DIRECTORATE OF LOCAL FUND AUDIT, ODISHA is located at Bhubaneswar, Odisha. This office has the status of ‘Heads of Departments’ under the Finance Department, Govt. of Odisha.

1. Objectives / Purpose of the Organization:
The main objective of this Organization is to conduct Audit of the accounts of the Local Bodies, i.e. Panchayat Raj Institutions, Urban Local Bodies, Universities, Development Authorities and Aided Educational Institutions of the State and to prepare its Annual Report for presentation in the State Assembly.
The very purpose of the Organization is to check the financial transactions of the Local Funds and Grants in Aid sanctioned to the Local Bodies in accordance with the respective Acts, Rules and executive instructions issued by Govt. in respective Departments.
2. Its Mission and the Vision at length :
The Mission of the Organization is to bring Transparency in Financial Managements of the Local Body Institutions and to recover the loss of revenue /funds made by the govt. officials or public representatives. The Vision of the Organization is to improve efficiency and accountability of the Auditee Organization by capacity building, to provide necessary guidance for maintenance of proper accounting systems and to safeguard the public Funds through permissible legal processes.
3. Brief History & Context of its Formation:
The Local Fund Audit Organisation of Odisha, being the only statutory Audit Organisation of the state, has been functioning since 1948. Earlier, it was mandated to audit the accounts of PSs, ULBs, and Development Authorities etc. During the year, 1980, audit of the accounts of the Aided Educational Institutions, i.e. Aided Colleges, High Schools, M.E. Schools came under the control of this organization. Again, in 2003, the Gram Panchayats also came under the audit forum of this organization.
The Directorate status of Local Fund Audit, Odisha was declared w.e.f. dtd.01.10.2012. Prior to this, the Organisation was functioning as a wing of the Finance Department in the Secretariat and one Special Secretary was appointed as the head of the Organisation with designation, ‘Special Secretary cum Examiner of Local Accounts’.
Prior to 2012, the Organization was having 13 Dist. Audit Offices as per 13 undivided revenue Districts with one officer of OFS cadre as the head of office designated by ‘Dist. Audit Officer’. Subsequently, new Audit offices were opened in 2 phases and presently, as many as 25 Dist. Audit Offices and Audit Office, Bhubaneswar (26 offices in total) are working under the DLFA to conduct audit activities relating to all the 30 revenue Districts of Odisha.

Procedure Followed in Decision Making Process

The head of the public authority takes the final decision on the subject as per the powers and duties assigned. Various laid down procedures of Government at different levels are being followed while taking a decision on various matters. All decisions which affect public are disseminated to the public through various means of communication.
The supreme authority of decision-making process lies with the Head of office i.e. Director, LFA and the hierarchy of officers i.e. Addl. Director, Joint Director, Deputy Director, Asst. Director assist the Director for discharging both Administrative & Financial duties as per prevailing Act & Rules framed by Govt. from time to time.
