Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

1. Objectives/ Purpose of the public authority :

i) To conduct teaching activities in various approved fields, thrive for excellence in education, research and provide approved modern and advanced clinical services to cancer patients.

ii) To undertake Basic, Applied Research and Teaching in various fields of Oncology of highest standard as per norms and guide-lines of MCl/NMC.

iii) To produce quality trained man-power in various fields of Cancer including Medical Doctors, Para-Medics, Medical Physics and in all related fields of Oncology

iv) To collaborate with other similar institutes of repute to increase the standard of teaching, research and clinical service

v) To provide patient care in the form of both OPD and IPD services, Cancer screening, prevention and Community Oncology.

vi) To function as Nodal Institute for the state of Odisha for cancer care.

vii) To act as Regional Cancer Institute of the state.

viii) Training of peripheral doctors and paramedical staff.

2. Mission / Vision of the Public Authority :

Mission-   As the apex cancer institute of the State Government, it is our aim to provide the best cancer care to our patient.

3. Brief History of the Public Authority and context of its formation :

Acharya Harihar Post Graduate Institute of Cancer, Cuttack is a cancer care hospital in Cuttack,Odisha. Founded on 2nd February 1981 as the Radiotherapy department of the SCB Medical College & Hospital in Cuttack. It was converted into an autonomous body on 24 April 1984.

“Regional Centre for cancer Research and Treatment Society, Cuttack” was named as  Acharya Harihar Regional Centre for cancer Research and Treatment Society, Cuttack, approved by Government of Odisha, Health & Family Welfare Department Resolution No. M.E.II.M – 101/86/18359/H, Bhubaneswar , dated the 05th  May, 1987 and registered under the Registration of Societies act, 1860 on 04.06.1991 vide No. 19212/12 of 1991 -1992 after the great dedicated social worker Acharya Harihar, a disciple of Acharya Vinoba Bhabe , founder of the Bhudan Movement.

The Governing Body in its special meeting held on 11th Jan 2019 under the chairmanship of Hon’ble Minister, Health & Family welfare Department, Govt of Odisha  resolved to rename the institution as Acharya Harihar Post Graduate Institute of Cancer from Acharya Harihar Regional cancer Centre , elevating the institute to a National level Post Graduate Medical Institute as per the MCI guidelines , approved by the Govt. of Odisha , Health & Family Welfare Department Letter No. HFW- MEI- AHRCC- 0011-2019   3817  Dated 10.12.2020.

4. Duties of public authority :

i) To provide modern and advanced clinical services to cancer patients

ii) To provide for management and treatment of the cancer patients in its hospital

iii) To provide post-graduate and super specialization teaching and conduct of research in the field of Oncology and other allied sciences, including interdisciplinary fields of physical and biological sciences

iv) To design and extend general health care and preventive health services to the community

v) To organize cancer registry in the line with prescribed bodies both at national and international level

Radiation by advanced Radiotherapy machines like Linear Accelerator, CT Simulator and Brachytherapy

About AHPGIC, Cuttack

 This Institute of Cancer is governed by a Governing Body under the Chairmanship of the Hon'ble Minister, Health & Family Welfare, Odisha as per the rules and regulations of the Government of Odisha and its own Bye-laws. There is an Executive Committee chaired by the Secretary to Govt. of Odisha, Department of Health & FW to supervise the affairs of the society, issue directions and empower the Director as they deem proper to attain the over all objectives subject to the guidelines issued by the Governing Body. Besides, various Sub-committees are constituted as per the approval of the Governing Body.

The Tumour board of this institute is being held everyday just after the OPD-hour. Each cancer case is discussed in the board and treatment protocol is decided. A Medical Referral Committee consisting of the tumour board and two other members like the Superintendent and the HoD, Dept. of Surgery, SCB Medical College & Hospital, Cuttack decide about the outside state referral of the cancer cases. Many poor patients have been benefitted by way of getting relief from different sources such as Chief Minister's Relief Fund, Prime Minister's National Relief Fund, recently introduced Health Minister’s cancer patient fund and RAN scheme of the Govt.of India etc. Poor patients, BPL card holders and their families are treated free of cost.

The post-graduate course leading to MD (Radiotherapy) was continuing here since 1973, the 1st batch of which had successfully completed the course in 1975. There is a Library for the PG- students and the staff of this centre with about 260 books & 150 journals under the charge of a senior medical officer of this Institute. PG-Seminar and Symposia are being held at regular intervals. The doctors of this institute are being updated in their respective field of modern science & technology by attending symposia, Seminars, Workshops and conferences at national and international levels.

Air conditioners and cable-TV connections have been provided in the patient wards for comfort and entertainment.
