Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

Objective/ Purpose of the Public Authority:

Directorate of Handicraft, Odisha looks after promotion of Handicraft Industries in the State & facilitates growth of the sector to create employment opportunity for the artisans of urban and rural areas.

Vision :

The broad vision aims at to create a vibrant and sustainable handicraft sector in the state with enhanced market share in the domestic and international market, improve the income and living standards of the handicraft artisans of the state at par with other organized sectors, create Employment Opportunities and preserve the cultural heritage and unique identity of Odisha Handicrafts.

Mission

Brief History of the Public Authority and Context of its Formation:

The Directorate of Handicrafts was created in the  year 1992 to  focus  on the  promotion and  development of handicraftshaving been carved out from the Directorate of Industries. It was functioning under the administrative control of Industries Department. Now it is under the adminstrative contorl of Handloom ,Textile & Handicrafts Department and looking after Handicrafts Sector only. O/o Assistant Director (Handicrafts) at the district level and HPOs at block/ cluster level are looking after development of the sector. Various schemes of the State Govt. are implemented by this Directorate through District level ADH offices. The following state level orgnisations are functioning under the administrative control of this Directorate.

1. Odisha State Cooperative Handicraft Corporation Ltd. (O.S.C.H.C, Ltd.)
2. State Institute for Development for Art and Craft (SIDAC).
 

Odisha state Co-operative Handicraft Corporation (Utkalika):

Odisha State Co-operative Handicraft Corporation Ltd. (Utkalika) was established in the year 1959 mainly to provide marketing support to the handicraft artisans. Besides it also undertakes developmental activities such as opening of raw-materials bank, issue of Photo I. Card, Skill training, Product development programmes, GI Registration etc. apart from organizing exhibitions at strategic locations. OSCHC Ltd. has tied-up with reputed e-commerce companies like Snapdeal, Flipcart and Indiamart for online marketing of handicrafts of Odisha.This Apex Co-operative society is functioning as Nodal Marketing Agency for Handicraft sector under the Administrative control of Handlooms, Textiles & Handicrafts Department, Govt. of Odisha and its Head Office is located at Marketing & Sourcing Hub, Rasulgarh , Bhubaneswar-751010.

 State Institute for Development for Art and Craft (SIDAC):

The State Institute for Development of Arts & Crafts (SIDAC) is an autonomous Govt. of Odisha organization registered under Societies registration ACT 1860 bearing no.21959/137 of 2004-05 dated 15.10.2004 with a mandate for all-round development of Handicrafts sector in the State. It started functioning from 16.10.2004 at its registered office in Handicrafts Complex, Gandamunda, Bhubaneswar. The Principal Secretary, Handlooms, Textile & Handicraft Dept. is the Chairperson of the Organisation.

          SIDAC is managing the training courses, Design Cell, Museum and International Marketing Cell. Besides, they are implementing following schemes/ programmes of State Govt. and DC (H), New Delhi.

  2. Revival of Languishing Crafts
  3. Organisation of National level Exhibitions
  4. Participations in National and International level trade fairs/Exhibitions
  5. Craft documentation
  6. Survey and diagnostic study of crafts and craft clusters

  8. Skill upgradation programme
  9. Organisation of design development programme
  10. Enterprise development
  11. Establishing Common Facility Centre
  12. Facilitation for export marketing
  13. GI & IPR registration of crafts
  14. Odisha Craft Museum

Grant-in-Aid is provided to SIDAC for hiring of professionals and strengthening of its management.

 

Duties of the Public Authority:

The duties of the Directorate of Handicrafts are to provide support to State Govt. for formulation of policies/programmes for the development of handicraft sector as well as to implement these policies/programme   in the state through District level offices and other agencies.

Co-ordinate with different agencies for development of handicrafts in the State.

  10. Institutional Linkages for transfer of technology /Design/ Market promotion etc.
  11. Management of Informatics system.
  12. Monitor performance of state level organizations.
  13. Design support for development of market oriented design
  14. Publicity, organisation of workshop/ seminar.
  15. Issue of Photo I. Card.
  16. Welfare of artisans.
  17. Development support infrastructure.
  18. Export promotion.

Fuctions of District level ADH Offices:

  1. Creation of Data base of artisans of the district.
  2. Formulation of project proposals and implementation there of.
  3. Liasioning with different agencies at district level.
  4. Credit flow.
  5. Report progress to the Directorate.
  6. Mobilization of artisans to form Co-op. Societies/ SHGs to ensure community participation.
  7. Development of support infrastructure.
  8. Marketing support.
  9. Welfare of artisans.

