Particulars of Organization, Functions & Duties
[Section-4 (1) (b) (I)]
In order to provide the benefits of space technology applications to citizens of Odisha state, the state Government with the advice of Department of Space, Govt. of India established the ORISSA REMOTE SENSING APPLICATIONS CENTRE (ORSAC) in the year 1984 under the Department of Science & Technology at Bhubaneswar. This centre has been registered under the Society Registration Act (No XXI of 1860) vide registration no 441-1 of 1984-85.This centre was renamed as ORISSA SPACE APPLICATIONS CENTRE (ORSAC) in the year 2009 (vide registration no 22978/188 of2008-09) and again as ODISHA SPACE APPLICATIONS CENTRE (ORSAC) in the year 2012.
This centre is acting as the apex body of the state for space technology applications and comprises of a pool of multidisciplinary applications scientists and technologists to undertake Remote Sensing, GIS, GPS/DGPS and communication technology applications.
ORSAC has been appointed by the state Government vide resolution No 3765/S&T dated 30th July2009 of the Science & Technology Department, Govt. of Odisha as sole Nodal Agency for providing remote sensing and GIS application solutions to all the offices including public sector undertakings, Govt. departments, Govt. societies and private users as per their requirements.
As per clause-18 of Rules & Regulations of the memorandum of the Association, this centre is governed by a Governing Body with the Chief Secretary and Chief Development Commissioner, Govt of Odisha as the Chairman and the Chief Executive, ORSAC as the Member Secretary. The other members include

ORSAC undertakes projects relating to remote sensing, GIS and DGPS/ETS based surveys both inside and outside the state.

Governing Body of ORSAC |
The general superintendence, direction and control of the affairs of the centre is vested in the Governing Body of the centre. All the duties, powers, functions and rights whatsoever or consequential and incidental to the carrying out of the objectives of the centre shall be exercised by the Governing Body. The Governing Body is bound to carry out any direction that the State Govt. in the Dept. of Science & Technology gives from time to time. |

Need Assessment / Technical Committee
|
Will examine the requirement placed by any section and assess its need with justification and also recommend the subject matter specialist, if any, to be co-opted as a member of the committee. Participation of the co-opted member, if any, it will decide the technical specification, modality of procurement and terms and conditions of such procurement and submit its recommendation. Geographic Information System (GIS) ready thematic maps generated in 1:50 000 scales from Satellite Images (IRS 1B/1C, LISS -III Camera for the years 1995-2001) with limited field check and administrative layers prepared from Census map and Survey of India Topo Maps in 1:50 000 scale generated under Integrated Mission for Sustainable Development (IMSD) / National (Natural) Information System (NRIS) projects sponsored by Department of Space (DOS), Govt. of India. The digital maps are available to users in JPG/TIFF formats on payment of user fees as decided by Governing Body of ORSAC per Survey of India Topo Map wise. |
