Particulars of Organization, Functions & Duties
[Section-4 (1) (b) (I)]
The aim & objective of the organization is to develop mission, goals and to actuate them for the Department of Energy, Govt. of Odisha. This organization aims at planning, developing, managing and advising the Govt. schemes under Department of Energy.
The mission and vision of this organization are listed below
Establish policies necessary for effective and efficient implementation of the Government's programme.
Establish a system to periodically review organizational performance.
Establish and continually review systems to develop, improve and maintain employees' moral.
Delegate authority and assign responsibility to the Zonal Chief Engineers cum Chief Electrical Inspectors.
`After segregation of generation, transmission and distribution business during electricity reform process in 1995, EIC (Electricity) continue to function under direct control of Department of Energy with specific objective of the Government. In 2003 the organization was re-designated as Engineer-in-Chief (Electricity)-cum-Principal Chief Electrical Inspector with additional responsibility of revenue earning of the Government. To cope up with the growth of industries with growing numbers of captive power plants in the state, the statutory electrical safety inspection and electricity duty collection mechanism have been divided broadly into two categories i.e. (i) Generation & (ii) Transmission & Distribution which had been headed by two Chief Engineers i.e. Chief Electrical Inspector (Transmission & Distribution) and Chief Engineer (Projects) and Chief Electrical Inspector (Generation).
In 2015, the Organizations of Transmission & Distribution and Generation wings are merged into one and is expanded by creating more No. of posts across the state, divided into four Zones, namely Central, North Eastern, Western & Southern zones and are being headed by Zonal Chief Engineer cum Chief Electrical Inspector with their head quarters at Bhubanewar, Balasore, Sambalpur and Berhampur respectively to fulfill the objective of the Govt. Also Online remittance of Inspection Fees, License Fees and Electricity Duty are made compulsory and an Internet Platform is created for remittance and entering the particulars of remittance of such Inspection Fees, License Fees and Electricity Duty for both captive and non captive entities.
In the meantime, the collection of electricity duty has increased many fold and number of electricity consumers in the state has also increased ten times due to massive electrification through various schemes.In consideration of the changing workload due to introduction of on-line services, Inspection, ED monitoring, Accident enquiry, activities under energy conservation, etc., the organizational structure is again re-structured incorporating of one more grade i.e. Additional Chief Engineer in between the Superintending Engineer and Chief Engineer. Previously existing post of Deputy Executive Engineer was abolished and SE(Level-I) and SE(Level-II) mergered and designated as Supertending Engineer in the engineering service rule of this cadre.
Ensure the maintenance of the electrical safety standards provided under rules in the sector of generation, transmission & distribution, investigation of electrical accidents, testing and calibration of electrical energy meters, transformer oil, relays etc through its accredited Standard Testing Laboratory , Issuance of license to the MV/HT/EHT contractors, Supervisor Competency Certificate & workman permits, development small hydro electric project, discharging duties as State Designated Agency for energy conservation and energy efficiency under the provision of EC Act-2001.), collection & monitoring of electricity duty as per Odisha Electricity (Duty) Act for all category of electricity consumer.
List of services being provided by the public authority is given below
a) Electrical safety inspection:-
Both initial & periodical safety inspection of electrical installations by the Electrical Inspectors or such other inspectors are being taken up as per the CEA Safety Regulation, 2023 and its amendments thereof.
b) Monitor the enquiry of electrical accidents:-
Electrical Inspectors have also been entrusted with the activities of enquiry into the electrical accidents (fatal/non-fatal) and submission of the enquiry report to the Govt. for final decision.
c) Monitor the collection of revenues in form of Electricity Duty under provisions of The Odisha Electricity Duty Act, 1961 :-
This organization is entrusted to collect the government revenue towards Electricity Duty in respect of captive and non- captive consumers as per The Odisha Electricity Duty Act, 1961. This organization is the 2nd highest contributer towards government revenue.
d) Monitor the appellate cases, compounding cases under provisions of Electricity Act-2003:-
As per electricity Act 2003 section 126, Electrical Inspectors have been designated as Appellate Authority by Govt. to resolve the dispute between the consumer and supplier regarding assessment on unauthorized use of electricity by the consumer.
