Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

1. Aims & Objectives:

   The main objectives of the Authority is to take up Planned and Systematic Development of its areas. It prepares Development Plans including Zonal Development Plans, undertakes works pertaining to construction of Housing Colonies, Shopping Centers, Markets, Industrial Estates and provides public amenities. It regulates development and use of land including private land and undertakes schemes for improvement and clearance of slums and redevelopment programmes. The Development Authority is solely responsible for functions like land use, master plan and building bye-laws. The Development Authority implements these regulations.

   The Urban Development Body's Operation includes the Municipal areas. This is concurrent jurisdictions. It issues permissions and take up works within the Municipal areas. These projects are financed through own source of income of the Authority, grants and loans received from Government and other financial agencies and through aids out of M.P.L.A.D and M.L.A L.A.D funds.

 2. Mission/ Vision:

a) Mission

   Due to rapid Industrialization in the area, there are unexpected growths of landless and homeless people having no proper roof to take shelter. In order to provide suitable houses to the people, the SDA is going to establish houses for the economically weaker sections of the society.

b) Vision:

   The SDA has proposed to develop the entire Jurisdiction of SDA like construction a ultra modern shopping mall, residential colony in different areas considering the demands of the local people & construct Composite Housing Scheme.

3. Brief History and Background for its Establishment:

   The Sambalpur Development Authority was constituted under section U/S 3 of the Odisha Development Authorities Act, 1982 with effect from 2nd October, 1995 vide Housing & Urban Development Department Notification No.30964/ HUD., dt.15.9.95. The erstwhile Sambalpur Regional Improvement Trust, Act. 1950 consisted of the Master Plan areas of six urban centers, namely, Sambalpur, Burla, Hirakud, Bargarh, Jharsuguda & Brajrajnagar. The Sambalpur Development Authority has been constituted having the development areas of Sambalpur Hirakud & Burla whereas for the other three towns namely Bargarh, Jharsuguda & Brajrajnagar, Special Planning Authorities (S.P.As) were constituted with effect from 2.10.95 as per the provision of Odisha Town Planning Improvement Trust Act., 1956. The officer of the Town Planning Unit Sambalpur was declared as Special Planning Authority for each of those three towns.

Sambalpur Master Plan Area:

   The Sambalpur Master Plan area is comprised of Sambalpur Municipal area and 21 revenue village and covers an area of 23641.16 acres or 95.68 Kms.

Burla Master Plan Area:
The Burla Master Plan area  is comprised of Burla, N.A.C area and nine adjoining revenue village namely Amsara Katapali. The NAC Area consist of more revenue villages namely Bukamundi, Kirba, Burla, Gulgunda and River Mahanadi.

5. Allocation of Business:

i) Chairman

ii) Vice Chairman: Chief executive of the office of the S.D.A Sambalpur

 5. Allocation of Business:

iii) Engineer Member: Engineer Member shall be to ensure proper execution of all engineering works etc.

iv) Finance & Accounts Member: Finance  & Accounts Member shall be to ensure all financial matter etc.

v) Planning Member: Planning Member shall be to ensure proper Planning in Sambalpur Master Plan area

vi) Architect Member: Architect Member shall be to ensure proper design/ planning to execute various schemes of S.D.A Sambalpur

vii) Secretary: To look after the Administrative matter/ Empowered by the authority under Section 92(1) to stop unauthorized development of the jurisdiction of S.D.A Sambalpur

6. Duties to be performed to achieve the Mission:

i) To prepare the programme of work and fix target
ii) To review timely achievement of target
iii) Conduct review meetings & visit

7. Details of Service Rendered:

   The SDA has proposed to develop the entire jurisdiction of SDA like construction of shops, ultra modern shopping mall, residential colony, developing the plot for site and services scheme in different areas considering the demands of the local people & construct Composite Housing Scheme/ developed the plotting scheme

12. Grievance Redressal Mechanism:

   The Grievance petitions are being enquired through different sub-ordinate officer and action thereon is being taken as per provision of O.D.A Act & Rules. In case of allegation of serious nature, the Vice Chairman personally enquires in to the matter and takes action.
