Particulars of Organization, Functions & Duties

1.Objective/ Purpose of the Public Authority:
The Aim & Objectives of the organization is to minimize electrical accidents ,increase electricity duty collection & give workman permit to Non ITI/ITI candidates for working in electrical installations.

1.Establish policies necessary for effective and efficient implementation of the Government's programme.
2.Establish a system to periodically review organizational performance.
3.Establish and continually review systems to develop, improve and maintain employees' moral.
4. Delegate authority and assign responsibility to the EE cum-DEI,Cuttack / Kendrapara /Jagatsinghpur.
4.Brief History of the Public Authority and Context of its Formation:
After segregation of generation, transmission and distribution business during electricity reform process in 1995, EIC (Electricity) remains and functions under direct control of Department of Energy with specific objective of the Government. In 2003 the organization was re-designated as Engineer-in-Chief (Electricity)-cum-Principal Chief Electrical Inspector with additional responsibility of revenue earning of the Government. To cope up with the growth of industries with growing numbers of captive power plant in the state, the statutory electrical safety inspection and electricity duty collection mechanism have been divided broadly into two categories i.e. (i) Generation & (ii) Transmission & Distribution which were headed by two Chief Engineers i.e. Chief Electrical Inspector (Transmission & Distribution) and Chief Engineer (Project)-cum- Chief Electrical Inspector (Generation).
Again in 2015, the organization of Generation and Transmission & Distribution wings are merged into one and is expanded by creating more no of posts across the states, divided into four zones, namely Central Zone, North Eastern Zone, Western Zone and Southern Zone and are being headed by four nos of Zonal Chief Engineer-cum-Chief Electrical Inspectors with their head quarters at Bhubaneswar, Balasore, Sambalpur and Berhampur respectively to fulfill the objectives of Govt. Three circle office under the central zone Odisha i.e SE-cum-DEI ,BBSR ,SE-cum-DEI, Cuttack & SE-cum-DEI, Angul are functioning with head quarter at Bhubaneswar ,Cuttack & Angul respectively .Also online remittance of inspection fees , License Fees and Electricity Duty are made compulsory and an internet platform is created for remittance and entering the particulars of remittance of such inspection fees, license fees and electricity duty for both captive and non captive entities.
The name of this Heads of Department is Chief Engineer cum-Chief Electrical Inspector , Central Zone, Odisha, Bhubaneswar, the context of its formation is to ensure the maintenance of the electrical safety standards provided under rules in the sector of generation, transmission & distribution systems, monitoring the consumption of electrical energy in generation plants and levy of electricity duty towards consumption of electrical energy for both captive and non captive energy consumption with appellate authority for RTI issues.
5.Duties of the Public Authority:
Ensure the maintenance of the electrical safety standards provided under rules in the sector of generation, transmission & distribution, investigation of electrical accidents, issue of workman permits ,appellate authority as per section 127of the Electricity Act 2003.
6. Main Activities/ Functions of the Public Authority:
Additional Chief Engineer -cum- Electrical Inspector, Cuttack:
1.To report to Chief Engineer-cum-Chief Electrical Inspector, Central Zone, Odisha, Bhubaneswarabout all activities performed under this office.
2.To support to the Government about all the activities of this office and to advice on all matters of importance related to electricity policy and on technical adequacy of all existing and proposed programmes.
3.Responsible for overall collection and monitoring of electricity duty pertaining to thisoffice.
4.Overall monitoring of electrical safety of the installations through its sub-ordinate officesincluding enquiry of electrical accidents..
