The Odisha Film Development Corporation Ltd. was established in 1976 as a nodal agency for implementing the State Government’s policies and schemes to promote the growth of the film industry in Odisha. It has played a significant role in the growth and development of the Odia film industry over the years. The corporation is functioning since April 1976 and has been implementing different schemes under the plan programme for promotion and development of Odia film industry in the state. The objectives of the Corporation, interalia were as follows-
PRESENT FUNCTION AND OBJECTIVES OF THE CORPORATION
Now the Odisha Film Development Corporation, the nodal agency of the State Govt. is playing a significant role in the growth and development of the Odia film industry in the state under Odisha State Film Policy, 2019 and with its own objectives, as follows-

Scope :
The Policy would provide incentives to the filmmakers and reimbursement of SGST in conjunction with any other applicable existing policies of the State and Government of India. Incentive may be availed either from this policy or from any other policy of the State, but not both.
1.1 OBJECTIVES OF ODISHA STATE FILM POLILCY, 2019
The film producers and entrepreneurs may go through the Odisha State Film Policy, 2019 now available in the website or obtain from the office of the corporation and follow the procedures to avail different facilities under the said policy. The aims and objectives of the policy are as follows.

2. SETTING UP OF AN ODIA FILM ARCHIVE
Setting up of an Odia Film Archive is an initiative that aims to preserve and celebrate the rich cultural heritage of our Odia cinema by preserving Odia films. This archival facility will not only give a repository for classic and contemporary films but also serve as a platform for cinephiles, researchers, filmmakers and the public to explore, study and appreciate the value of the film industry. By safeguarding this cinematic masterpieces including posters, music, stills and all other film related materials, we ensure that the posterity could connect them for cultural legacy and learnt from the artistic venture of our predecessors.
The corporation has set up a Film Archive in the corporate office at Chalachitra Bhawan, Buxi Bazar, Cuttack. Steps have been taken to acquire vintage Odia films from a broad range of film personalities. More than 200+ VCD, DVD, VHS, U-Matic, BetaCam Cassettes have been procured for preserving such films in the archive for preserving the cinematic heritage of Odia films. A bunch of modern technological archive equipments have been installed in the film archive to preserve films in LTO Tapes which can be preserved for a long period of time.
Early Odia film sketch posters in black and white have been acquired and displayed for the visitors. In addition, a variety of colorful posters have been put on display in its corporate building to highlight the legacy of Odia cinema. Photographs of legends of Odia Film Industry including the photographs of Jayadev Awardees (Odisha State’s Highest Recognition in the field of Cinema) and other legends. A graphical representation of the production of Odia films have been prepared by the corporation showcasing the cinematic journey of Odia films from 1936 to 2022. Two analogue projectors Cinecita and Westrex brought from overseas are restored and on public display in the office to highlight the transition from the earlier to the later eras of film technology. Besides that, digitization of 2000+ old photographs of film festivals organized in Odisha along with movie show card, theatrical posters, song books, film related materials, vintage and rare photographs of Kalinga Studio establishment are going to be preserved in the film archive.
Furthermore, Odia film magazines, Odia film related books, film stills, working still, current cinema posters along with the synopsis of the films, cast and credit details and the songs of each film have been collected and preserved under the film archive to safeguard the same for the posterity.
The air-conditioned preview theatre/auditorium was recently renovated with state-of- the-art equipments to render its patron’s first-rate services of such film trade exhibitions, seminars, and screening facilities. The auditorium is under CCTV surveillance and adheres to fire safety regulations. The auditorium is is equipped with the following features.
The corporation has its own modern Preview Theatre for screening of films by interested film producers and for censor purposes with a rental charges of Rs.11,800/- (Rupees eleven thousand eight hundred) only which is inclusive of GST @ 18%.
The corporation has taken all out efforts for realization of the corporation dues by way of personal contact, issue of notices, filing of certificate cases under OPDR Act. In deserving cases, the certificate cases have been transferred to the concerned Districts U/S 12 for execution and attachment of mortgaged properties. Also the corporation undertakes joint drive with the Certificate Courts. Through this process a substantial amount is being realized through courts.
The corporation has implemented the OTS policy which is designed and prepared looking into the OTS Policy of OSFC and OSIC etc., after approval by the Govt. wherein the principal component under the policy to safeguard the principal (a portion of share capital) along with 30% of interest component. The gist of the policy is to squeeze the interest calculation i.e. effective date and allowed 70% of the interest.
On the recommendation of the corporation to encourage and to help in growth of the film industry, the State Government has made provisions for compulsory screening of Odia film in each cinema theatre for a minimum period of eight weeks in a calendar year. The concerned Collectors and District Magistrates are empowered to enforce its implementation under the Cinematographic Regulations Act. The Home Department in their order No.37614/Poll dt:02.08.1985 have already notified the amendment.
The Odisha Film Development Corporation Ltd. had been organizing film festivals since 1978, including children's film festivals, regional film festivals, and international film festivals, in an effort to provide a platform for filmmakers to showcase their work and gain recognition and find opportunities for collaboration and facilitate cultural exchange by contributing to the overall promotion and development of films. As a result, it promotes rich cultural interaction, the development of innovative cinematic ideas and concept, and the strengthening of ties between states. These festivals had been organized in the past for which NFDC had played a vital role.
The Corporation in collaboration with the Odia Language, Literature and Culture Department, Government of Odisha had undertaken the film and television award ceremony pertaining to the calendar year 2019 i.e. “31st State Odia Film & 8th State Tele Award function for the year 2019” on 13th and 14th February, 2023.
The Corporation is going to organize the 32nd, 33rd and 34th State Film Award ceremony in the similar manner very soon.
The film festivals serves as catalyst for the promotion and development of films, fostering creativity, collaboration and cultural exchange.
The Odisha Film Development Corporation as a nodal institution of the state for the growth and development of the film industry has been organizing film festivals since 1978, including children's film festivals, regional film festivals, and international film festivals, in an effort to provide a platform for filmmakers to showcase their work but also gain recognition and find opportunities for collaboration and facilitate cultural exchange by contributing to the overall promotion and development of films. Similarly, the corporation had also participated in different film festivals like International Film Festivals and National Film Festivals etc. on behalf of the state recommending delegates from the Odia film industry.