Functions of H.P.Os. at Block Level:

  1. Survey of artisans and maintenance of data base.
  2. Formulation & implementation of project proposal.
  3. Functioning of S.H.G/Co-operative Societies.
  4. Identification of craft clusters, diagnostic study along with assessment of required interventions for development of cluster. Preparation of Interventions/action plan.
  5. To facilitate up gradation of skill, design development, quality control, development of infrastructure and establishment of ,marketing linkage
  6. Mobilize the artisans to form Co-operative societies /SHGs/Self help Cooperatives.
  7. Preparation of bankable schemes for artisans /SHGs/ Co-operatives/ Entrepreneurs for availing bank finance, Coordinates with Banks for sanction of loan.
  8. To Supervise and inspect the industrial cooperatives/ SHGs and guide them for their smooth functioning.
  9. To conduct annual cash and stock verification of the Industrial Co-operative.
  10. To act as Govt. nominee in the Board of management of Primary industrial Co-operatives and to function as Managing Director, AIMCS at Block level.
  11. Liquidation of Industrial Co-operatives.
  12. Co-ordination with block/bank/Other B.D.S provides.
  13. Supply of feed-back to ADH Office/ Panchayat Samiti on activities taken up in Handicrafts sector.
  14. Submission of report and return to ADH office
  15. Submission of monthly /quarterly/annual return to ADH Office.

Schemes implemented under Handicrafts Sector

  1. State Plan

Promotion of Handicraft Industries (PHI)

Capacity Building

The Institutional training centres established at state and district level play a vital role for imparting skilltraining in Handicrafts Sectorto new generation craft persons. The scheme envisages continuous Skill Up-gradation trainingin order to ensure regular and sustainable self-employment for the new generations and attract more & more persons to this sector.

The aim of the training programme is to transfer traditional skills of National and State level Handicraft Awardees to new generation trained artisans in the pattern of Guru-Sishya tradition for preservation of traditional craft heritage.

The aim of the training programme is to provide training to new artisans under Master Craft Persons empanelled under Directorate of Handicrafts for Self-employment.

Under this scheme, craft clusters are developed on SHG mode with need-based interventions like skill up-gradation training, supply of improved tools & equipments, design development, marketing support etc. to ensure livelihood of handicraft artisans.

Exposure visit is essential for the artisans to acquire latest information onmarket demand / production /new Design/technology & modernisation etc. 10- 20craft persons in a batch will undertake such exposure visit to reputed craft places /National level Handicraft fairs / Gift Fair and other important craft cluster places existing both inside and outside the State along with the ADH Official/ DH official as guide.

Marketing assistance is provided to Cooperatives/ SHGs/ individual artisans through participation in exhibitions organized inside and outside the state. Assistance is also provided for participation in GIFT Fair, Buyer-Seller Meet, Fairs, Exhibitions organized by other agencies.

Financial assistance is provided to handicraft artisans for construction of Workshedin order to provide safe work place with installation of machineries & storage of raw materials and finished goods in a space of 22 Sq. Metre of RCC roof with unit cost of Rs.120,000/- & Rs.1,30,000/- for non-IAP & IAP Districts respectively to increase the wage earning capacity of the artisans. There is no beneficiary contribution.

Under the scheme financial assistance is provided to handicraft artisans/ entrepreneurs in shape of margin money for availing bank finance to set up own production units with project cost up to Rs.1.00 lakh.

SIDAC in collaboration with respective Deputy Director (Handicrafts) / Assistant Director (Handicrafts) is organizing Design Development Training Programmes in different craft clusters where reputed national level designers are being engaged for development of new design products basing upon the Market survey with intake capacity of 30 skilled artisans. The duration of Market survey period is one month followed by product development for a period of one month.

“Artisan Welfare Fund” is created as Revolving Fund for providing Artisan’s share of insurance premium for enrollment under Life Insurance Scheme, Payment of ex-gratia benefit to the family of the deceased artisan belonging to BPL category. One Life Time Achievement Award (Rs.5.00 lakh), Six State Awards (Rs.1.00 lakh each) and Four KalakrutiAwards(Rs.0.25 lakh each) to artisans for their outstanding contribution in the field of handicrafts.

Presently, 98 Primary Handicraft Co-operative Societies are in working condition.

Handicraft & Handloom Museum is also known as Kalabhoomi-Odisha Crafts Museum established at Pokhariput, Bhubaneswar in order to preserve the heritage of Handloom & Handicrafts of Odisha. It was inaugurated during March, 2018 and established with an aim for collection of craft-specimens, Conservation of traditional crafts, Revival of fading traditions in Handloom & Handicraft, Promote research work on handlooms and handicrafts of Odisha and Publication of research documentswhich attract the tourists from all over the country and abroadand to pay a tribute to the artisans who have helped in carrying forward the art and culture of the state over the years.

SIDAC has been created as an autonomous organization under the Handlooms, Textiles & Handicrafts Department to implement programmes/ projects including cluster development, Research & Development, management of SIDAC,Museum, training centre etc. Grant-in-aid is provided to strengthen it to achieve the assigned goals.

