1. Brief History of Public Authority:

The Province of Odisha was separated from Bihar on 1.4.1936 Mr. E.A.O Perkin, IP was the first inspector-General of Police of Odisha. After formation of new province of Odisha in the year 1936 the need for a Constables Training School was keenly felt as they were sent to Nathnagar (Bhagalpur), Bihar and CSI to Hazaribag (Bihar) for Training . The men of Odisha felt much difficulty in having their training in Bihar . So to obviate these difficulties, Government felt that a constables Training school should be opened in Odisha to Train up recruit of the State. His excellency, Sir j. Hibback, KC.S.J, I.C.S the first Governer of Odisha was pleased to accord sanction for the establishment of a constables training school in the state.

Angul was selected for the purpose as it a healthy place and centerly Situated vacant buildings belonging to the police department of the ex-Angul district and of the TDLA (Tea District Labour Association) was also available to start the Institution.

The first Constables Training School was estabilshed on 1.9.1937 with Mr. F. Morgan as the Principal . He was given the honoary rank of D.S.P. This building is situated on the Cuttack Sambalpur main road and is about 75 miles from Cuttack and 100 miles from Sambalpur. This Institution, in the beginning Concentrated on the Training of the Constabulary only and Cadet S.Is and other higher ranks used to be sent to hazaribag PTC as before.

In the Year 1939, Mr. E.A.O Parkin, I.P the first Inspector General of Police, Odisha submitted a report to the Government with recommendation for Training of S.I.Ss of police, Police Officers of the Eastern state Agencies as well as of Excise Department in this Institution. Accordingly the status of this Constables Training School was raised to that of a P.T.S and the first batch of cadet S.I got their Training the year 1941. This school started Training of Excise SIs of Odisha state and the Police Officers of then Eastern State Agencies . As a result of Training of the Ex-State police Officers in the Institution, there grow up a better Cooperation and Team Spirit between the Odisha Police and the Ex-State Police Officers in their day to day work.

During his visit to P.T.S in the Year 1946 Sri H.K Mahatab, the then Chief Minister of Odisha , was much pleased and highly encouraged the practice of training the Police Officers of the Eastern State Agencies and Envisaged the prospectus of the Institution being further raised to the Status of a College. As a result in 1946 five Graduate SI s of Tripura state were Trained in the Institution along with 16 Ex-state Police Officers and 15 Cadet SIs of the Odisha State . Consquent on the merger of Ex-state areas, the status of the Institution was raised and it started functioning as a full fleged College with effect from 1.1.1948 ASSP and DSSp were Trained in addition to the sub ordinate police Officers. Sri K.V Mohanty, B.A, I.P.S was the first Principal of the Police Training College.
