Particulars of Organization, Functions & Duties

1. Aims and objectives of the organization:

The Upper Indravati Multi Purpose Project is situated in Nabarangpur and Kalahandi District of Odisha. The office of Chief Construction Engineer, Upper Indravati Irrigation Project, Mukhiguda has been reorganized and renamed vide erstwhile Water Resources Department Notification No. 17230/WR dated 25.07.2016. The Chief Construction Engineer, Upper Indravati Irrigation Project, Mukhiguda has the overall responsibility to look after the construction, operation and maintenance of works under Upper Indravati Project, Mukhiguda. The main objective of UIP is to create Irrigation Potential of 1,28,012 Ha crop intensity in draught prone Kalahandi District and to generate power of 600 MW.

Considering the work load and progress of work Superintending Engineer, Right Canal Circle has been created vide letter No.31280 dated 18.7.87 of I & P Department, Government of Odisha. After creation of Right Canal Circle the Irrigation Circle was renamed as Left Canal Circle with the same sanction of post. All work related to Right Canal System has come to its control. Soon after completion of construction works of Left Canal Circle and Right Canal Circle, the office of the Superintending Engineer, Left Canal Circle has been abolished and the entire canal system comes under the control of the Superintending Engineer, Right Canal Circle and continued up to 31.07.2016 and on restructuring of the Offices of CEs by way of renaming and re-distribution of works—

The name of Office CE, UIIP, Khatiguda renamed as CE & BM, IK Basin, Khatiguda: works distributed vide DOWR Notification No.15465, Dated.01.07.2016.

Upper Indravati Dam System (Dam and Dyke) in consultation with OHPC and Energy Dept.
Manage the River Basin and its Water Resources in a holistic manner in coordination with various agencies.
Any other work assigned by Govt. from time to time.

The EIC WR Odisha in their Letter No.29850, Dated.16.08.2016 redeployed of Offices from One controlling authority to another for administration convenience and functioning of the project works as Re-deployment of Offices under the administrative control of the EIC, WR, BBSR consequent upon re-organizing renaming of existing offices by Govt.

Declaration of DDO vide Lr. No-31205 date. 31.12.2016 of Government of Odisha, Department of Water Resources. The Budget controlling officers and Heads of the Department under rule 20 of Odisha service code so as to enable them to discharge the duties and responsibilities of the controlling officers in terms of rule –2 (ix) of Odisha general financial rules and rule-16 of Odisha Budget manual. They shall be responsible for distribution of allotment in respect of establishment and works expenditure among the divisional officers and regulation and control of expenditure through allotment.

The concerned CCEs shall be included in the list of Heads of the Deptt. In appendix-3 of Odisha Service Code.

The concerned CCEs shall act as Controlling Officer in respect of the Divisional officers/ FA & CAO of the Irrigation Projects both in respect of expenditure and receipts under Rule-2(ix) of Odisha General Financial Rules and Rule-16 of Odisha Budget manual.

The concerned CCEs shall exercise their Administrative of Financial Power of GPF, rule of Odisha Service Code, OTC & OTA Rules etc.

The concerned CCEs shall operate the following Heads of Account in respect of the DDOs as indicated in the Annexure.

2. Mission / Vision:

This organization has been established with an aim to provide irrigation in the drought prone area Kalahandi District. The responsibility of CCE is to look after the construction, operation and maintenance of the works of canal system as well as to provide irrigation both Khariff and Rabi under Upper Indravati Project, Mukhiguda.

Brief History and back ground of its establishment

The Chief Construction Engineer, U.I.Project has been created vide Notification No. 17230/WR dated 25.07.2016 of Water Resources Department. The overall responsibility of entire canal system of UIP, Mukhiguda comes to the control of Chief Construction Engineer, Upper Indravati Irrigation Project, Mukhiguda after renamed of Superintending Engineer, Right Canal Circle, Mukhiguda

Association of Business

The Chief Construction Engineer is assigned to sanction estimate, accept tenders as per the norms and Codal procedures and monitors the physical and financial progress of work of the division under his control.

Duties to be performed to achieve the mission:

The Design ayacut of 1,28,012 Ha has been created under Upper Indravati Project, Mukhiguda including proposed lift ayacut of 26,248 Ha in order to provide assured irrigation to the drought prone area of Kalahandi District. The maintenance work will be done according to the priority and availability of funds. The Left Main Canal from RD 0.0 Km to RD 52.00 Km and Right Main Canal from RD 0.00 Km. to RD 84.00 Km along with its distribution system has already been completed. The extension of Left Main Canal and Right Main Canal has been completed under AIBP Scheme.

Details of services rendered:

Supply of water to the ayacut area according to the requirement.

Supply of water for industrial use and drinking purpose as per the agreement drawn with the concerned Industries and Departments.

Smooth and efficient operation of reservoirs during rainy season sothat release of flood water can not cause damage to the down stream area.

Efficient and effective reservoir operation during Khariff and Rabi cultivation of the designated area.

Construction and maintenance of service road on canal banks both for public use as well as departmental use.

Supply of information to the public representative as and when required.

To monitor and implement rehabilitation and resettlement of ousters of different projects.

Registration of new contractors in ‘C’ Class according to norms of government.

Supervision and monitoring of work of all sub ordinate offices under this circle.

Monitoring formation of pani panchayat in the ayacut area of all irrigation projects under this circle.

Implementation of National Food for Work programme for renovation of existing canal system under this basin.

Citizen’s interaction:

Citizens are involved in matters of Land Acquisition, Palli Sabha, Chak Committee, Pani Panchayat etc. The labours are involved in construction and maintenance works.

9. Working hours both for office and public:

The office hour is from 10.00 AM to 5.00 PM with lunch break from 1.30 PM to 2.00 PM and in summer season from 7.00 AM to 1.00 PM without lunch break from the month of April 10^th to June 15^th generally. The visiting hour for public to all offices under his control are during the office hours of every working day.

10. Public Interaction if any:

Public interaction takes place in meetings organized for Pani Panchayats and in Palli Sabha for Land Acquisition in rehabilitation Advisory Committee Meeting and in Project Environmental Committee Meeting public representatives take part and give their valuable views for the interest of the Project.

11. Grievance redress mechanism:

Grievances are received from the public during the office hours of every working day. Suitable action is being taken after due investigation of the grievances as per rule of RTI Act 2005.
