Particulars of Organization, Functions & Duties

1. Objective/ Purpose of the Public Authority:
The primary object of the ITDA is to implement the welfare programmes in order to improve the Socio-economic condition of the Tribal. The Programmes and Schemes implemented in the Sub-plan areas are grouped under three categories such as:
i) Income Generating Schemes
ii) Infrastructure Development Incidental to such Schemes
iii) Educational Development
The Tribal Sub-Plan strategy is to implement the result oriented and purposeful program for Socio-economic Development of the Tribal depending on the available resources i.e. Sand and Water owned by the Peoples, Emphasize in Land Based Programs, Providing minimum Communication Facilities, Education, Drinking water and Shelter.

To serve the downtrodden Tribal Community of TSP Areas.
3. Brief History of the Public Authority and Context off its Formation:
The Champua ITDA(erstwhile ITDP), comprised of all three blocks of this Sub-Division namely Champua, Jhumpura & Joda. The geographical area of the project is 1206.63 sq. km. The project area is surrounded by Singbhum Dist. of Bihar(now Jharkhand) in the North, Sundargarh Dist. in the West & Mayurbhanj Dist. in The East. The South-west portion i.e, Joda block area is a hilly region having huge deposits of iron & manganese ores. The Champua & Jhumpura block areas are mostly plain areas. Out of tyhe total population of 811337 as per 2011 census,the ST population is 472676 i.e., 58.25 percentage of total population & SC population is 63348 i.e., 7.80 percentage of total population as against the corresponding state average of 22.85 percentage & 17.13 percentage respectively.
The ITDP, Champua originally started functioning in Champua Sub-Division in April 1976 & afterwards both Keonjhar & Champua ITDP were combined as Keonjhar-Champua ITDP from July, 1977 & put under one Project Administrator.The Champua ITDP/ITDA is now functiong at Champua headquarter under the Project Administrator, ITDA, Champua w.e.f. 01.07.1979.
The entire Special Central Assistance grant received from Government of India in scheduled Tribe and scheduled Caste Development Department is channeled to the ITDA, Micro Projects for all round development of the ST community in the State.
At present different departments of Government make separate provisions for Tribal Sub-Plan Area in their demands under a separate minor head. The principle has been laid down that funds should be earmarked by all the Departments for the development of Sub Plan area and the quantum of budgetary, allocation out of state plan to this area must not fall short of the proportionate population equivalent of STs of the State. Besides the State Plan resources, the Tribal Sub-Plan also takes into account the flow of funds from Central Plan, Centrally sponsored plan , Special Central Assistance, Article-275(1) of the Constitution of India and institutional finance. The funds earmarked for TSP Areas are shown under a separate minor head in the budget estimate by the respective departments and are made non-divertible.
This I.T.D.A implement various income generating schemes as well as infrastructure development works which are incidental to the income generating schemes, out of funds received under 1st Proviso to Article- 275(1) of the Constitution of India, PMAAY & DAJGUA through state Govt.
Besides the above this ITDA renders better service to the tribals / tribal students through implementation of different schemes, funded by State Govt. under State Sector Schemes, . Apart from this, the ITDA, Champua also renders service out of the funds provide under DMF, MLALAD, MPLAD, CMSA, SDC etc. .
The people in the area are given awareness about the tribal welfare and development & to avail the facilities/services through the institution at any time.
All the grievance petitions of general public are disposed off in time as per law and rules and given redressal as per law.
