Particulars of Organization, Functions & Duties
[Section-4 (1) (b) (i)]
1. Objective:
(i) To prevent HIV transmission and control its spread.
(ii) To reduce morbidity and mortality associated with HIV infection.
(iii) To reduce the adverse social and Economic impart resulting from HIV infection.
(iv) To Co-ordinate and strengthen STD/HIV/AIDS surveillance.
(v) To provide technical support in HIV/AIDS prevention and control to Govt. and Non-government organization.
(vi) To enhance the community awareness, specifically knowledge, attitude and practice of high risk group
(vii) To prevent heaith education materials for distribution and adoption by agencies working in AIDS control and prevention,
(viii) To channelise and integrate the activities of non-governmental organizations in AIDS control and prevention.
(ix) To promote safety blood and blood products and encourage voluntary blood donation movements.
(x) To provide facilities and to strengthen sexual transmitted diseases services in Govt. and provide medical institutions and practitioner.
(xi) To develop counseling services
(xii) To organize social support for management HIV infected and AIDS patients.
(xiii) To strengthen and modernize blood bank so that every unit of blood is screened for human immunio deficiency virus before transfusion to strengthen sexual transmitted diseased clinics and to coordinate sexual transmitted surveillance.
(xiv) To launch and intensive campaign about the preventive aspects of STD/HIV infections
Other related to the objectives stated above.
2. Mission/Vision Statement of the Public Authority:
(i) Removing misconception about HIV/AIDS and provide brief, accurate and complete information about HIV/AIDS by widespread campaigning through Print media, Electronic media and other public activities
(ii) Promoting of preventives for HIV&AIDS and STD infection.
(iii) Ensuring HIV free blood transfusion also monitoring and providing modern equipments to Blood Banks of the State.
(iv) Strengthening Sexually Transmitted Deceases clinics and Co-coordinating Sexually Transmitted Decease Surveillance
(v) Making Odisha a HIV/AIDS free State and implementing all the programme effectively
3. Brief History of the Public Authority and Context of its Formation:
The Govt. of India have offered to set up a state level society for implementation of National AIDS Control Programme and for smooth flow of funds from NACO to the society. How ever after careful consideration Govt have decided to set up the "Odisha State AIDS Control Society" in the state in the day of 14th July 2004 by Health & Family Welfare Department under the Societies Registration Act 1860 with the foregoing aims and objectives.
4. Duties of the Public Authority:
(i) The authority shall be responsible for proper implementation of the National AIDS Control Programme in the state.
(ii) The authority shall ensure providing better service delivery points regarding care support and treatment to People living with HIV/AIDS.
(iii) The authority shall execute the agenda as decided from time to time by the Executive Committee of OSACS.
(iv) The authority shall be responsible for proper Financial Administration and utilization of the funds for execution of the programmes.
5. Main Activities/ Function of the Public Authority:
(i) To strengthen and modernize blood bank so that every unit of blood is screened for HIV virus before transfusion.
(ii) To strengthen Sexually Transmitted Deceases clinics and Co-coordinating Sexually
Transmitted Decease Surveillance.
(iii) To launch an intensive campaign about preventive aspect of STD/HIV infection.
Other activities relate to objectives of the society.
6. List of Services Being Provided by the Public Authority with a Brief write-up on them:
The following services are being provided by OSACS:
(i) Integrated Counseling & Testing Centre (ICTC):
Odisha State AIDS Control Society (OSACS) is implementing various programmes in the State fc providing better health care facilities on STD/ HIV/ AIDS. The implementation strategy is based on the survey and the statistical data received from the district level i.e. thorough ICTCs. It has established 184 Integrated Counseling & Testing Centers (ICTC) in different general Hospitals/ Health Centers of Odisha. Besides these five ICTCs are running under public partnership mode in different public undertaking hospitals in Odisha. These centers have been established to identify the HIV positive persons so that care, support and treatment can be ensured and early detection would also check the silent spread of the disease to general population. The List of ICTCs are enclosed herewith as Annexure-A:
Through these ICTCs, we provide the following services:
Counseling:
(i) Pre-test counseling;
(ii) Post test Counseling;
(iii) Follow-up Counseling through outreach activity;
(iv) Voulntary and Confidential blood testing for detection of HIV.
(v) Referral to RNTCP (suspected TB cases).
(vi) Referral to ART Centers.
(vii) Counseling of Ante Natal Care (ANC) cases for Institutional delivery and also to ensure Nevirapine Administration to ANC case (during delivery) & the newly born baby.
(viii) Follow up of all the babies born to HIV +ve mother fora period of 18 months.
(xi) Linkage with Targeted Intervention Partner (Where Tl workers going on) Condrri distribution.
(x) Referral of pregnant (HIV+ve) mothers to nearer ART Centers.
(xi) Referral to Sexual Transmitted Infection (STI) clinics (if the clients are suspected to be having STI)
Community Care Centre:
In Odisha, Five Community Care Centers (CCC) at Koraput, Ganjam, Cuttack, Khurda and Balasore are functioning for providing low cost community care to the people living with HIV/AIDS in the state. Here, PLHAs receive treatment for opportunistic infections, nutritional support, counseling services, referral & outreach services, care & support at free of cost. Facilities for both in patients & out patient services are available to PLHAs at these Centres. 10 Nos (10) in-patients are availing care, support & treatment for a period of minimum 5 days and a maximum up to 15 days in the above Centers depending upon their health status.