e) Testing & Calibration of meters, relays, insulating oils & other electrical equipments for its standards:-
Standard Testing Laboratory is one of the unique and prestigious electrical laboratories functioning at Bhubaneswar for standard testing & calibration of different electrical equipments, particularly energy meters. In case of challenge between supplier and consumers, the energy meters are tested in the Standard Testing Laboratory by regulation as a statutory authority and as a practice of standard acceptance to the public.
f) Issuance of license to the eligible MV/HT/EHT contractors, supervisory license & workman permit:-
All works of Electrical Installations warrant by regulation to be executed through licensed Contractors, Supervisors & Workman to ensure electrical safety to the public and animals. Issue of license to the contractors in different categories, similarly to the supervisors and to the workmen is the regular activities of Electrical Licensing Board of Odisha.
g) Development of MoU Signed Small Hydro Electric Projects:-
As per "Revised policy guidelines for execution of Mini/micro/small Hydro Electric Projects by private developers-2003" the EIC(Electricity)-Cum-PCEI, Odisha being Nodal Agency is monitoring development of MoU signed SHEPs.

Executive Engineer (Project & Monitoring), 2 (two) nos. of Asst. Executive Engineers namely AEE(Project & Monitoring)-I & II and 1 (one) Assistant Engineer is attached to work under SE(PP&M).
Superintending Engineer (Electricity Duty)
The S.E (ED) will be assisted by 2 (two) Executive Engineers namely EE(ED-I) & EE(ED-II) and 4 (four) Asst. Executive Engineers for the related works.
Superintending Engineer (Safety & Inspection)
SE(S&I) supervises and look after the following works
The SE (Safely & Inspection) will be assisted by 1 (one) Executive Engineer and 3 (three) nos. of Asst. Executive Engineer and 1 (one) Assistant Engineer for the related works.
Chief Engineer (Testing, License and Energy Conservation) cum Chief Electrical Inspector:
Additional Chief Engineer-Cum- Secretary ELBO, Odisha will look after the following works of Electrical Licensing Board, Odisha (ELBO).
He/She takes approval from Chairman of ELBO, Odisha i.e. EIC (Electricity)-Cum-PCEI, Odisha. ACE-Cum-Secretary ELBO will be supported by 2 (two) Executive Engineers and 5 (five) Asst. Executive Engineers and other supporting staffs.
Additional Chief Engineer (STL), Odisha works under Chief Engineer (Testing, License and Energy Conservation)-cum-Chief Electrical Inspector and is the head the Standard Testing Laboratory (STL). He is responsible of all the activities of the laboratories in testing, calibration of electrical instruments and NABL accreditations works etc
The Additional ACE (STL) will be supported by 3 (three) EEs and 10 (nine) AEEs in the STL for testing calibration in laboratory and different industries in the field.
Superintending Engineer (Energy Conservation):
He will be supported by 2 (Two) Executive Engineers, 4(Four) Asst. Executive Engineers and 2(Two) Assistant Engineers

Mechanism for monitoring the service delivery & Public Grievances Resolution should be availed by public in case of authentic & bonafide situations.
Public must get aware of facility of e-mail communications & website and use the same for fast & active service delivery.
Feedbacks are highly appreciated to communicate for better resolution & improvements. Awareness and implication of Energy Conservation among the public is expected to be on priority.
8. Arrangement and methods made for seeking public participation / contribution:
A website is prevailing in the name of EIC (Electricity) which provides information regarding new circulars and notifications, new events / updates and facilitates e-payment towards different services & Electricity Duty.
Email-id of public authority “eic-epcei@nic.in” is provided in the contact details. Using this common people can give their inputs / feedbacks and grievances to the public authority.
In addition to this, any person can personally meet EIC (Electricity)-cum-PCEI between 3.00 PM to 5.00 PM on every working day subject to his availability at office at Bhubaneswar to place authentic views.
9. Mechanism Available for Monitoring the Service Delivery and Public Grievance Resolution:
Any person can personally meet EIC, Electricity-cum-PCEI and redress his/her grievances between 3:00pm to 5:00pm on every working day subject to his availability at the Office at Bhubaneswar. They can also redress the grievances by writing in the given address.