Financial assistance is provided for Restructuring of OSCHC Ltd..The main aim is to strengthen the Corporation and its branches to provide marketing support, establishment of Raw Material Banks, promote various Handicraft Industries, procurement of Handicraft products and to take up marketing both inside and outside the State.

The scheme proposes to implement e-Governance in handicraft sector. Web-based applications are developed and hardware installations with man power are deployed for providing various online services to the handicraft artisans. Similarly, real time monitoring & supervision of implementation of schemes and directbank transfer of benefits under various schemes will be made using web-basedapplications.

The scheme is proposed to create infrastructure developmental projects for construction ofCommon Facility Centre (CFC), Raw Material Bank (RMB) etc. for impacting training,marketing assistance etc.

The main aim of the scheme is to create awareness and disseminate information regarding the benefits available under various schemes / programmes of the Handlooms, Textiles and Handicrafts Department and to guide the citizens on how to access them. Besides, the scheme envisages dissemination of information through Social and Telephonic Media as well as Print & Electronic Media. The objective is to empower handicraft artisans of the State to make decisions and play an active role in achieving and sustaining the desired level of growth in handicrafts sector.

The three urban haatsi.e., EkamraHaatat Bhubaneswar, NeelachalHaat at Puri and Urban Haat at Konark are now functional. The three haats are taken over by HT&H Department since September, 2020. The main objective of the above haatsis to provide a marketing platform to handicraft artisans of the state and to sale & exhibit their products.

Training Institutes have been established at state and district level to impart skill up-gradation training in Handicraft Sector to new generation craft persons in order to ensure regular and sustainable self-employment and attract more & more persons to this sector.

Craft clusters are developed on SHG mode with need-based interventions like skill up-gradation training, supply of improved tools &equipments, design development, marketing support etc. to ensure livelihood of handicraft artisans.

Design Development Training Programme

Design Development Training Programmes are organised at district level craft clusters where reputed national level designers are being engaged for development of new design products basing upon the Market survey.

Capacity Building (Others) - Exposure Visit Programme for artisans

Exposure visit is essential for the artisans to acquire latest information on market demand / production / new Design / technology & modernisation etc. 10-20 craft persons in a batch will undertake exposure visit to reputed craft places / National level Handicraft fairs / Gift Fair and other important craft cluster places existing both inside and outside the State along with the ADH Official / DH official as guide. The duration of exposure visit shall be ordinarily 10days for outside the State or Country and 7 days for inside the State includingjourney period.

Silpi Unnati Yojana

Financial assistance is provided to handicraft artisans for setting up their own production unit by providing loan from the bank. Artisans can avail loan up to a maximum of Rs.1,00,000/- and 20% of the Project cost as Government assistance in shape of Margin Money (Subsidy).

Construction of Workshed for Handicraft Artisans

Financial assistance is provided to handicraft artisans for construction of work-shed in order to provide safe work place with installation of machineries & storage of raw materials and finished goods in a space of 22 Sq. Metre of RCC roof with unit cost of Rs.1,20,000/- & Rs.1,30,000/- for non-IAP & IAP Districts respectively to increase the wage earning capacity of the artisans.

Participation in Exhibition (Marketing Assistance & Publicity)

Marketing assistance is provided to Cooperatives/ SHGs/ individual artisans through participation in exhibitions organized inside and outside the state by providing free stalls to the participants.

MCM Training Programme:

It is proposed to impart training to artisan in different crafts by engaging reputed master craft persons.

Guru Sishya Parampara:

This is a newly introduced training programme. Training is provided to handicraft artisans by national awardee/ state awardee to create new generation of skilled artisans for preservation of craft heritage of the state.

Revival of Languishing Craft:

The programme aims at documentation, preservation and revival of old, rare and languishing crafts through different interventions like up-gradation of skill, design development, marketing support etc. It has been proposed to revive six crafts such as horn craft of Cuttack and Paralakhemundi, paddy craft of Bolangir, lacquer craft of Nabrangpur, Balasore and Padmapur, art leather of Barang, ganjappa cards of Parlakhemundi and Sonepur.

Craft Documentation:

It is proposed for documentation of 10 crafts for preservation in the library for future generation. The documentation includes genesis and evolution of crafts.

Photo Identity Card to Handicraft Artisans:

Handicraft artisans will be provided with photo identity card which will help them in attending different marketing events.

Artisan Welfare Fund:

Artisan welfare fund has been created to help the artisans in distress towards medical treatment for serious disease like cancer, heart disease, kidney failure etc. Besides, insurance premium of Rs.50 per artisan shall be compensated by the Govt.

Marketing Assistance:

In order to provide marketing support to the handicraft artisans, craft specific exhibitions and state level exhibition in different prominent places of the state, National level exhibitions are being organized. Besides, participation of artisan in different exhibitions is also facilitated.

