Particulars of Organization, Functions & Duties

1. Aim & Objectives of the Organization:
The Hirakud Dam Multipurpose Project, constructed across river Mahanadi was inaugurated by Pandit Jawaharlal Neheru, the 1st Prime Minister of Independent India, on 13th January 1957. This Project consists of the Main Dam with over all length of 4.8 K.M., 9.3 K.M. long left dyke in five gaps and 10.8 K.M. long right dyke in one stretch. There are 64 nos. Sluice gates and 34 nos. Radial crest gates to discharge flood water from the reservoir. Two canals, namely Sason Main Canal and Sambalpur distributory are off taking from left dyke and Bargarh Main Canal is off taking from right dyke. The Power house at Burla, after generating electricity, releases the discharge through a Power channel for generation of power at Chiplima.
The Main Dam Division, Burla looks after the maintenance of the dam, dykes, gates and cranes and residential & non- residendial buildings at Burla & Hirakud. The Hirakud reservoir operation for flood control of Mahanadi by collection and processing of hydrological data from the up stream and down stream catchments of Hirakud Dam is a vital assignment of this office.
In addition to above supply of water from Hirakud reservoir to different Industrial establishments & Public Health Department and Collection of water rates is also done under this division.
2. Mission/ Vision:
Main Dam Division, Burla a Territorial Works division under the establishment control of Superintending Engineer, Hirakud Dam Circle, Burla and technical control of the Chief Engineer & Basin Manager, Upper Mahanadi Basin, Burla is primarily responsible for the proper maintenance of Dam, Dykes, Gates and Drains and Operation of Reservoir for flood control of Mahanadi. The Residential and Non-Residential buildings of Water Resources Department at Burla and Hirakud are also done by this division. Hydrological data such as rainfall, river gauges and discharge from the U/S and D/ S catchments are collected through a High Frequency wireless network for flood forecasting of Mahanadi. Basing on these observations and forecast reservoir is operated to moderate and control flood in the down stream. Our mission is to ensure water in the canals for irrigation and power generation, collection of revenue from industrial water rates, flood control and safety of the dam, dykes and installations in Hirakud Dam Project.
3. Brief History and Background for its Establishment:
The Main Dam Division, Burla has started functioning since 13.03.1957 after the construction of Hirakud Dam Project. It is head quartered Burla in the district of Sambalpur. Two Sub-Division Offices namely Main Dam Sub-Division and Left Bank Sub-Division are functioning at Hirakud. The Hydrology Sub-Division, Right Bank Sub-Division and Electrical Maintenance Sub-Division are head quartered at Burla.
4. Allocation of Business:
This division, headed with an Executive Engineer, is segmented into Five Nos. of Sub-Divisions under the control of Five Sub-Divisional Officers. The Sub-Divisions was have been allocated with the work as follows.
(i) Main Dam Sub-Division, Hirakud:
This Sub-Division is headed by one Assistant Executive Engineer for the maintenance of the earth dam, concrete dam, spillways, galleries, gates and cranes of Main Dam of overall length 4.8 K.M. The jurisdiction of the Sub-division is divided into Six sections, One Junior Engineer being incharge of each section.
(ii) Left Bank Sub-Division, Hirakud:
This Sub-Division is headed by one Assistant Engineer for the maintenance of left dyke, head regulators of Sason Main Canal & Sambalpur Distributory, Jawahar Udyan and residential and non-residential buildings at Hirakud. The jurisdiction of Left Bank Sub-division, Hirakud is divided into four sections, one Junior Engineer is being in charge of each section.
