Particulars of Organization, Functions & Duties

1. Objectives/ Purpose of the organization:
This organization (Vigilance Wing of Commercial Tax Department) has been created with an aim to Check the evasion of tax by the fraudulent dealers by way of surprise visit to their business premises and collection of tax revenue along with penalty from such dealers for the state. Besides this, the organization keeps a close watch on the movements of goods vehicle on the road and intercepts the goods vehicles being informed from its secret agency towards illegal goods carried and collect tax & penalty.
2. Mission/ Vision Statement:
The Commercial Tax Vigilance Wing vision to achieve a drastic check towards tax evaders in a fair and efficient manner with due regard to opportunity of being heard so that mission & vision of formulation of Commercial Tax Law and Rules will not be violated.
3. History & Context of its Formulation:
The Department of Commercial Taxes was created on April 1947 with Head Quarters at Cuttack for collection of Sales Tax. The Department remains under the administrative control of the Finance Department. In course of evolution, the Government created 6 Vigilance Divisions as its own vigilance wings and out of such six Vigilance Divisions, the D.C.C.T., Vigilance, Sambalpur Division, Sambalpur is one of them. This Division works under the direct supervision of S.P., Vigilance, Sambalpur.
4. Duties of the Public Authority:
Detection of Tax evasion case and collection of tax & penalty from tax evaders wherever necessary. prepares Tax Evasion Reports. Besides this keeps a close watch on movement of illegal goods.
5. Main Activities & Functions:
Monitoring of surprise check s in case of evasion of tax committed by the fraudulent dealers.
6. Details of Service Rendered:
The facilitates the main organisation of C.T. Wing in helping them to bring the tax evaders as well as fraudulent dealers to act according to law and to be be a bonafide dealer for the state.
7. Organizational Structure:
The Head of Office is the Deputy Commissioner of Commercial Taxes, Vigilance. He is an OFS (I) (S.B.) (D.C.C.T., Vigilance), Sambalpur Division, Sambalpur Division being the Head of office and assisted by one C.T.O. (Vig) and other two A.C.T.O.s under this organisation.
