Particulars of Organization, Functions & Duties

1. Aim & Objectives of the Organization:
After construction of Hirakud Multipurpose dam Project, Burla Irrigation Division is looking after the operation & maintenance of Attabira Branch Canal system, Godbhaga Distributary system, Chiplima Distributary system , Sambalpur Distributary system and Senapali Distributary system covering an ayacut of 76279.79 Ha. The Hirakud Command Area within the revenue jurisdiction of Sambalpur and Bargarh District. Since the inception of the project and provision of irrigation system the bumper cropping has changed the socio economic condition of the people diametrically and the area is popularly called the Rice Bowel of Odisha.
Gohira Medium Irrigation Project constructed by Rengali Dam Project and handed over to Burla Irrigation Division, Burla in 1988 for maintenance. The ayacut area of Gohira Medium Irrigation Project is 8165.67 Ha. The command area within the Revenue jurisdiction is coming under Deogarh District.
Further this Division look after the flood control works in Sambalpur, Jharsuguda, Deogarh, Bargarh District. This Division also looks after the revenue collection from different industries using sub soil water.
2. Mission/Vision:
Burla Irrigation Division, Burla a territorial works division under the establishment control of Superintending Engineer, Hirakud Dam Circle, Burla and technical control of the Chief Engineer & Basin Manager, Upper Mahanadi Basin, Burla is primarily responsible to provide smooth and uninterrupted irrigation to its command area maintaining the canals, structures and a large number of regulatory units, Attabira Branch Canal and Godbhaga Distributary offtaking from Bargarh Main Canal, Senapali Distributary and Chiplima Distributary offtakes from Power Channel, the main feeding channel of the ayacut area draws water from Hirakud reservoir. So proper water management is the basic aim and ultimate mission of the division, so as to ensure full and economic utilization of water in respect of shortage of staff and curtailment of maintenance grant, optimum and economic water management has become challenging task. However the sincere, dedicated and target oriented endeavor of our staff have managed to do away with the above hindrance to a great extent. In addition to this the direct involvement of farmers through their organized set up call "Pani Panchayat" is also being emphasized by this division for better out come and efficient water management. Our mission is not only restricted in proper management of irrigation but prioritization is also being given for providing better connectivity by improving the canal service roads. Some roads have been improved/repaired from the funds allocated from 12th F.C. and Critical.
3. Brief History and back ground for its Establishment:
Hirakud Multipurpose Dam Project was operated along with supply of irrigation with effect from 1960 and Burla Irrigation Division, Burla was incepted with its head quarter at Burla with effect from 15.07.1975 under Odisha State Government for maintenance and supply of irrigation to Hirakud Command area. This division is maintaining Attabira Branch Canal, Godbhaga Distributary, Senapali Distributary, Chiplima Distributary & its distribution system through its four Sub-Division having their head quarter at Rengalicamp, Godbhaga and Burla.
4. Allocation of Business:
This division headed with an Executive Engineer is segmented within Three Nos. of sub-divisions under the control of five Sub-Divisional Officers one for each subdivision and have been allocated with the work as follows.
(i) Sambalpur Irrigation Subdivision, Burla.
This sub-division headed by an Assistant Executive Engineer with the work of maintenance and provision of irrigation to the ayacut area of Senapali Distributary and its distribution system for an ayacut of 1212.66 Ha. along with maintenance of Flood protection works in Sambalpur, Jharsuguda District. The above works have been entrusted among four nos. of Junior Engineers.
(ii) Season Canal Sub-Division, Khetrajpur:
This sub-division headed by a Sub-Divisional Officer is in charge of the maintenance of irrigation of Sason Main Canal, Sambalpur Distributary and its distribution system for an ayacut of 25566.66 Ha. CCA. This work has been entrusted among five nos. of Junior Engineers.
(iii) Attabira Canal Sub-Division, Rengalicamp:
This sub-division headed by a Sub-Divisional Officer is in charge of maintenance of irrigation Attabira Branch Canal with its distribution system for an ayacut of 31468.17. Ha. CCA. The above works have been entrusted among 5 nos. of Junior Engineers.
(iv) Godbhaga Canal Sub-Division, Godbhaga:
This sub-division headed by a Sub-Divisional Officer is in charge of maintenance of irrigation Godbhaga Distributary with its distribution system for an ayacut of 18049.28 Ha. CCA. The above works have been entrusted among 4 nos. of Junior Engineers. Besides that flood protection to River Mahanadi is coming under jurisdiction of this Subdivision.
(v) Gohira Irrigation Subdivision:
This Sub-division headed by one Sub-Divisional Officers who is in charge of maintenance of irrigation of Gohira Left and Right Main Canal with its distribution system for an ayacut of 8165.67 Ha. CCA. The above works have been entrusted among 4 nos. of Junior Engineers. Besides that One Additional Subdivisional Officer is incharge of renovation of Gohira Medium Irrigation Project funding by A.D.B. The above works have been entrusted among 3 nos. of Junior Engineers.
6. Duties to be Performed to Achieve the Mission:
This division along with the sub-division is doing their assigned jobs i.e. maintenance and provision of irrigation to the ayacut areas and achieves their targets.
7. Details of Services Rendered:
(i) Providing irrigation to the command areas coming under this divisional jurisdiction.
(ii) Improvement of canal service roads for providing better connectivity to the rural mass.
(iii) Formation of pani panchayats and involving the farmers in water management.
(iv) Maintenance of canals for smooth flow of irrigation.
(v)Restoration and Maintenance of flood embankment.
(vi)Collection of revenue from different industries using sub soil water.
8. Citizen's Interaction:
Complains, views, suggestion and demand of the citizens are given utmost care and sincere efforts and being given to attend their needs within the frame work of prevailing rules and regulations.

11. Public Interaction if any:
Due weight age is being given for public inter action and obtained their valued suggestion for better implementation of government programmes and policies. It is being implement through different Pani Panchayat.
12. Grievance/ Redress Mechanism:
Interview hours has been fixed for hearing grievance of the public in the office of the Executive Engineer, Sambalpur Irr.Divn.,Burla.
