Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (I)

The Board has got different wings to carry out their respective major objectives necessary for construction of houses to cater to the needs of people belonging to various income groups through out the State of Odisha, out of which Housing Branch is one of the major and important part of the Board.

1. Function of Establishment Section of Odisha State Housing Board :

The Establishment Section is considered to be the vital wing of Odisha State Housing Board . It maintains detailed records on the personal affairs of the personnel engaged by Odisha State Housing Board in chronological manner from their entry point to exhit point including  deputationists.

Major Function of Establishment Section :


1.Recruitment of Staff and Officers.

2.Opening of their Service Books and Personal files .

3.Determining their place of Posting.
4.Sanction of annual increments on periodic manner of each regular / deputations / adhoc/ work- charged employees.5.Issue of different kinds of Office Orders relating to transfer and posting of staff benefits accorded to the staff at par with the Govt. employees notified by the Govt. from time to time and any other office orders as assessed by the authority from time to time.6.Maintenance of Annual Performance Reports/ C.C.Rs in respect of Staff/ Officers from Class-III and above.
7.Holding Board Meeting of O.S.H.B .in every two months.
8.Conducting D.P.D and maintenance of Roster Point .

9.Framing of disciplinary charges and proceedings against the erring Officers/ staff and appointment of Inquiring officer and Marshalling Officer.

10. Correspondence with Govt. on various matters about the staff engaged under different categories.

11. Sending staff to different organizations on deputation.
12. Conducting different meetings taken by Chairman/ Secretary on charter of demands furnished by different Employees Union of O.S.H.B.
13. Deals with the matter relating to all non- regular/ contractual employees of O.S.H.B.
14. Sanction of all kinds of leave i.e. E.L., Commuted leave and Extra ordinary leave.
15. Sanction of House Building Advance, Conveyance Advance, Marriage Advance , Funeral Advance ,Festival Advance etc.
16. Forwarding of loan applications received from various employees to the concerned Banks for availing loan.
17.Preparation of Budget and necessary compliance to the Assembly Questions.
18. Compliance to R.T.I. Act relating to Establishment Matter .
19. Move to govt. for sanction of deputation period in respect of deputationists.
20. Seeking approval with regard to Creation / abolition of different categories of posts in O.S.H.B.
21. Any other staff related matters.

Function of Land -Cum- Administrative Officer and Land Section :

1. The Basic work of Odisha State Housing Board is to construct houses and to provide the same to the people through wide publication . For this purpose , the basis need is to acquire Govt. land in different District headquarters of the State in affordable price. The Govt. of Odisha has also made specific provision for allotment of land in favour of Odisha State Housing Board in giving concession on land premium for the welfare of the people and to provide residential accommodation to them.

2. To Acquire land in different places , the Land - Cum- Administrative Officer of Odisha State Housing Board in the cadre of OAS- I(JB) has been posted by the Govt. The major role of the Land- Cum- Administrative Officer and the Land Section is as follows:

I) The Land -cum- Administrative Officer has been authorized by the Odisha State Housing Board to file requisition for alienation of Govt. land in favour of the Board for implementation of Social Housing Scheme.
ii)Demarcation of the land in different parts of the State suitable for housing project is being conducted by the Land - cum - Administrative Officer and the staff of Land Branch and accordingly after collection of the land schedule ,land map and other land particulars from the concerned Tahasil, requisition is being filed for alienation of the land in favour of the Board if the land belongs to Revenue Department.

iii) Similarly, at Bhubaneswar Municipal Corporation Area and its peripheries, requisition is being filed by the Land - c um - Administrative Officer to Govt. in G.A. Deptt. For sanction of lease of the land in favour of the Board.
iv) The Land- cum- Administrative Officer has also been declared as the Competent Authority under Section - 45 of O.S.H.B.
v) Acquisition of land , taking over physical possession of the land after sanction of lease by Govt., execution of lease deeds with Govt. for transfer of ownership of the land in favour of the Board, Demarcation of the OSHB land etc. is handled by the Land-cum - Administrative officer and Land Branch of O.S.H.B. Under the supervision of Secretary, O.S.H.B.
vi) Moreover, to utilize the extra land available within different housing scheme areas for further utilization by the Board,detailed survey is being conducted and extra vacant land available within the scheme areas is being identified by the Land - cum- Administrative Officer and Land Branch which will fetch good revenue for the Board.
vi) Besides, the Land - cum- Administrative Officer contacts different authorities like , Revenue Department , G.A.Deptt., R.D.C.s and other Revenue Authorities in connection with allotment of land, sorting out problems in regard to fixation of land premium , handling over of possession of the land etc.

  All the above works are taken up by the Land - cum - Administrative Officer as per the suggestion and placement of the file by the Land Section through the Section Office and in some cases basing on the field reports of the R.I. and Amin of Land Section. Since the Land - cum - Administrative Officer is not the sole authority to take decisions in various matters like filing requisition, execution of lease deed, eviction of houses, payment of land premium etc. he/ she takes the prior approval of the Secretary and also of Chairman, OSHB wherever necessary for execution of the work.
