Particulars of Organization, Functions & Duties

1. Objectives, Purpose of the Public Authority:
The aim & objectives of the O/o the Executive Engineer, Tel irrigation Division, Sonepur is to provide protection from flood damage and flood havoc under its jurisdiction through effective planning, efficient supervision and participatory flood control management with the local villagers, for implementation of the various developmental schemes related to flood control so as to achieve the goal and objectives of the Water Resources Department, Odisha. The Division has direct responsibility for ensuing and providing protection from flood havoc and flood damage by constructing flood protection embankments, culverts, FPE-cum-Ring Roads, river embankments etc.
2. Mission/ Vision statement of the Public Authority:
The mission and vision of the Division are enlisted below:
a. Mitigate flood damage and devastation to a possible minimum extent
b. Ensuring the effective flood control measures and procedures
c. Implement the plans, procedures and policies of the DoWR
d. Effective, efficient and qualitative execution of the works
f. Preparation of field level information, basin management reports and health status of embankments for formulation of water related policies of the department
g. Establish public relation and grievance redressal mechanism
h. Construction of more no of embankments and maintenance of existing embankment
i. Identifying vulnerable and critical vulnerable points and areas
3. Brief History of the Public Authority and context of its formation:
Govt. of Odisha, Department of Water resources has created a new irrigation division office at Sonepur namely “Tel Irrigation Division Sonepur” under Balangir Irrigation Circle. This office started functioning effectively on 20th June, 2016. This Division looks after only river embankment works for flood protection purposes.
4. Duties of the Public Authority:
Responsible for execution of work as well as to administrate the office
5. Main Activities and functions:
1. Construction of flood protection embankments and maintenance of the embankments in river such as Mahanadi, Tel, Ong, Suktel, Nibrutijore of Subarnapur District.
2. Exercising full technical, supervisory and administrative control over the development works executed through this Division.
3. To ensure all queries of the funding agencies, Govt., Public Representatives, Assembly and Parliament Questions are answered expeditiously.
4. To take appropriate action for flood control projects under the jurisdiction of the Division.
5. To ensure that the Plans, Programmes and Schemes of the Department is effectively and efficiently implemented for overall development of the State in accordance to rules, regulations and Govt. orders.
6. Identifying the flood prone areas, vulnerable and critical vulnerable points and areas and making necessary action for construction of embankments other activities.
7. Surveying and identifying the geographical profiles for construction of embankment.

The Tel Irrigation Division, Sonepur is consisting of the following Sub-ordinate offices:
a. Tel Flood Sub-Division – I (Head Quarter Sub-Division)
b. Tel Flood Sub-Division – II
c. Tel Flood Sub-Division – III
All sub-Division office is functioning at Head Quarter Division, Sonepur. These Sub-Divisions looks after for Flood Control works, embankment maintenance works. Head Quarter Sub-Division looks after both flood control works and office colony, office building maintenance works.

Public co-operation for the interest of public service
8. Arrangement and method made for seeking Public participation/ contribution:
Public Information Officer and Asst. Public Information Officer have been entrusted for extending the required information in the public interest according to rules and procedure provided in Right to Information Rule, 2005
9. Mechanism available for Monitoring the Service delivery and Public Grievance Resolution:
Grievances are being redressed promptly as far as practicable.
