Particulars of Organization, Functions & Duties

Aims and Objectives of the Organization:
To look after the health, sanitation, water supply, roads, safety and public convenience of the citizen of the urban inhabitants. This includes improvement and up-gradation of the socio-economical status of the Urban Poor's.
Mission/Vision:
Local Self Government under the statute consisting of the local people as representatives to the Council for carrying out the functions as provided under the Odisha Municipal Act/Rules, for the public health, safety and convenience of the citizens of the town.
History and Background for its Establishment:
This N.A.C has been constituted in the year 1973 vide H & UD Deptt. Notification 35379/HUD, dtd: 22.12.1972 and started functioning as a fully-fledged NAC with effect from 01.01.1973.
There are 03 number of Revenue villages functioning in this NAC. The details are indicated below.
(1) Purushottampur
(2) Kanaka
(3) Kumari
There are 14 numbers of election wards, which have been divided into eleven collection wards. The Total population of the NAC as per 2001 census is 14249. And Total population of the NAC as per 2011 census is 15366.
As per Rule 428 of the Odisha Municipal Rules, 1953, the Chairperson serves as the Head of the Department of Purushottampur Notified Area Council (NAC).
The Executive Officer functions as the Controlling Officer overseeing the administrative and functional responsibilities of the NAC.
The following key sections operate under the NAC, each managed by designated officials:
Headed by the Junior Assistant, responsible for the overall clerical and administrative support.
Managed by the Accountant, who handles financial planning, budgeting, and bill processing.
Led by the Assistant Engineer, supported by a Junior Engineer.
This section is responsible for all infrastructure development and maintenance works.
Headed by 2 Tax Collectors with assistance from 3 Assistant Tax Collectors.
Responsible for property tax collection and related assessments.
Managed by a team comprising:
1 Junior Sanitation Expert
1 Sanitary Inspector (In-Charge)
4 Sanitation Supervisors
This team supervises the work of 80 Sweepers (Regular, DLR & Outsourced).
Garbage collection is facilitated by 2 Tractors and 2 Battery-Operated Vehicles.
The NAC performs its functions in accordance with the provisions of the Odisha Municipal Act, 1950 and the Odisha Municipal Rules, 1953.
The mission is to ensure sustainable urban development, enhance civic amenities, and improve the quality of life for residents.
Purushottampur NAC provides a wide range of civic and public welfare services, including:
Sanitation and Solid Waste Management
Septic Tank (Cesspool) Cleaning
Street Lighting
Water Supply
Roads, Drains, and Culvert Construction
Development of Smart Parks and Open Spaces
Model Crematorium
Child Play Stations
Trade Licenses
Marriage Registrations
Building Plan Approvals
AWAAS Yojana Implementation
Harischandra Sahayata Yojana
Disbursement of Social Pensions
The NAC engages with the public regularly through:
Awareness Campaigns on Local Self Government (LSG) Day
Regular meetings with Area Level Federations (ALFs) and Self Help Groups (SHGs)
Consultations with Market Associations, Senior Citizens, and Local Intellectuals
Interactive forums on special occasions and development initiatives

Public for Sanitation: - 5.00 A.M. to 09.00 A.M. & 2.00 P.M. to 5.00 P.M.
During summer: - 5.00 A.M. to 09.00 A.M. & 3.00 P.M. to 6.00 P.M.
Public Interaction, If Any:
By organizing awareness meeting on L.S.G.Day and other occasions the interaction is usually made.
Grievance redresses mechanism:
One Junior Assistant is the in charge of public grievance. A register has been maintained for compliance of the grievances.
