.34 lakhs have been utilised in treating 2.32 lakh ha up to the December,2007.
During 2007-08, 16915 ha were treated and Rs.1200.01 lakhs utilized under the programme.
In the year 2008-09, 34,000 ha is programmed to be treated. An amount of Rs 1800.00 lakhs is expected to be released by Government of India. Rs.747.98 lakhs would be required as matching State Share(including backlog) against which 450.00 lakhs have been earmarked. Director, Watershed Mission is implementing this programme.
Integrated Wasteland Development Programme (IWDP):
The IWDP scheme is being implemented in 23 districts except Puri, Jagatsinghpur, Bhadrak, Kendrapara, Boudh, Kandhamal and Nuapada. Under the scheme 1046 Micro Watershed Projects are under implementation out of which 246 projects were sanctioned prior to 1.4.2000 with 100% grant. After 1.4.2000, the funding pattern between Govt. of India and State Govt. is in the ratio of 11:1 at the new cost norm of Rs.6,000/- per hectare (Rs.5,500/- for Central Share and Rs.500/-for State Share). The total outlay for all the sanctioned projects is Rs. 30757.49 lakhs for treating 5.44 lakhs ha against which Rs.13946.92 lakhs have been released by Govt. of India and Rs.724.95 lakhs by State Govt. respectively. So far an amount of Rs.1 1582.03 lakhs have been utilized for treating 2.15 lakhs hectares.
During 2007-08, 15820 ha. were treated by utilizing Rs.1 109.74 lakhs.
An amount of Rs. 2200.00 lakhs is expected from Government of India and Rs.271 .81 lakhs as matching State Share including the backlog is required against which a State Plan support of Rs.99.97 lakhs has been earmarked for 2008-09 for treatment of 34,000 ha. Director, Odisha Watershed Development Mission is monitoring the programme.
Watershed Development under RLTAP for KBK Districts:
Under the RLTAP for KBK region, Additional Central Assistance is provided for development of watershed. 314 Micro Watersheds Projects have been taken up during 2002-03. These projects are in Koraput ( 84), Rayagada (66), Nabarangpur ( 60), Malkangiri ( 42), Bolangir ( 28), Sonepur ( 8), Kalahandi (16) and Nuapada (10) District. The total cost of these 314 micro watershed projects is Rs. 100.57 Crores with a treatable area of 1.67 lakhs ha. So far Rs.81 81 .98 lakhs have been utilized and 1.26 lakhs ha has been treated. During 2007-08, Rs. 420.00 lakhs was utilized for treating 6990 ha.
During 2008-09, the treatment of 100 new micro watersheds will be taken up during the programme with an outlay of Rs.500.00 lakhs. Director, OWDM is monitoring the programme.
DFID Assisted Western Odisha Rural Livelihood Project:
The Western Odisha Rural Livelihoods Project (WORLP) was launched during 2000-01 with the assistance from DFID to cover 4 project districts of the State viz. Bolangir, Nuapada, Kalahandi and Bargarh over a period of 10 years. The project aims to promote sustainable rural livelihood for the poorest in the project areas through Watershed plus activities while promoting land and water management. The project is currently under operation in 14 blocks of Bolangir, 5 blocks of Nuapada, 6 blocks of Kalahandi and 4 blocks of Bargarh districts.
During the year 2006-07, the programme is being implemented in 290 Watersheds with a treatable area of 1,50,766 ha with a project cost of Rs 13,775.00 lakhs. An amount of Rs. 1986.53 lakhs has been utilized in 2007-08 and an area of 15616 ha has been treated.
Same 290 watersheds are being continued in those four districts during 2007-08 for treatment of 31,800 ha at an estimated cost of Rs 3021.00 lakhs. Livelihood component of WORLP has been expanded to 387 non- WORLP Watersheds in the same four districts during 2007-08.
During 2008-09, 290 watersheds are proposed to be treated for 35000 ha with an outlay of Rs.3940.00 lakh. Further, Livelihood activities will be taken up in 387 non WORLP watersheds at a cost of Rs.2031 .75 lakh. Director, Odisha Watershed Development Mission implements the programme.