The Kalinga Studios Ltd. has played an instrumental role in the growth of the film industry in Odisha. It has provided a platform for filmmakers to bring their creative visions to life while ensuring high production values and post-production quality. The studio's past achievements and present offerings make it an important center for film production and post-production in Bhubaneswar, Odisha.
The renovation of Kalinga Studio is under progress to make the studio to a world class level in evolving and expanding its offerings. It has been decided to develop an ULTRA-MODERN, STATE OF THE ART, FUTURISTIC FILM STUDIO COMPLEX IN ODISHA, in the existing Kalinga Studio complex. The studio will now provide comprehensive production and post-production services, catering to the requirements of filmmakers in all respects. With its updated infrastructure and facilities, Kalinga Studio will continue to be a sought-after destination for filmmakers in Odisha and beyond. It commits supporting and nurturing local talents while also attracting filmmakers from other parts of the country. The Studio will have boasts of modern equipment, advanced sound and recording facilities, editing suites, and visual effects capabilities.
The rebuilding works have been taken up in phased manner i.e. Zone-1, Zone-2, Zone-3 and Zone-4. A Master Plan for the proposed project has been developed based on the site survey and the components finalized. The total site would be developed in three different zones.
Zone 1: it includes Main Entrance Area, Administration Block, Indoor Shooting Floors, Postproduction Facilities, and Commercial Space.
Zone 2: it consists outdoor shooting locales, performance stage, theme-based gardens, and public entertainment area.
Zone 3: this zone is mainly for commercial infrastructure. This would incorporate commercial real estate with space for retail and offices with food court, open area for social gatherings / cultural festivals, and a 4-star hotel for lodging and boarding facility
Initially, on priority, Zone 1 and Zone 2 shall be developed and Zone 3 shall be developed in the later stage. Since, the land is situated in the heart of the city, it can be leveraged in best possible way to develop the commercial infrastructure.
