MANUAL-1

Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)] 

Objective/Purpose of the Public Authority:

The objective of F.A.&.C.A.O in to exercise a proper and effective control over the financial and accounting transactions of the Project to advise the Chief Construction Engineer of the Project on all financial matters. In forms the Govt. in Water resources Deptt. Of any material development in the Project in regards to altering the estimate of expenditure. On all purposes like preparations of schedules of rates, procuring of stores and particularly on expenditure of over 2 lakhs of above as the case may be. 

Mission/Vision: 

The mission of F.A.&.C.A.O as to keep all the accounts of the Project up to date and all the payments of the project free of audit objection. 

Brief History of the Public Authority and Context of its Formation: 

The office has been created during March, 2002. 

Duties of the Public Authority: 

The office is to pass the bills both on Estt. And Works observing all codal procedure and rules. This office also tries to make early payment of the concerned bills so that the project work can proceed smoothly. 

Main Activities/Function of the Public Authority:

 

The F.A. &.C.A.O is to pay after cent percent check of all bills presented by the Divisional Officers authorized by the competent authority. He is to allow Temp.Advances or imprest to the Divisional officers for making petty bills, daily paid labors and the Work charge establishment. The receipts according to the project to be collected by the F.A.&.C.A.O and remitted directly to the Treasury. He has to compile single consolidated accounts for the whole project under suitable heads of account in each month ending and submit the same to A.G, Odisha with intimation to Govt. in Deptt. of Water Resources. He is to keep a constant watch over the stats of initial account and intimate the Chief Construction Engineer for proper action. 

List of Services being Provided by the Public Authority with a Brief Write-up on them :

Until now, the F.A.&.C.A.O functioning to watch the expenditure of AIBP scheme of Govt. of India.

Expectation of the Public Authority from the Public for Enhancing its Effectiveness and Efficiency: 

The public authorities desires the positive co-operation regarding pass and payment of the bill from the public as well as D.D.O's of the project. 

Arrangements and Methods made for Seeking Public Participation/Contribution:

 

Any public or D.D.O's are free to interact with F.A. &.C.A.O during office hours regarding pass and payments of the bills. 

Mechanism Available for Monitoring the Service Delivery and Public Grievance Resolution:

 

Sri Asim Das Addu, Head Asst.is the P.I.O of this office to render information to public under R.T.I Act 2005 and the F.A & C.A.O.,L.S.I.P Balangir is the 1st. Appellate Authority to redress the grievances of the public. There is a Liation Officer in Secha Sadan, Bhubaneswar for L.S.I.P and L.I.I.P. 

Address of the Main Office:

 

At present F.A. office is functioning at Laltikra, P.O:-College Square, District Balangir Odisha PIN-767002. It is situated in the upstairs of the south side office building. 

Morning Hours of Office

 

10 AM to 5 PM with lunch break at 1.30 PM to 2 PM in all working days, except summer 7 AM to 1 PM without any break in all working days during summer i.e. from10th April to 15thJune. 

Closing Hours of Office 

The office remains closed beyond office hours normally during emergency the office remains opened beyond office hours on Sunday and holidays.

Application Form 

Citizen desirous of any information may apply for so in the specific form to the Public information Officer, with application fee Rs.10/-(Rupees ten) in shape of Treasury challan under Head of A/c "0070-other Administrative service-60- other Services-101-receipt from Central Govt. for Administration of Central Act. And Regulations-9916710-Fees and fines-under Right to information Act 2005" or cash. A person whose name appears in the latest list of persons below poverty line is not required to pay any application fee, for which he has to produce BPL card.
