Particulars of Organization, Functions and Duties
[Section-4(1) (b) (i)]
1. Objective/purpose of the Public Authority:
The main aim and objectives of Government Press are:
i. To meet all the Printing needs of Government of Odisha.
ii. To cater essential service in regard to print and supply of all standard forms as required by Government Offices of Government of Odisha.
iii. Distribution and sales of Government Publications.
iv. To impart training to the apprentices in different trades of Printing and I. T. I. students enrolled in the School of Printing & Allied Trades run by this Directorate of Printing, Stationery & Publication, Odisha, Madhupatna, Cuttack.
2. Brief History of the Public Authority and context of its formation:
Until 1936, i.e. separation of Odisha as a separate State, the Government Press was under the jurisdiction of Bihar-Odisha State. In 1936, when Odisha became a separate State some machines, equipments and
Personnel were transferred from Patna to Cuttack and a tiny press was started functioning in a small room at Choudhury Bazar, Cuttack. Subsequently when the demand of printing increased, it was felt by Government to develop the Press into a bigger one to cope up with the increasing demand of Printing. The Government Press was shifted to Buxibazar and started functioning in a big building. When the feudatory States were merged with the State of Odisha after independence i. e. in 1948-49 most of the Printing Presses belonging to the Ex-rullers were merged with the Government Press and such Presses started functioning as the Branch Presses of the Odisha Government Press. At a later stage the Press was shiffed from Buxibazar to Mandhupatana during the year 1977 where it is presently installed in its own building. During the year 1980 the Government Press was declared as Heads of Department being named as Directorate of Printing, Stationery & Publication, Odisha, Mandhupatana, Cuttack-10.
3. Duties of the Public Authority:
The main duties of the Public Authority are:
i. To meet all the Printing needs of Government of Odisha.
ii. To cater essential service in regard to print and supply of all standard forms as required by Government Offices of the State.
iii. To cater service on storage, distribution and sales of all Government Publications.
iv. To impart training to the apprentices in different trades of Printing Groups/ I. T. I. & Engg. trade Students.
4. Main activities/ Functions of the Public Authority:
The main duties of the Public Authority are:
i. To meet all the Printing needs of Government of Odisha.
ii. To cater essential service in regard to print and supply of all standard forms as required by Government Offices of the State.
iii. To cater services on storage and distribution of Stationery articles to all Government Offices of the State.
iv. To cater service on storage, distribution and sales of all Government Publications.
v. To impart training to the apprentices in different trades of Printing Groups/ I. T. I. & Engg. Trade Students.
5. List of services being provided by the public authority with a brief write-up on them:
i. This Directorate under takes printing of various obligatory and non-obligatory Govt. Publications
viz.: Gazette, Budget document, Plan document, A. G. Reports, different Bills passed by the Assembly and its debates, activities, Annual Reports of different departments. Government Diary, Calendar, Indian Law report, Statutory Rules of Law Department, P.A.C. Reports, Pads, Envelopes of Hon'ble Chief Minister, Ministers, M. L. As. and standard forms of all Government Departments ranging to a varities of 4,800 Numbers for the 6,500 Numbers of Indenting Officers.
ii. Nearly 12,000 Numbers of Typewriter and Duplicater machines which are in use in different Offices of the State Government are being repaired from time to time on their requisition.
iii. A School of Printing and Allied Trades is being run under the direct control of this
Directorate to train the apprentices in different trades relating to Printing Technology and apprentices of
I T I stream.
iv. This Directorate also prints all jobs of Home Election & State Election including printing of Ballot Papers.
6. Expectation of the Public Authority from the public for enhancing its effectiveness and efficiency.
This Directorate does not deal with any public service directly. Our clientele are Government Departments and we facilitate smooth running of Government Offices by providing them various Office requirement as per their requisition and budgetary provisions.
7. Mechanism available for Monitoring the Service Delivery and Public resolution:
Indenting Officers from different Departments of the Government take delivery of their material from this Directorate through their authorized officers.

9. Morning hours of the Office:
Closing hours of the Office:
In this organization two categories of employee's viz., Ministerial and Industrial are working with different working hours. For the Ministerial employees the working hour is same to that of other Government Offices i. e., 10 A. M. to 5 P. M. with lunch break 1.30 P. M. to 2 P. M. on all working days. The working hour of industrial employees are ordinarily regulated in accordance with the provisions laid down in Factory Act, 1948. Now they are working in three shifts such as Shift 'A' from 6.30 A.M to 2.30 P.M., General Shift 9.30 A. M. to 5.30 P. M. and Shift 'B' from 2.30 P. M. to 10.30 P. M. with lunch break of an half hour in each shift.
The public sale counter of Publication Branch opens on all working days from 10 A. M. to 3 P. M. for sale of published books, Gazettes, Diaries, Calendars and other publications.
