Particulars of Organization, Functions & Duties

(1)   Aims and objectives of the Organization:

To establish, operate, maintain, renovate & modernize the hydro generating units for power generation.

(2)   Mission/Vision:-

(a)   Vision:-

To be the leading power utility in the hydro sectors through best utilization of its resources and with due care & concern to the environment.

(b)    Mission:

i. To effectively and efficiently generate electricity by economical use of water stored in the reservoir, keeping in view the water demand for irrigation and power demand of the Odisha grid.
ii.
  To renovate and modernize its various units for optimum power generation.
iii.
To utilize its manpower resources for the overall development of the Unit by timely maintenance of machines & Other equipments.
iv.
To pave the way for pollution free and environmental friendly power generation.
v.
  To improve productivity through effective operational and maintenance planning and implementation of employee suggestion scheme.

vi. Overall development of the project Area by taking up CSR activities as per OHPC Guidelines / Rules.

(3)   Brief History and background for its establishment:-

The Balimela Reservoir is on the river, Sileru, which is situated in the Malkangiri District of Odisha State. The capacity of the Reservoir is 94,500 M.Cft. From this reservoir, 50% of water is diverted through a tunnel to Balimela Power House and other 50% is let off in the river for utilization by Andhra Pradesh. The rated head of BHEP is 274 Mtrs. The firm power is 135 M.W. and Design Energy is 1183 MU.

River System with Power House Position:

Balimela Hydro Electric Project forms the second stage of development of Machkund-Sileru River, the first stage being the Machkund Project located in Sileru Sub-basin of Godavari basin. The river Machkund originates in the western slope of Eastern Ghat near Poteru of Madugula Taluk of Visakhapatnam district. Taking a northwestern course down to Duduma fall of 550 ft. deep, it turns southwest and form a boundary between Andhra Pradesh and Odisha State for a major portion of its length. At down stream of river Machkund (upto Balimela Dam) the river is Sileru. The river runs about 170 KM before it joins river Sabari (Kolab), become Chinna Godavari at Motu (the extreme southern end of Odisha), a tributary to Godavari, which joins river Godavari near Bhadrachalam town of Andhra Pradesh. The water released from Machkund Power House and the inflows from intermediate catchment between Machkund-Balimela Dam are impounded by a Earth-cum Rock fill dam at Chitrakonda known as Balimela Dam. Balimela Dam is a Joint Project of Odisha and Andhra Pradesh Governments and the inflow into Balimela Reservoir is shared between the two states on 50:50 basis. The live storage capacity of the reservoir is 94,500 Mcft.

Seismic Zone Of Balimela Power House:

As per Seismic Zones of 1970 IS Map, Balimela Project comes under Seismic Zone-1 with following parameters:

Details Of Water Conductor System:

The water to Balimela Power Station is taken from Balimela Reservoir through an open channel of:

Length                 :  2042 Mtr. (6700 ft.)

Discharge             :   8000 Cusecs

Bed Level E.L        : 428.9 Mtr. (1407 ft.)

Slope                   :   1:400

(4)  Main Activities / Functions:-

The Project Authority looks after the overall management and administration for operation, maintenance, renovation and modernization of hydro generating units for  uninterrupted hydro power generation from the Balimela Power House.

(5)  Functioning of Project:-

There are 3 wings namely Technical, Finance and Human Resources which are headed by respective wing Heads. Under the Technical Wing, there are of 5 Divisions namely Generation, P&C, Maintenance, Utility Division and Renovation & Mordenisation Division headed by respective Divisional Heads for efficient functioning of the Unit. All the wings and Divisions mentioned above are under the control of the Unit Head i.e. Project Authority.
