Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)] 

1.Object/Purpose of the public Authority:

The aim and objective of the organization is to inspect the electrical installations,minimize the Electrical Accidents and collection,increase electricity duty collection & give workmen permit to Non ITI/ITI candidates for working in electrical installations. Its territorial jurisdiction covers 3 divisions of TPSODL.

2. Mission /Vision statement of the pubic authority:

(a)Effectivemeasures  for inspection of electrical installations of Lines and sub-stations of private consumers/distribution divisions.
(b)
Implementation of safety Rules & Regulation and precaution thereof.
(c)
Establish a system to periodically review performance of subordinate office.
(d)
Establish and continually review the systems to develop, improve and maintain employee’s moral.

3. Brief history of the public authority and context to its formation:

After segregation of generation, transmission and distribution business during electricity reform process in 1995, EIC (Electricity) remains and functions under direct control of Department of Energy with specific objective of the Government. In 2003,the organization was re-designated as Engineer-in-Chief (Electricity)-cum-Principal Chief Electrical Inspector with additional responsibility of revenue earning of the Government. To cope up with the growth of industries with growing numbers of generating  power plants & production plants in the state, the statutory electrical safety inspection and electricity duty collection mechanism have been divided broadly into two categories i.e. (i) Transmission & Distribution & (ii) Generation which have been

headed by two Chief Engineers i.e. Chief Electrical Inspector (Transmission & Distribution) and Chief Engineer (Project)-cum- Chief Electrical Inspector (Generation) respectively.

Again in 2015 the Organizations of Transmission & Distribution and Generation wings are merged into one and is expanded by creating more No. of posts across the state, divided into four Zones, namely Central, North Eastern, Western & Southern zones and are being headed by Zonal Chief Engineer cum Chief Electrical Inspector with their headquarters at Bhubaneswar, Balasore, Sambalpur and Berhampur respectively to fulfil the objective of the Govt. Also Online remittance of Inspection Fees, License Fees and Electricity Duty are made compulsory and an Internet Platform is created for remittance and entering the particulars of remittance of such Inspection Fees, License Fees and Electricity Duty for both captive and non-captive entities. Under CE-cum-CEI, SZ, Berhampur, the post of ACE-cum-EI Rayagada has been created for monitoring of Electricity Duty, Inspection Fees and issue workmen permit for Electrical workmen etc.


4.Mainactivities/Functions of the public authority:

The main activities of the public authority were:

Inspection of L.V./ M.V./ H.V. Installation having supply voltage at HV up to 33 KV having sub-station capacity above 150 KVA to 15 MVA.
(ii)
Checking and approval of drawings of electrical Installations with reference to the statutory provisions.
(iii)
 Assist Chief Electrical Inspector,SZ,Berhampur in inspection and enquiry of accident 
(iv)
Monitoring of Electricity Duty of Distribution Companies,industriesetc .
(v)
 Monitoring and collection of Inspection fees of Distribution Companies/ Private Units etc.
(vi)
 Enquiry of Electrical Accidents and submission of enquiry reports of multiple fatal electrical accidents (human being/ animal).to C.E–Cum-C.E.I,South Zone, Berhampur .
(vii)
 Conduct examination of workman permit A, B & C and issue & endorsement of permits.

5.Working hours:

Morning Hours of the office in working days only- 10.00 AM.

Closing Hours of the office in working days only- 5.30 PM.
