Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

1. Aims and Objectives of the Organization:

The main objective is to provide minimum Urban Civic Amenities to the public of the town which includes mainly improve road connectivity drainage,   PH & Sanitation safety, garbages disposal including over all improvement in the socio-economical condition of urban poors.  Preparation of urban planning and convenience like park preservation of water body, providing community facilities, library.

2. Mission/Vision:

As mark of Local Self Govt. activities are undertaken for over all development of the public through a council comprising elected representative from different wards to act as per provision of Odisha Municipal Act & Rules. 1953.

3. History and Background for Its Establishment:

The Belpahar town has been declared as a NAC by the Govt. in H & UD Deptt vide Notification No.43445 / HUD dt.3.12.1993 & declare as a Municipality by Govt. in Housing & Urban Development Deptt. Vide Notification No.31281 / HUD dt.8.12.2008 The Municipality consist the following Revenue Villages.

(i)  Samada
(ii) Gumadera
(iii) Jamkani
(iv) Jurabaga
(v) Dhauramunda
(vi) Chhualiberna
(vii) Chingriguda

   The area of the Municipality is 41.37 Sq.Km. population of the Municipality is 32,826 out of which 17671 are male and 15155 are female as per 2001 census. The Municipality is presently divided into 16 Nos. of wards.

4. Boundary:

This Municipality is bounded by the following boundaries:

East: Village Kudopali & Brajrajnagar Urban Area.
West: Village Piplimal, Kudaloi and Khairkuni
South: Village Darlipali and Kirarama
North: Reserve Forest & village Liakhai

5. Organization Chart:

The Chairperson who is elected from among the elected councilors act as Head of the Council of Belpahar Municipality.

  
The Executive Officer who is posted by the Govt. in Housing & Urban Development is the Chief Executive and exercises financial and other executive power as provided in O.M. Act. & Rule.

   From among other section the following are important wings of the Municipality.

(a) Work Section: - This section is headed by a Municipal Engineer with 2 Nos. of Junior Engineer who mostly look after all dev. Projects including preparation of estimate & executed of the same.

(b) Account Section: - The account section is headed by Accountant to look after the income & expenditure along with preparation of budget.

(c) Public Health & Section: - Since no Sanitary Inspector has been posted by the District Medical Authority, it is attended by one Jr. Asst.

(d) Tax Section: - One Tax Clerk looks after tax section which deals with collection of revenue of Municipality through different sources supported by 6 (six) nos. of Tax Sarkar.

6.  Sanitation:

All 19 Nos. of wards have been put up to privatization for sanitation cleanliness with an aim to qualitative improve of the service to public. 05 Nos. of Tractor, 02 nos. of Bobcat, 01 No. of Cesspool and one JCB of Belpahar Municipality lift the garbages from the town.

8. Duties to be performed to achieve the Mission:

As per provision of O.M. Act. & Rules. 1953

9. Details of Services Rendered:

Sanitation, street lighting, water supply providing road drain, culvert, maintenance of water resource and garbages disposal.

10. Citizens Interaction:

By organizing awareness meeting on L.S.G. Day and Republic Day and other occasion in the interaction is usually made.

12. Working Hours both for Office and Public:

Office hours : 10 AM to 5 PM (1.30pm to 2 pm lunch & break)
Public for Sanitation : 5 AM to 11 AM & 2 PM to 5 PM.

13. Public Interaction, If Any:

By organizing awareness meeting on L.S.G. Day and Republic Day and other occasion in the interaction is usually made.

14. Grievances Redress Mechanism:

One Dealing Asst. is the in-charge of public grievance. A register has been maintained for compliance of the grievances.
