Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

1) Aims and Objectives of the Organization:

      Mayurbhanj Irrigation Division looks after the operation and maintenance works of three medium Irrigation projects i.e.  Baldiha, Kalo & Sunei Irrigation Project. Apart from this flood control woks, repair & maintenance works of river embankments (TRE) in lower basin of rivers Subarnerekha, Budhabalanga and their tributaries in the revenue district of Mayurbhanj are also looked upon.

2) Mission/ Vision:

In order to provide irrigation to 16441 hectors of canal areas in the revenue district of Mayurbhanj through canal systems of Baldiha, Kalo & Sunei Irrigation Projects and 2142 hectors of canal areas in the revenue district of Balasore through the canals of Sunei irrigation Projects, the canals are maintained out of earmarked upon plan grants. Further a length of 83.25 kilometer of river embankment (TRE) of different rivers in the revenue district of Mayurbhanj are also maintained out of earmarked non plan grant. In addition F.D.R. grants are also provided for maintenance of liver embankments in the event of flood. The brief description of these projects is enumerated herein below.

i) Balidiha irrigation Project:

Baldiha irrigation Project is a Diversion Weir project across river Palpala and constructed during the year 1912 by the then Mayurbhanj Maharaja, Shree Shree Ramchandra Bhanjdeo huving irrigation potential of 3832 ha. in Khariff in Samakhunta Block in Mayurbhanj District. The Project is located at a latitude of 86-36'-E and longitude of 21-57'N. The catchment area of weir is 205 sqm. and length of the weir is 173.0m.with 6.96m. height. Since it is a very old project the pond area had been silted to the maximum extent and diversion weir was also damaged to some extent as a result of which the irrigation supply was affected. For smooth irrigation management, 6nos. of Panipanchyats have been formed. Bank protection work to the left bank of river Palpala and protection measure D/S apron of Baldiha diversion weir near village Baldiha has been approved in 119th TAC for Rs. 335.92 lakhs.

    

ii) Kalo irrigation Project:

     Kalo irrigation Project is constructed across river Kalo and Kushabhadra near village Khanua under Kaptipada Block in Mayurbhanj District. The catchment area at the dam is 153 sqm. The dam consists of an earth dam of length 2450m. The dam site is located at a longitude of 86-27'-30"E and latitude 21-31'-15"N. The live storage capacity of the darn is 2424 ha.m.. The Project was taken up during the year 1974 to provide irrigation of 49904 ha. in Khariff and 2400 ha. in Rabi. During supply of irrigation the distribution system was damaged to some extent, as a result the modernization of canal has been taken up under the financial assistance of World Bank WRCP (SIFT) and completed.

iii) Sunei irrigation Project:

     Sunei irrigation Project is constructed across river Sunei near village Salchua under Kaptipada Block in Mayurbhanj district. It is located at a latitude of 21-28'-00"N and longitude of 86-28'-00"E. The project was constructed to provide irrigation to an ayacut of 6805 ha. in Mayurbhanj district and 2120 ha. in Balasore district during khariff and 5200 ha. in Rabi both the revenue districts of Mayurbhanj & Balasore. The catchment at dam site is 227.00 sqm. The total length of the dam is 2134m. and height of the dam is 30.00m. The total length of the distributary, minors & Sub-minors is 203.687km. The improvement of the canal was taken up during the financial year 1997-98 through NABARD funding under RIDF-II and completed.

3) Brief History and Background of the Establishment:

Mayurbhanj Irrigation Division was created in the year 1983 under Baripada irrigation Circle for effective maintenance of these three completed Medium Irrigation Projects as well as river embankments (TRE) in the lower basin of rivers Subarnarekha, Budhabalanga and minor tributaries in the revenue district of Mayurbhanj.

5) Allocation of Business:

       In the aforementioned administrative set up of the Chief Engineer & Basin Manager, the business of the Division is allocated in the following manner.

       At the apex, the Chief Engineer & Basin Manager Subarnarekha & Budhabalanga Basin, being the controlling Officer is responsible to the Governor in the Department of Water Resources as well as Engineer-in-Chief Water Resources for the efficient administration and exercises his administrative, financial and professional control over public works taken up in these six completed Medium Irrigation Projects. He will exercise full technical and supervisory control over all the subordinates officers. He will prepare annually the portion of the budget estimates relating to the establishment and works under his control. Similarly, Chief Engineer, Flood Control & Basin Manager, Lower Mohanadi Basin exercises identical powers relating to the works in the river embankments (TRE). Bellow the rank of Chief Engineer & Basin Manager, the Superintending Engineer, Baripada Irrigation Circle, Baripada is responsible to the Chief Engineer & Basin Manager for the administrative general and professional control of all the public works entrusted to the Officers within his circle.

   The Executive Engineer being the executive had is responsible to the Superintending Engineer for the preparation of realistic estimates, effective execution and management of all the works and establishment. In order to enable the Executive Engineer to discharge his duties diligently, Asst. Engineers & Junior Engineers assist him as field functionaries.

i) River Embankment:

A total length of 83.25 km. of river embankment of different river, like Subarnarekha, Jambhira, Budhabalanga, Gangahar, Sono and Baitarani are maintained by the Division under M/R grant.  

ii) Activities on Panipanchayat:

Activities and Progress on Panipanchayat of the Medium Irrigation Projects under this Division are given in ANNEXURE- II. The Project committee has been formed in Balidiha, Kalo & Sunei Irrigation Project. Fresh election will be conducted as most of the PPs have completed their tenure.

iii) Flood damaged repair works:

Flood damage report has been submitted occurred during September 2019. The work will be taken after receipts of funds.

iv) O.H. AWMIP (A.D.B. Assistance):

There is no A.D.B. Assistance work taken under this Division.

v) N.R.E.G.A:

Total 116 nos of works has been approved under MGNREGA for Rs. 423.00 lakhs during the year 2019-20. 61 nos of works have been taken up with an expenditure of Rs. 113.82 lakhs.  

6) Duties to be Prepared to Achieve the Mission:

      The duties assigned to achieve the mission includes preparation/ Sanction of realistic estimates, floating of tenders, drawal of Agreements for effective execution of repair and maintenance works of three medium irrigation projects, and the river embankments (TRE). In addition formation of new Panipanchayats and to conduct Participatory Walk Through (PWT) for the maintenance of some of these projects where canal systems are handed over to Panipanchayats to take up the works out of grants-in-aid. In addition the flood management, creation of irrigation potentials and collection of water rate from the industrial units are also part and parcel of the assigned duties.

7) Details Of Services Rendered:

Repair and maintenance of the canal systems of all these three medium irrn. Projects so as to make them irrigation worthy and efficient flood management and repair maintenance of river embankments (TREs) so as to protect the lives & properties of the inhabitants of the adjacent villages are some of the illustrative services rendered by this Division.

8) Citizen's Interaction:

Interaction with the people is generally made for making the canal system irrigation worthly. During supply of Irrigation for rabi crops, Programmes are chalked with the help of the cultivators for supply of irrigation on rotation basis. The elected members of Panipanchayats give suggestion for execution of works through participatory walk through (PWT) depending on the quantum of grant in aid. In case of execution of MGNREGA works, Social vigilance is preferred as a partial fulfillment of Rural Development guide lines. Moreover public demands and suggestions for development works are duly considered with proper weightage.