Drop-in-Centre:
Drop-in Centre concept is designed for providing counseling and psychological, emotional, and social support to PLHAs and for enabling smooth linkages with the health care system. It is also intended to reduce stigma & discrimination and to bring PLHAs together to enable providing support to the PLHAs & their families.
OSACS has established Drop-in Centres through CBOs (Community Based Organizations) of PLHAs. Centres exist at 3 places now in Bhubaneswar, Berhampur and Cuttack. Two more Centres are to be set up at Sambalpur and Aska.
ART Centre & Link ART Centre:
Anti Retroviral Therapy (ART) is being provided free of cost to PLHAs to lead a healthy life which is generally preceded by CD4 cell count testing & counseling. Now there are 4 ART Centres functioning in Odisha at (i) MKCG Medical College, Berhampur (Since September, 2006); SCB Medical College & Hospital, Cuttack (Since August 2008) (iii) VSS Medical College & Hospital, Burla (since January 2009) and (iv) District Headquarter Hospital, Koraput through Public Private Partnership (PPP) mode (since March 2009).
CD4 machine are available at (i) MKCG MCH, Berhampur, (ii) VSS MCH, Burla and (iii) DHH, Koraput. As the CD4 machine is not available at ART Centre SCB MCH, Cuttack the provision has been made to link with Regional Medical Research Centre (RMRC), Bhubaneswar for CD4 cell count estimation
To reduce the burden of ART Centers and traveling cost of PLHAs, 20 health institutions have been identified under District, Sub Division level to open the Link ART Centre in Odisha which are listed below. At these centers the trained Physician & Pediatrician will examine the patients for side effects, adherence and opportunistic infections and give them refill of ARV Medicine for one month.

Inclusive Approach for PLHAs:
A Grievance Cell is functioning for PLHAs on the first of every month at OSACS. Principles of GIPA are cross cutting in all that we do PLHAs are part of the State Council on AIDS, Executive Committee of OSACS, Governing body of OSACS, Donor Coordination Committee, etc. OSACS has appointed the GIPA coordinator who is HIV positive to exclusively take care of needs of PLHAs.
A Toll free helpline No 18003456778 provided for general public including PLHAs.
Pension Scheme for PLHAs:
Odisha is the first state in the country to launch a pension scheme for PLHAs under Madhu Babu Pension Yojana (DP-AIDS). There is no need of physical verification of the PLHAs for inclusion in the scheme. Payment made in form of an account payee cheque sent by post to the PLHAs (based on address mentioned at the ICTCs). Irrespective of income and other criteria, payment of Rs. 200 per month for life for all PLHAs under the scheme. Priority coverage of HIV widows under Widow Pension 10158 PLHAs are included in the scheme (WP-AIDS).
Reimbursing Travel Costs:
Travel to and fro ART centers for treatment and CD4 testing will be reimbursed at the ART centres. This has been possible through funds placed by Health & FW Department with Indian Red Cross Society.
Nutritional Support:
Under an agreement signed with UNWFP, each PLHA on ART are being given Nutriplus nutritional supplement at ART Centers. Second lot of Nutriplus has already been supplied at MKCG Medical College & Hospital and SCB Medical College & Hospital, Cuttack. Each adult PLHA would get 100mg per day, each child 50-75mg per day based on body weight.
Opportunistic Infections (OI) Treatment:
Treatment for OIs to PLHAs has been provided at govt. Medical Colleges and District Headquarters Hospitals. If by chance, medicines are not available under govt. poly, PLHIV can be reimburse for medicines bought on prescription of govt. MO up to Rs.2000/- per episode of illness on the recommendation of CDMO/ Superintendent of the Medical College.
Workplace Interventions:
OSACS promotes the adoption of Workplace Policies in Industries which aims to sire that no pre-recruitment screening, post detection redundancies or workplace harassment occurs for PLHAs.

Expectation of the Public Authority from the Public for Enhancing its Efficiencies and its Efficiency:
The public authority seeks co-operation from the general public for getting better results in awareness of the people to control and prevent HIV/AIDS from the society in particular
Arrangements and Methods Made for Seeking Public Participation and Contribution Various:
Various public oriented programmes being actively 'implemented by OSACS such as a -number i.e 1800-3456-778 for tele counseling on HIV/AIDS , observation of public importance day, Blood donation camps, awareness programme through radio and TV displaying banners and hoarding in public places etc. in addition to 5that all the afore said public service delivery points are meant for public participation
Mechanism Available for Monitoring the Service Delivery and Public Grievance Resolution:
A decentralized monitoring system under public administration has been set up in the district level where the CDMO is monitoring and in the state level the project director heading who iis ultimately responsible lo Commissioner-cum- Secretary Health & Family Welfare Department, Odisha for better execution and supervise:' of the programme.
A state level grievance committee has been constituted under the Chairmanship of the Commissioner-cum- Secretary, Health & Family Welfare Department, Odisha for redressed of grievances of the people living with HIV/AIDS . Such type of committee has also been formed in each ART center and a complain box is provided with each ART Centre.
