About the Directorate:

Secondary Education serves as a bridge between elementary and higher education and prepares young person's between the age group of 14-18 yrs for entry into higher education. The Directorate of Secondary Education, Odisha has been set up in the year 1983 to look into the Secondary Education in the State. The Director, Secondary Education, Odisha is the Administrative Authority for Secondary Schools under the School and Mass Education Department, Government of Odisha. The Centrally Sponsored Scheme Samagra Shiksha (SS) lends support in Access, Infrastructure and Quality enhancement.

Office of the Directorate Secondary Education, Odisha is located on the 6th Floor of Heads of a. Establishment and Management of Govt. Secondary Schools:

a. Permission and Recognition of Secondary Schools established and managed by Private Bodies.
b. Service matters of Staff of Secondary Schools of both Govt. and Aided Schools.
c.
Planning, Budget and Finance Management for Secondary Schools
d. Infrastructure maintenance in Govt. Schools and Aided schools.
e. Scholarship to Students
f. Award to Teachers
g. Inspection and Academic Supervision of Schools.

h. Supervision of Co-curricular and Extra-Curricular activities in the Schools,
i)  Facilitating Games and Sports in Schools.
j) Coordination with Board of Secondary Education, Odisha and Samagra Shiksha.
k) Support and Release of Grants to OSEPA, SIOS, OAVS, BSE, Mo School Abhiyan
l) Recruitment of Teachers in Secondary Schools.

There are 30 District Education Officers and 314 Block Education Officers to assist the Director.

Brief History of the Organisation:

The Office of the Director Public Instruction (DPI Odisha) came into existence in the state of Odisha in the year 1936 to steer head the plans, programme relating to progress of education in the advent and early days of its achieving statehood. The Director, Public Instruction, Odisha functioned as the state head in the matters of Education at all stages i.e. Primary .Secondary, Vocational &General colleges till 1985.  In the year 1985, taking into account the astounding growth in the number of Educational Institutions, enrollment and field units and to streamline the administration, Government decided to bifurcate the Office of the DPI in to Directorate of Higher Education, Odisha and Directorate of Secondary Education Odisha.

Administrative Hierarchy:

The Directorate of Secondary Education is located at the state Head Quarters. It is functioning in the Heads of the Department Building, Bhubaneswar. It has 19 Circle Inspector of Schools and Supdt. Sanskrit Studies Puri which is spread over 19 Districts of the State. It functions under the administrative authority of the Department of School and Mass Education, Government of Odisha.

Organizational Set up:

Under the Directorate of Secondary Education, Odisha there are 19 Circle Inspector of Schools Offices are headed by Circle Inspector of Schools. Inspector Schools have been assisted by the Administrative-cum-Accounts Officer, Inspector of Physical Education & District Science Supervisor in the day to day business of administration in the Office of the Circle Inspector of Schools and curricular activities of the Secondary Schools.

Functioning of the Directorate of Secondary Education, Odisha:

Under the administrative authority of the Director, Secondary Education, Odisha who is also declared as the Head of Department, the Secondary Education of the State there exist four post of Dy. Directors Viz. Dy. Director (GS), Dy. Director (NGS), Dy. Director (SC) & Dy. Director(H&S), one Sr. Establishment Officer, one Accounts Officer, one Establishment Officer(NGS), one Assistant Director(Planning), one Assistant Director(Physical Edn.], one Special Inspecting Officer(Urdu Edn.], Eight Sections headed by Section Officers along with Dairy Section .Issue and despatch Section and  Audit Section in order to aid and assist to Director, Secondary Education to carry out the day to day administration as well as the field Offices effectively and efficiently.
