Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (I)]

1. Aim and Objectives of the Organization :

a) To protect & conserve the forests and wildlife for maintenance of ecological balance.
b) To enrich the forest crop in the forest area by way of taking up plantations and other silvicultural operations.
c) To enforce law relating to forests, wildlife and environment.
d)To involve people in protection and management of forests and wildlife.
e)To manage forests for obtaining sustained yield of forest produce required for domestic and industrial use.
f) To impart technical guidance to public for raising their forest crop.
g)Preservation of biodiversity.
h)To develop the forest as a source of livelihood to the nearby people.
i) To enrich the forest in moisture conservation to mitigate the drought.

2. Mission/ Vision:

To protect the forests and wildlife within the jurisdiction of the Division by enforcing laws relating to forests and wildlife. Enrich forests as per the guidelines of national forest policy, so that at least 1/3 rd of the total geographical area remains under forest cover for maintenance of ecological balance.

3. Brief History and Background for its Establishment:

This Division was created on 1st October 2003 on reorganization of Forest Department. The present Sambalpur South Division has been carved out of the old Sambalpur Division during reorganization held during 2003. The administrative area is distributed over part of Sambalpur District. The total forest area of the Division is 837.86 Sq.KM.

4 . Allocation of business:

Divisional Forest Officer :

a) He is responsible for proper management of forest and financial transaction in the Division. He is also responsible for implementation of working plan prescription, submission of report and return to the higher authority and the administrative control relating to protection of forest.
b) Asst. Conservator of Forests :
To assist the Divisional Forest Officer in supervision in the Division.
c) Range Officer :
Responsible for protection, execution of departmental works, maintaining discipline among the sub-ordinate staff, collection of revenue etc. in the Range.
d) Forester :
Responsible for protection & management of forest, execution of departmental works in the Section.
e) Forest Guard :
Responsible for protection and management of forest in Beat.

5. Duties to be Performed to Achieve the Mission :

i) Protection of forest crop and wildlife within forest area under its control.
ii) Protection of forest crop under the control of Revenue Department.
iii) Enforcement of legal provisions of Special Acts like Odisha Forest Act 1972, Wildlife Protection Act 1972, Forest Conservation Act 1980, Environment (Protection) Act, 1986, Odisha Forest Produce (Control of Trade ) Act,1981, Mines and Minerals (Development and Regulation)Act, 1957, Odisha Saw Mills and saw Pits (Control) Act 1990, Water (Prevention and Control of Pollutions) Act, 1974 and rules framed there under for protection of forests, wildlife and environment.
iv) Enriching the existing forest crop by taking up plantations and other silvicultural operations.
v) Prevention of soil erosion and conserve moisture in the soil by taking different Soil & Moisture Conservation methods.
vi) Motivate and impart technical knowledge to public to take up tree plantation of forest species in their own land.

5. Duties to be Performed to Achieve the Mission :

iv) Enriching the existing forest crop by taking up plantations and other silvicultural operations.
v) Prevention of soil erosion and conserve moisture in the soil by taking different Soil & Moisture Conservation methods.
vi) Motivate and impart technical knowledge to public to take up tree plantation of forest species in their own land.
vii) Supply planting material to public to take up tree plantation of forest species according to current schemes and availability of funds.
viii) Motivate public to protect forests for conservation of biodiversity and enlighten them about different awards instituted by Government for outstanding contribution in the field for protection & enrichment of forests.
ix) Interact with villagers of forest fringe village and motivate them to constitute Vana Samrakshana Samiti to protect the forest area assigned to them for Joint Forest Management so that the forests are protected and managed effectively.
x) Development of forest roads so that not only the forests are managed effectively, but also village connectivity is available to interior tribal villages.
xi) Development of water bodies for the benefit of wild animals and villagers living nearby.
xii) By engaging tribal people living in most inaccessible pockets in different forestry operations, we provide employment and food security to the neglected tribes.

6. Details of Service Rendered:

This Organization renders the following services:
i) Protection of forest crop and wildlife within forest area under its control.
ii) Development of the forest to provide alternative livelihood option to the people preferably tribal.
iii) Soil and moisture conservation to mitigate the drought.
iv) Providing technical guidance to the people in raising plantation in private sector.
v) Regulation of forest produce in harvesting, processing and in transit.

7. Citizens Interaction :

Extension activities is being carried out to create awareness among the people regarding environmental conservation. Action is being taken to associate the people in protection and management of forest by formation of Vanasamrakshyan Samiti. Massive awareness campaign is being taken up to protect the forest from fire and other biotic interference viz. grazing & illicit felling. People are also associated in enforcement of law against the forest offenders. The organization encourages people in tree planting and maintenance of natural forest.

10. Working Hours Both for Office and Public :

On normal working days 10 AM to 1.30 PM and 2 PM to 5 PM.
During summer season 7 AM to 1 PM on working days.

11. Public Interaction :

Public is interacted during Management plan preparation, execution of different development work, protection of forest, Wildlife Conservation and tree plantation. Public, school children are associated in celebration of Vanamohotsav, World Environment Day etc. All information are provided to public as and when required through voluntary disclosure and through R.T.I Act,2005.

12. Grievance Redress Mechanism:

Redressal of Public Grievance is given top priority in the Division Office. All grievance applications are received and disposed off in every Saturday by the Divisional Forest Officer. Apart from that one hour is fixed to attend the public grievance every day at Division office. The Range Officers are instructed to give top priority towards public grievances and all efforts are made to solve the problem.
