Particulars of Organization, Functions & Duties

The concept of the Harekrushna Mahtab State Library was conceived during 1st Five Year Plan under the advice of Govt. of India and was completed in 1959 with a majestic building of around 16000sq. carpet area enshrined within a beautiful land of Ac.3.0 in a prime location of Capital City of Bhubaneswar. In 1967, it was named as Gandhi Bhawan commemorating birth centenary of Mahatma Gandhi, the Father of the Nation. The State Library was located in this building, but in a corner only till 1987. It was renovated by Prof. D. R. Kalia, the doyen of Public Library Service in India and the entire place of the four-storied building was utilized for functioning of two Libraries, i.e. State Library to act as the State Central Library, the Apex Library of the State Public Library System of Odisha and Bhubaneswar Public Library as the Apex Library of the City Public Library System for the City of Bhubaneswar.

On 15th August, 1987, Government decided to rename the State Library and the City Public Library as "Harekrushna Mahtab State Library" after the name of Dr. Harekrushna Mahtab, the builder of Modern Odisha and "Bhubaneswar Public Library" respectively. The former is a reference and research library of the State of Odisha (lending of books is not permitted) whereas the latter is a Library for the city of Bhubaneswar with reading room services. These two libraries have been providing reader services to more than four hundred readers a day from 8.00 A.M. to 8.00 P.M., but at present from 10.00 A.M. to 5.30 P.M.

Organizational Pattern of HKM State Library:

From the organization point of view, the State Library has been divided into three main Divisions, viz., Administrative Services Division (ASD); Technical Services Division (TSD); Readers' Services Division (RSD).

1.Administrative Services Division (ASD):

ASD deals with the matters in connection with administration, establishment, finance, accounts, maintenance, etc. of F1KM State Library.

2.Technical Services Division (TSD):

TSD deals with all the technical activities pertaining to Book Selection, Acquisition, Classification, Cataloguing, Conservation, Binding, etc. Besides purchase, books are also received as gratis under the Press and Registration of Books Act, 1867 and from Raja Rammohun Roy Library Foundation, Koikata as well as other benevolent persons as gifts. Out of the two copies received under the Press and Registration of Books Act, 1867, first copy is sent to the Depository Section for preservation for posterity and compilation of Odisha State Bibliography and the other copy is sent to its respective sections for use of the readers. After processing, books are transferred to respective sections in the RSD for use of the readers.

3.Readers' Services Division (RSD):

RSD deals with registration of Life Members, registration and renewal of new and old members, organization of books, compilation of Odisha State Bibliography, reference services, circulation of books and periodicals, reprography services, etc. in various sections namely, Registration Section, Children Section, Subject Collection Section, Language & Literature Section, Serial Section, Reprography Section. The State Library comprises of Fine Arts Collection, Reference Collection, Area Studies Collection including National Collection, Odisha Collection (Lord Jagannath Cult and Culture Collection), Women Studies Collection, Tribal Collection, Depository Collection, Official Documents Collection, Corporate Publications, etc.