Development of Handicraft Complex, Gandamunda as Centre of Excellence:

Steps are taken to develop Handicrafts Complex at Gandamunda as Centre of Excellence to undertake following activities with necessary infrastructure.

  1. Skill training
  2. Design cell with workshop & CAD centre
  3. Handicraft Museum
  4. Packaging unit.
  5. Sales centre.
  6. International Marketing Cell

Cluster Development Programme :

Under this scheme, craft clusters are developed in SHG mode with need-based interventions like capacity building, skill up-gradation training, supply of modern tools & equipments, design development, margin money support for bank linkage, marketing support etc. So far 113 clusters have been developed in different crafts covering 7105 no. of artisans in 472 SHGs both in KBK and Non-KBK districts.

Design Development under Handicraft Sector

A tie-up arrangement has been made with NID, Ahmedabad for strategic design interventions in different crafts. A design cell is going to be established at Bhubaneswar with support of NID. Designers have been appointed, their training and finalization of course module is under progress. Besides, there are provisions for product development programme through reputed designers in different craft clusters.

Export Promotion:

Following steps are taken for export promotion;

  1. Participation in Gift fair/ handicraft sourcing show/ international fair.
  2. Tie-up with Rajasthan Handicraft Export Association.
  3. Implementation of Market Access Initiative scheme of Ministry of Commerce, Govt. of India.
  4. Acquiring space in IEML, Noida.
  5. Packaging training through Indian Institute of Packaging, Kolkata.
  6. Establishment of International Marketing Cell.

Development of Handicraft Enterprise:

A new scheme has been introduced to promote entrepreneurs in handicraft sector. In addition to entrepreneurship training, margin money @ 15% of the project cost with a ceiling of Rs.7500 is provided to facilitate credit support from bank.

Rehabilitation of Handicraft Artisans:

 

Under this scheme, margin money assistance @ 25% of the project cost with a ceiling of Rs.5000 is provided to individual artisans for availing bank finance to set-up a production unit.

 

Strengthening of Handicraft Co-op. Societies:

A new scheme has been introduced for strengthening of viable handicraft co-op. societies so that they can cater the need of artisans like common work-shed, go-down, common facility centre, sales outlets etc.        

Restructuring of OSCHC Ltd. & Revival of Utkalika:

 

The restructuring of OSCHC Ltd. has been undertaken with financial assistance of State Govt. along-with renovation of Utkalika branches to provide marketing support to handicraft artisans.

Award to Artisans:

Following awards are given to the artisans by the state Govt.
State award & Merit certificate to outstanding craft persons.
State Design Competition Award.

 

 

Coir Cluster Development Programme:

Under Coir Cluster Development Programme need based interventions like capacity building training, infrastructure development, supply of modern tools, credit support, marketing support etc. are made to provide sustained livelihood support to the artisans in SHGs.

Exhibition & Publicity:

Sale of coir products is facilitated through exhibitions organized at district & state level.

Infrastructure Assistance for SHGs & C.S:

For sustenance of coir clusters and Cooperative Societies, financial assistance is provided to create/ strengthening support infrastructure.

Marketing Development Assistance:

This is a centrally sponsored scheme. Assistance is provided to OCCC Ltd. and primary co-op. society to promote sale of coir products by allowing rebate, publicity etc.

Salt Sector:

Salt is manufactured in the coastal districts of Ganjam, Puri and Balasore both in cooperative fold and private sector in the land measuring 4462.717 acres leased by Salt Department, Govt. of India and State Govt. There are 4 Cooperative Societies and 39 Private lessees are engaged in salt production in the state.

Due to un-favourable topography and less numbers of hard summer days and age old methods of salt production still prevailing in the state, the average production of salt per acre is about 16 M.T. per acre, where as the average production of salt of major salt producing States like Tamilnadu, Rajasthan and Gujurat is about 70 M.T. per acre. In order to enhance the salt production in both qualitative and quantitative, the following initiatives are taken by State Govt.

Development of Infrastructure:

Joint Programme of Works (Salt):

This is a centrally sponsored scheme which aims at development of infrastructure like approach road/ rest shed/ plat form/ go-down/ school building/ dispensary etc. for increasing salt production as well as welfare of salt workers.

Namak Mazdoor Awas Yojana:

Under this centrally sponsored programme dwelling units have been provided to the salt workers @ Rs.50, 000 per unit during the 10th five year plan.

Strengthening of Salt Co-op. Societies:

Improvement of Salt Industry:

Financial support is provided port is provided0 per unit. dwelling units has been provided ture for increasing salt production as well as welfare for development of infrastructure in salt co-operative society such as construction of pump house, office building, providing tractor with trolley, trolley rickshaw etc. as well as interest subsidy on loans from banks.
