Particulars of Organization, Functions & Duties

Democracy requires an informed citizenry and transparency of information which are vital for its functioning and also to curtail corruption and to hold Governments and their Instrumentalities Accountable to the Governed. Revelation of information in actual practice is likely to conflict with other public interest including efficient operations of the Govt., optimum use of limited fiscal resources and the preservation of confidentiality of sensitive information. Therefore it is expedient to provide for furnishing certain information to citizens who desire to have it.
Therefore to provide for setting out the practical regime of right to information for citizens, to secure access to information under the control pf Public Authorities, in order to promote transparency and accountability in the working of every public authority an Act called "The Right To Information Act'2005" has been enacted in parliament in the fifty sixth year of Republic of India.
See 6(1) of the Act. Enables a Person, who desires to obtain any information under this Act. Shall make a request in writing or through electronic means in English or Hindi or in the official language of the area in which the application is being made accompanying such fees as may be prescribed to the Public Information Officer specifying the particulars of information sought by him or her.
An applicant making request for information shall not be required to give any reason for requesting the information or any other personal details except those that may be necessary for contacting him.
Application fee shall not be payable in case of a person whose name appears in the latest list of B.P.L. for which he has to produce his B.P.L. Card. The Public Information Officer in any case with in thirty days of the receipt of the request, either provide the information or reject the request for any of the reasons. The P.I.O. shall communicate to the person making the request.

Maintenance of Land Records like:
A) Correction of R.O.R, Mutation, Lease of Govt. Land Settlement of Govt. Land, Disposal of Selling Cases, Distribution of Land to Landless Person, Land Alienation and Protection of Govt. Land through Encroachment Cases etc.
B) Collection of Land Revenue and Water tax.
C) Issue of Patta, Misc Certificate like Caste, Resident, Income and Legal Heir.

3. History & Background of its Establishment:
Tahasil Office, Digapahandi like other Tahasils of the State has been established in the year 1953 to maintain and update the record of the rights prepared by Settlement and Consolidation Organization.
4. Duties Performed:
Prime duty of Tahasil Office is to ensure collection of Land Revenue and Maintenance of Law and Order with in the Tahasil area. As this Office comes under the Disaster Management Department, another prime duty of this Office is to help the people during Disaster period like Flood, Cyclone etc.

6. Details of Services Rendered:
The Tahasildar is the Head of Office of the Tahasil Administration. He is having multiple duties and powers such as:
a) Chief duty is to ensure collection of Land Revenue and ensure Law and Order with in the Tahasil area. Apart from this all duties specifically assigned in different laws for the time being in force and duties allotted by Govt. from time to time.
b) Supervision and check of collection of all types of Land Revenue including Water tax and Maintain Accounts there of and to contact defaulters to ensure collection of revenue.
c) Issue of all types of Certificates under Miscellaneous Certificate Rules ,1984 and Odisha Caste Certificate Rules 1980.
d) Safeguard of Govt. interest in all the matters under Odisha Minor Mineral Concession Rules and Collection of Revenue and Penalty there of.
e) To dispose of all types of Revenue Cases as per Law.
f) Tahasildar being the Irrigation Officer of his jurisdiction in collecting the Water tax as Land Revenue, it is his responsibility to look after the use of Irrigation water from the Govt. water source.
g) The Records of Rights and Maps finally published as per Survey and Settlement Act. by the Authorities are handed over to Tahasil for their Maintenance, keep up to date and make subsequent changes of the same during the mutation proceeding in case of Transfer, Succession, Inheritance etc.
h) Protect Govt. Land and cause eviction of Encroachments in Urban as well as Rural areas.
i) Discharge all functions in relation to Natural Calamity viz., Flood, Cyclone, Fire accident etc.
j) Conduct auction sale of sairat sources and collection of Auction Sale amounts.
k) Settle Govt. Land with Homestead Less persons for Homestead and Agriculture purpose.
l) Realise Certificate dues under O.P.D.R. Act.
m) Discharge functions of emergency in nature as and when required by the competent authorities in connection with Excise raid, Conduct enquiry, Law and Order, Election and to conduct such other Misc. duties and enquires as he will be entrusted by the Higher Authorities from time to time.
Other employees of this Office are to assist the Tahasildar in performing his duties properly as per law.
7. Grievance Redress Mechanism:
Grievance of public is being heard on every Saturday and immediate action is being taken.
