Particulars of Organization, Functions & Duties

1. Aim & Objectives of the Organization:
After construction of Hirakud Multipurpose Dam Project, Bargarh Canal Division was looking after the operation & maintenance of Bargarh Main Canal and its distribution system covering an ayacut of 82,809.70 Ha. except Godbhaga Distribuary and Attabira Branch Canal under Hirakud Command Area within the revenue jurisdiction of Bargarh, Subarnapur & Bolangir District. Consequent upon restructuring of the Engineering Cadre the Division has been bifurcated into two Divisions namely (i) Bargarh Irrigation Division, Bargarh with command area of 24573.422 Ha. (Bargarh Main Canal from RD 1500' (0.457 km) to RD 155267' (47.325 km) with all its offtakings except Attabira Branch Canal) and (ii) Barpali Irrigation Division, Barpali with command area 58236.258 Ha. (Bargarh Main Canal from RD 155267' (47.325 km) to Tail with all its offtakings). Since the inception of the project and provision of irrigation system the bumper cropping has changed the socio economic condition of the people diametrically and the area is popularly called the Rice Bowel of Odisha.
2. Mission/Vision:
Bargarh Irrigation Division, Bargarh a territorial works division under the establishment control of Additional Chief Engineer, Canal Circle, Burla and technical control of the Chief Engineer & Basin Manager, Mahanadi Basin, Burla is primarily responsible to provide smooth and uninterrupted irrigation to its command area maintaining the canals, structures and a large number of regulatory units, Bargarh Main Canal a water channel of 84.28 km long, the main feeding channel of the ayacut area draws water from Hirakud reservoir through its right dyke. So proper water management is the basic aim and ultimate mission of the division, so as to ensure full and economic utilization of water avoiding its wastage in the present era of water crisis. Due to dwindling position of staff strength and curtailment of maintenance grant, optimum and economic water management has become challenging task. However the sincere, dedicated and target oriented endeavor of our staff have managed to do away with the above hindrance to a great extent. In addition to this the direct involvement of farmers through their organized set up call "Pani Panchayat" is also being emphasized by this division for better out come and efficient water management. Our mission is not only restricted in proper management of irrigation but prioritization is also being given for providing better connectivity by improving the canal service roads. Some roads have been improved/repaired from the funds allocated from different schemes.
3. Brief History and back ground for its Establishment:
Hirakud Multipurpose Dam Project was operated along with supply of irrigation with effect from 1960 and Canal Division, Bargarh was incepted with its head quarter at Bargarh with effect from 1.4.1960 under Odisha State Government for maintenance and supply of irrigation to Hirakud Command area. This division after restructuring is maintaining Bargarh Main Canal from RD 0.457 km to 47.325 km except Attabira Branch Canal through its two Sub-Divisions having their head quarters at Bargarh and Bheden.

5. Allocation of Business
This division headed with an Superintending Engineer is segmented within 03 (three) nos. of Sub-Divisions under the control of 03 (three) Sub-Divisional Officers one for each sub-division and have been allocated with the work as follows.
(i) Bargarh Canal Sub-Division, Bargarh
This sub-division headed by a Sub-Division Officer has been allocated with the work of maintenance and provision of irrigation to the ayacut area from RD 0.457 km to RD 47.325 km of Bargarh Main Canal with its distribution system except Attabira Branch Canal and Bargarh Distributary for an ayacut of 12407.442 Ha. along with maintenance of residential & non residential building at Bargarh and its section offices. The above works have been entrusted among 04(four) nos. of Junior Engineers / Assistant Engineers.
(ii) Bheden Irrigation Sub-Division, Bheden
This sub-division headed by a Sub-Division Officer has been allocated with the work of maintenance and provision of irrigation to the ayacut area from RD 00 km to RD 29.72 km of Bargarh Distributary with its distribution system for an ayacut of 12166.000 Ha. The above works have been entrusted among 03(three) nos. of Junior Engineers / Assistant Engineers.
(ii) Bargarh Irrigation Sub-Division, Bargarh
This sub-division headed by a Sub-Division Officer has been allocated with the survey and investigation of modernisation & improvement of projects and flood protection works The above works have been entrusted among 04(four) nos. of Junior Engineers / Assistant Engineers.
6. Duties to be performed to achieve the Mission:
This division along with the sub-division except Bargarh Irrigation Sub-Division is doing their assigned jobs i.e. maintenance and provision of irrigation to the ayacut areas and achieves their targets.
7. Details of Services Rendered
(i) Providing irrigation to the command area coming under this Divisional jurisdiction.
(ii) Improvement of canal service roads for providing better connectivity to the rural mass.
(iii) Formation of Pani Panchayats and involving the farmers in water management
(iv) Maintenance of canals for smooth flow of irrigation.

Due weightage is being given for public inter action and obtained their valued suggestion for better implementation of government programmes and policies.
13. Grievance/ Redress Mechanism:
Interview hours has been fixed for hearing grievance of the public in the office of the Executive Engineer, Bargarh Canal Division, Bargarh.
