Particulars of Organization, Functions & Duties

1. Objective/purpose of the public authority:

The Samagra Shiksha Scheme is an integrated scheme for school education covering the entire gamut from Pre-school to class XII. The scheme treats school education as a continuum and iss in accordance with Sustainable Development Goal for Education (SDG-4). The Scheme not only provides support for the implementation of the Right to Children to Free and compulsory Education Act, 2009 but has also been aligned with the recommendations of National Education Policy (NEF) 2020. The scheme aims to ensure that all children have access to quality education with an equitable and inclusive classroom environment which should take care of their diverse background, multilingual needs, and different academic abilities and make them active participants in the learning process.

The Goal SDG-4.1 states that “By 2020, ensure that all boys and girls complete free equitable and quality primary and secondary education leading to relevant and effective learning outcomes”.

Further the SDG 4.5 states that “By 2030, eliminate gender disparities in education and ensure equal access to all levels of Education and vocational training for the vulnerable, including persons with disabilities, indigenous peoples and children in vulnerable situations”.

2. Vision:

To ensure that all children have access to quality education in an equitable and inclusive classroom environment which takes care of their diverse background, multilingual needs,  different academic abilities and make them active participants in the learning process.

Objectives:

• Implementing the recommendation of NEP 2020;
• Supporting States & UTs in implementing RTE Act, 2009;
• Focus on Early Childhood Care and Education;
• Emphasis on Foundational Literacy and Numeracy;
• Thrust on Holistic, Integrated, Inclusive and activity based Curriculum and Pedagogy
• Provision of quality education and enhancing learning outcomes of students;
• Bridging social and gender gaps in School education;
• Strengthening and up-gradation of SCRERTs/SIE and DIETs;
• Ensuring safe, secure and conducive learning environment and minimum standards in schooling provisions;
• Promoting vocationalisation of education;

3. Brief History of the Public Authority and context of its fomration:

District project office, SS, Sambalpur is functioning since 01.04.2001. Collector of the district is the chairman of SS. The office is functioning in collectorate office building, Sambalpur

 5. Duties of the Public Authority / Main Activities / Functions of the Public Authorities:

1. Opening of new pry. Schools, upper pry. Schools, High school & Higher Secondary School.
2. Construction of New Pry. School building, New upper pry. School building, addl. classroom as per need based appraisal from ground level of S & ME Deptt. Field level approved in PAB through panchayatiraj Deptt.
3. Repairing of school building through panchayat raj deptt.
4. Supply of free text books to students of all govt. and aided schools
5. Supply of free school uniform to all girls, SC/ST and BPL, APL category boys of all govt. schools, govt. aided schools
6. Provision of transport / escort facilities for disadvantaged children
7. Reimbursement of fee against 25% admission under section 12(1)(c) of RTE Act 2009
8. Vocational education at secondary and higher secondary level and pre-vocational education at upper primary level

Citizens' Interaction:

Community Mobilization for effective enrollment and retention.  Infrastructure development through school management committee. Management of affair of schools by school management committee (SMC), Mother Teacher Association (MTA) & Parent Teacher Association (PTA).

Grievance Redress Mechanism:

Grievance of general public is attended immediately. Allegation of corruption, impropriety, nepotism etc. is enquired within a week and proper action is taken to redress the grievance.
