Particulars of Organization, Functions & Duties

1) Objectives of the Public Authority:

Similipal Forest is the pride of the state of Odisha and also a unique place in the field of Biodiversity. The rich Biodiversity of Similipal Forest spreads over an area of 2750 Sq Km. The Government have dedicated such a vast forest to fulfill the commitment of protection and conservation of vast biodiversity and wildlife. Before creation of the sanctuary and proposed National Park, the forests of Similipal were being managed as per the prescription of working plan of Baripada and Karanjia Division. In the year 2019, following re-organization, Similipal South Wildlife Division was formed on 1st of October,2019 and thus, the post of Deputy Director, Similipal South Wildlife Division was created.

2) Mission/ Vision Statement of the Public Authority:

The main objective is the conservation of habitat of tiger in general, but with special emphasis on the protection and conservation of flagship species 'the tiger', in particular, it is aimed to achieve these objectives through various measures such as protection, infrastructure development, management o[ tourism activities, Eco-development, Research and Training and Education.

It requires a strategy of inclusive protection for future conservation of tigers with management of conflicts between people and wildlife managers as well as regarding use in the park fringes. The major activities undertaken by the authority are:-

  1. Habitat Management
  2. Protection and intelligence gathering
  3. Tourism and interpretation
  4. Research and Monitoring
  5. Relocation of villages from Core area

Management goals:

  1. To make the core area a safe haven for a healthy breeding population of the tiger.
  2. To eliminate human biotic interference of any kind inside this area.
  3. To maintain selected pockets as benchmark ecosystems to carry out research, monitor ecological changes, quantity ecosystem services and exhaustively document biodiversity richness.
  4. To actively mange selected protects to change the carrying capacity of prey base thereby facilitating increase of tiger numbers.

3) Brief History of the Public Authority and Context of its formation:

The first Notification to declare 2200 KM² as Sanctuary under wildlife (protection) Act. 1972 was issued on 3rd August, 1980 which notified the intention of the Govt. to declare 303 Km2 of the northern position of Similipal as National Park. This constituted the core of tiger reserve. As this area was not considered sufficient as core. 542.70 Km² was added to this by notification no. 19525/ FFAH dated 11th June, 1986 bringing the total area of core to 845.70Km² (Which is actually 899.75 Km²) which came fully under the control of the Project Tiger. Rest of the Sanctuary area was under the control of Baripada and Karanjia Divisions. Similipal Forest Development Corporation was formed in the year 1979 to work the timber and N.W.F.P. operations in Similipal besides taking up other developmental works within the forest. After complete moratorium in the tree felling was imposed in 1988, Similipal Forest Development Corporation (S.F D.C.) is not working anymore in Similipal. For

better coordination in management of both core and buffer zone, both Karanjia (T) and Baripada (T) forest divisions have been brought under administrative control of the Field Director, Project Director.

The Ministry of Environment & Forests have notified Similipal as the eighth Biosphere Reserve of the country in their notification No. 16/02/85-MAB-CSC dt.22.06.94 under Man and Biosphere Programme of UNESCO. Similipal Sanctuary was reorganized into two divisions namely, Similipal South Wildlife Division (headquarters at Baripada) and Similipal North Wildlife Division

(headquarters at Jashipur) for exclusive and intensive tiger centric management by Notification No.1F-(A)-71/2018- 3913/ F&Edt. 21.02.2019. On 01.10.2019, Similipal South Wildlife Division came into existence.

4) Duties of the Public Authority:

The Tiger Reserve got legal entity after the proclamation of the Wildlife (Protection) Amendment Act,2006 (No.39 of 2006) on 3rd September 2006 as per section 38 V(1) of the Act. The Govt. of Odisha in Forest and Environment Dept. vide their Notification No. 8F(T)-9/2007/20801/F&E dt. 31st December 2007 has conferred on the status of Tiger Reserve named as Similipal Tiger Reserve.

Similipal Tiger Reserve anal peripheral areas have been constituted in to following important overlapping units.

  1. Similipal Wildlife Sanctuary
  2. Similipal Tiger Reserve
  3. Similipal Biosphere Reserve


i) Similipal Wildlife Sanctuary:

 

  1. Declared under section 18 of Wildlife (Protection) Act 1972 vide Govt. of Odisha Notification No. 30467/ FFAH dt.3rd December 1979

iii) Similipal Biosphere Reserve:

Total Area- 5569Km2 including total Similipal Tiger Reserve area (core & buffer) and surrounding transitional zone with 1200 villages around 5 lakhs populations vide Notification No. 16/2/85-MBA-CSC dt 26.6.1994 by Govt. of Odisha.

Number of Villages inside the Tiger Reserve:

  1. 2 (Core area)
  2. 57 (Buffer area but inside the Similipal RF)
  3. 5 inside Satkosia RF & 3 inside Tunguru RF

5) Allocation of Business:

The Administrative, Executive and Miscellaneous duties are allocated to Deputy Director, Similipal South Wildlife Division and Range Officers for management of Core area and Buffer area.

6) Duties to be Performed to achieve the Mission:

The main duties to be performed are scientific management of forest & wildlife.

7) Details of services Rendered:

Range Officers receive funds for necessary disbursement in field for different departmental works and submit Cash Accounts every month checked by the concerned Asst. Conservator of Forest. Besides the above the all field staff are entrusted to protect the forest and wildlife of their jurisdiction.

8) Citizen’s Interaction:

Interaction with the citizens are being done through concerned Eco Development Committees and various official programs and awareness meeting.

12) Grievance Redress Mechanism:

The grievances are addressed at Range and Divisional levels and redressed by the Range Officers and Deputy Director, Similipal South Wildlife Division respectively as and when required.

Similar Tiger Reserve was notified under 38V (1) of Wildlife (Protection) Act 1972 of Govt. of Odisha vide Notification No. 8F (T)-9/2007/20801/F&E dated 31st December 2007.

Similipal South Wildlife Division was notified under Govt. of Odisha vide Notification No. 1F-(A)-71/2018-3913/ F&E dated 21st February 2019 with effect from 01.10.2019.
