Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

1) Aims and objective of the Organization:

   India lives in its villages. Govt. therefore accords high priority for Rural development. DRDA is the bed rock for implementation and supervision of all antipoverty, wage employment, rural housing and the programmes of Ministry of Rural development, Govt. of India. Govt. of Odisha have established the District Rural Development Agency (DRDA) with effect from 2.10.1980 for "Planning, Implementation, Monitoring and evaluation of all antipoverty alleviation programme to be lunched in the district.

2) Mission/ Vision:

   If effective programme design is critical to successful implementation of rural development programmes, so is an effective delivery agency. None of the antipoverty programmes can have impact unless they are implemented with clarity of purpose and a commitment to the task. It is here that the D.R.D.A. play a critical role. D.R.D.A. is a supporting and facilitation organization and needs to play a very effective role as a catalyst in development process.

3) Brief History and Background of its Establishment:

   The D.R.D.A., Cuttack was originally established in the year 1980 under Panchayati Raj Department, Odisha, Bhubaneswar. The Agency was registered under the Society Registration Act. Consequently Cuttack District bifurcated in to four Districts namely Cuttack, Jajpur, Kendrapada and Jagatsinghpur

   The Governing Body of the D.R.D.A., Cuttack has been reconstituted as per the Bye-Law modified and amended by Government in P.R. Department. The Governing Body is the highest body of D.R.D.A. All the duties, powers, sanctions and rights whatsoever or consequential and incidental to the carrying performed by the Governing Body subject to such limitation as the Government of India and Government of Odisha may from time to time impose in respect of the expenditure of its Grants. The Governing Body of the Agency shall be the Body constituted as such under the regulation of the Society. The Governing Body meets once in a quarter.

   The President, Zilla Parishad has become the Chairman of the Governing Body of D.R.D.A. In this capacity he will preside over the meetings of the Governing Body of the D.R.D.A.

   The Collector and the District Magistrate is functioning as Ex-Officio Chief Executive Officer of the D.R.D.A. All Executive and Financial powers of D.R.D.A is vested with the Chief Executive Officer. In this capacity he will be fully responsible for successful execution of the relevant Schemes, Projects and Observation of the Central/ State Government Guidelines in terms of maintenance of Accounts and Compliance procedure.

   All Schemes and Projects will be approved by the Governing Body of D.R.D.A according to the Guidelines/ Instructions of Government. The Chief Executive Officer will sanction funds and implement the Projects. However, before sanction of any Scheme, approval of the G.B, D.R.D.A may be obtained wherever expedient. The other Panchayati Raj Institution i.e Panchayat Samiti and Gram Panchayat will have over all supervision of Schemes in their respective areas.

4) Allocation of Business:

a. Zilla Parisad:

   All the 46 Zilla Parisad Members, All 8 Hon'ble M.L.A.s of the district, 3 Hon'ble M.P.s and all the Chairmen of 14 Blocks are the member of Zilla Parisad. The members are to finalize action plan under NREGA. They also see the programmes of different schemes like Social Security, Education, Health, Agriculture, Forest, Civil Supply and such other items as conferred by the Govt. on the Zilla Parisad from time to time.

b. Govt. Officials:

  Govt. officials are to execute the work relating to their concerned subject matter as prescribed by the Govt. within the frame work of different rules and guidelines. The CEO and Project Director, D.R.D.A. are to supervise the development works taken by the sub ordinate officials.

5) Duties to be performed to achieve the mission:

   Grasping of the aims and objectives of the Govt. circulars, orders, rules, letters etc. and other assignment conferred from time to time. Formulation of outlines of plans and programme, corresponding to required field work. To achieve the mission, close monitoring and supervision of field work, action plan is to be drawn up.

6) Details of Service rendered:

a. Releasing of Funds to Blocks, GPs and Line Departments received from Govt. of India and State Govt.
b. Preparation of Annual Action Plan under NREGA.
c. Release of subsidy to Banks, revolving fund, training funds and Infrastructure funds to BDOs and other implementing agencies under SGSY.
d. Proper monitoring and supervision of field work taken by the locks and Line departments.
e. Maintenance of service records of BDOs, AEs, JEs and other DRDA officers and staff.

7) Citizens' Interaction:

   Citizen interactions are being held during Zilla Parisad Meetings, Standing Committee Meetings, District level Vigilance and Monitoring Committee meetings and Governing Body meetings.

9) Map of Office:

    The office is situated near High court, 25 KM distance from Bhubaneswar. The office is functioning in 3 storied building and the map is given below.

10) Working Hours for Office and Public:

     From 10 am to 5 pm with 30 min. lunch break from 1.30 pm to 2 pm except Sundays and public holidays.

11) Public interaction if any:

     Public are free to meet any officer or staff during office hour to put forth their grievances and to get information as per rule.

12) Grievance Redressal Mechanism:

     Every Saturday of the week except Public holidays is declared as grievance day. Any Public can put their grievances before the Authority. Grievances received from Public are being enquired by the Officers of DRDA. Besides District Level Public Grievance Committee has been formed under the Chairmanship of Collector-cum-DPC, Cuttack as per Grievance Redressal Mechanism Rule-2010 to redress the grievances under MGNRGA received from any source. The committee sits on first Saturday of every month to monitor the redressal grievances.

13) Organization Chart:

   The Organization comprises of two parts namely elected PRIs and Govt. Officials.

i. Elected Members of the PRI: This comprises of the President, Vice-President and 46 nos. of Zilla Parisad Members.

ii. Govt. Officials: Collector is the Chief Executive Officer and Project Director is the Executive Officer of DRDA.
