Particulars of Organization, Functions & Duties
[Section-4 (1) (b) (i)]
Aims and Objectives of the Organization:
To look after the health, sanitation, water supply, roads, safety and public convenience of the citizen of the urban inhabitants. This includes improvement and up-gradation of the socio-economical status of the Urban Poor's.
Mission/ Vision:
Local Self Government under the statute consisting of the local people as representatives to the Council for carrying out the functions as provided under the Odisha Municipal Act/Rules, for the public health, safety and convenience of the citizens of the town.
Organization Chart:
The Buguda NAC is the head of the Department as per Rule 428 of Odisha Municipal Rules, 1953. The Chairperson is the head of the Department. The Executive Officer is the Controlling Officer.
The Following Sections Work under this N.A.C.
1. General Office Establishment including bills and budget headed by a Junior Assistant.
2. Public Works section: - The Part Time Junior Eng. is heads this section comprising One Consulted, Work Sarkar.
3.Tax Section: - One Junior Asst. of the section head & 12 Tax Collector work under this section.
4. Sanitation: One Zamadar is kept in charge of supervision of  Sanitation work. & 2 no of additional zamadar has been assist & He supervises the work of 13 Sweepers, sanitation section to supervise the work of Sweepers. 2 no. of Tractor &One DUMPER BEEN of the N.A.C. lift the garbage of the town.
Allocation of Business: Buguda NAC
Duties to be Performed to Achieve the Mission: As per the provisions of Odisha Municipal Act 1950 and Odisha Municipal Rules-1953
Details of Services Rendered: Sanitation, street lighting, water supply, providing roads, drains, culvert, maintenance of water reservoirs etc.
Citizens Interaction: By organizing awareness meeting on L.S.G. Day and other occasion in the interaction is usually made.

Working Hours Both for Office and Public:
Office Hours: - 10.00 A.M. to 5.00 P.M.
Public for Sanitation: - 6.00 A.M. to 11.00 AM. & 2.00 P.M. to 5.00 P.M.
During Summer: - 7.00 AM. to 1 P.M.
Public Interaction, If Any:
By organizing awareness meeting on L.S.G Day and other occasions the interaction is usually made.
Grievance Redress Mechanism:
One Junior Assistant is the in charge of public grievance. A register has been maintained for compliance of the grievances.

Introduction:
This N.A.C. was constituted vide H & U.D. Deptt. Notification No.671 Dt-14/12/72 and started functioning as a full fledged NAC with effect from: 26-11-1973.
This NAC comprises of following seven Revenue village as detailed below with 13 no. Of wards spreading over as area of 7.59 squ.miles.
Revenue Villages:
1. Buguda
2. Golamundula
3. Kanjiapali
4. Kadapada-
5. Harisaran pur
6. Biranchi pur
7. Krushnasaran pur
The population of the NAC as per 2001 Census is 13,253, of which 6622 are male and 6631 are female.

Constitution of N.A.C.:
The N.A.C has been divided into 13 wards out of which one wards is reserved for Scheduled caste councilors, one for Scheduled Tribe, three for O.B.C. and similarly Four seats are reserved for woman candidates.
The General Election of councilors for the NAC was held on 19.09.2008 as per Notification No.-21131 Dated -06.08.08 of state Election Commission, Odisha, Bhubaneswar.
The following councilors have been elected and continuing their functions till the date of my inspection.
Sri A. Balakrushna Patra has been elected as Chairperson and continuing as such till the date of my inspection. Similarly, Smt.A. Janaki Rani Patra has been elected as vice-Chairperson of the N.A.C.

Charge:
Sri Bijaya Kumar Dash, E.O. Polasara, NAC has joined as part time Executive Officer of the N.A.C .with effect from 03.03.09. Prior to him, Sri Bimal Chand Sharma, ABDO, Buguda was in charge Executive Officer.
Accommodation:
The office of the N.A.C. is functioning in its own building The council meetings of the N.A.C. are being held in the Council hall constructed inside the office premises.
There is no. staff quarters available for accommodation of the staff of this N.A.C. I am told that the Government in H & UD Dept. may be moved to place funds for construction of the required staff quarters so as to accommodate the employees of the NAC.The Tahasildar, Buguda requested to allot land for construction of staff quarter.
