1. Aims & Objectives of the Organization:

Khurda Irrigation Division created during 1955 looks after the operation and maintenance of different Medium Irrigation Projects along with the canal systems, different flood embankments such as Capital Embankments,  Other Agricutural Embankments, Test Relief embankments and Saline embankments within its jurisdiction in  five Revenue districts namely Nayagarh (full), Khurda (full), Puri (Part), Ganjam (part) and Cuttack (part). The details are as follows:-

   This division while monitoring flood embankments gives priorities for taking up flood control works and providing irrigation in Kharif and Rabi from Medium Irrigation Projects.

2. Mission/ Vision:

This organization also aims at developing existing projects under its control to bring maximum possible cultivable area under irrigation. Presently one no. of expansion project namely "Extension of Sumandal Main canal" is under execution and another project namely "Construction of Manikpur Distributary" is in the pipe line. Three new projects are under execution stage through NABARD Assistance under RIDF trenches. The targeted ayacut to be achieved after completion of these projects are detailed below:

3. History & Background of Its Establishment:

This division started functioning from September 1955. It was functioning under Southern Irrigation Circle, Berhampur upto 1989. Then this division came under the control of the Central Irrigation Circle, Bhubaneswar in 1990.

4. Duties Performed:

The duties of Khurda Irrigation division is to observe the flood discharge at different points of river Salia, Sapua, Rajua, Daya, Hada & Malaguni in Khurda District/ Daya, Makara, Rajua & Malaguni in Puri District/ Mahanadi in Cuttack District/ Mahanadi, Lunijhara, Duanto, Kusumi in Nayagarh district. Steps are being taken for raising and strengthening of river embankments and maintenance of river embankments within its jurisdiction. The protection of Saline gherries is also an important work of this division. It also maintains four nos. of Medium Irrigation Projects namely (i)Salia, (ii)Budhabudhiani, (iii)Kuanria and iv)Dahuka with all its dams, dykes and spillways and canals.

Further three nos. of new irrigation projects are under construction under NABARD Assistance; i.e. (i) Rajua Diversion Weir Project, (ii) Kathilagotha Creek Irrigation Project, (iii) Weikhia Creek Irrigation Project under RIDF-XIV, VIII, and X respectively. These new projects involve with acquisition of land for projects and embankments, preparation and sanction of estimates, floating and acceptance of tender for execution of works within the powers prescribed in the OPWD code. Also there are forty six nos. of Panipanchayats in different Medium Irrigation Projects under Khurda Irrigation Division, out of which election has been completed for 45NO of Pani Panchayats.

5. Details of Services Rendered:

To protect the lives and properties of the inhabitants of Lower Mahanadi Basin area under Mahanadi Delta Stage -II from high flood, maintenance of embankments is carried out in the districts of Cuttack, Puri, Khurda & Nayagarh. Maintenance of canals alongwith its net work system of four existing Medium Irrigation Projects is carried out for smooth and assured Irrigation facilities to some part of the District of Khurda, Nayagarh, and Ganjam.

6. Arrangements for Citizens Interaction/ Public Participation:

Inter-action with the people is generally made during high flood passing in the rivers for watching and protection to the embankments at vulnerable points. Demand & suggestions for flood protection works are duly considered. Active participation for distribution and management of canal water for irrigation is done through Panipanchayats.

In the above administrative setup the business of the division is allocated in the following manner.

The Executive Engineer exercises his power as per relevant code and exercises inspection over 4 no. of Sub-Divisions (as per organization chart) in connection with works and establishment. The execution of works is mainly executed by the Asst.Engineers and Junior Engineers in charge of the work.
