Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (I)] 

1. Objectives/Purpose of the Organization

State Council for Technical Education & Vocational Training is  the examining and certifying body of  Diploma & ITI colleges in the State. SCTE&VT conducts examination in a free and fare manner & issue Certificates/Marksheets to passed out students.The council Conducts the following exams for ITI,Diploma & PDIS Courses across the State.

2. Mission / Vision

The Mission of SCTE &VT is to promote quality & innovation in technical education & vocational training and upgrade the technical institute into  Centre of Excellence of world standard through industry driven course curriculum.To achieve international standard in training & assessment, the regulatory body has undergone a comprehensive makeover in its processes and functions.

3. History & Background Of Its Establishment

State Council for Technical Education and Vocational Training ,Odisha, BBSR was established in the year 1994.As an autonomous organisataiton vide Industries Department Notification No 26935/1 Ind-II-96/94 Dt 30.11.1994.The Headquarter of this State Council should be at BBSR as per the said resolution, at the time of its formation as an autonomous organization it was under the administrative of Industries Department. Now the administrative department of SCTE&VT is Skill Development and Technical Education  Department, Govt. of Odisha.

Chairman

Chairman is empowered to dispose off all the administrative as well as financial matters pertaining to SCTE&VT,Odisha.

The Chairman shall be appointed by the Government, approves all administrative and financial activities along with policy decisions submitted through Vice-Chairman.  As head of the Office, exercises administrative control over all Official activities of SCTE&VT,Odisha.

Vice-Chairman

The Chairman may delegate administrative powers conferred upon him/her by or under the Rules of Regulations of the SCTE&VT,Odisha.

The Vice-Chairman, shall be appointed by the Government approves all administrative work and financial transactions of SCTE&VT.

Secretary

Secretary which the DDO and head of the office operates the Bank Accounts to effect deposits & withdrawal of funds and executive all contracts on behalf of SCTE&VT,Odisha.

The Secretary shall be appointed by the Government. Exercise and perform such other powers for conducting Examinations and framing of Syllabus for diploma Engineering Courses and duties as prescribed in SCTEVT Bye-Laws.

Controller of the Examinations

Remain in charge of all Examinations and Act as Secretary of the Examination Committee.

The Controller shall be appointed by the Government to exercise and perform examination activity of SCTE&VT,Odisha.

Deputy Secretary

To assist the Secretary in framing the Policy planning of the SCTEVT.

The Deputy Secretary shall be appointed by the Government and to exercise and perform Policy decision activity of SCTE&VT,Odisha.

Deputy Controller (Diploma)

To assist the Controller of Examinations.

 

The Controller shall be appointed by the Government and to exercise and perform examination activity of SCTE&VT,Odisha.

7

Deputy Controller (ITI)

To assist the Controller of Examinations and to ensure smooth conduct of ITI Examinations under CTS/CoE scheme of NCVT New Delhi.

The Deputy Controller shall be appointed by the Government and to exercise and perform CTS/CoE examination activity of NCVT.

Accounts Officer

Be responsible for proper investment of the funds of the Council and for preparation & presentation of annual financial estimates and statement of accounts to the Council. 

The Accounts Officer shall be appointed by the Government and Act as Secretary to the Finance Committee and exercise general supervision of funds of SCTEVT.

Registrar

Enrollment for Diploma/ITI students Registration 

The Registrar shall be appointed by the Government and perform diploma/ITI students registration in SCTEVT(O).

10

Asst. Controller of the Examination.

To assist the Controller of Examinations.

 

The Asst. Controller shall be appointed by the Government to exercise and perform examination activity of SCTE&VT,Odisha.

The head of the public authority takes the final decision on the subject as per the powers and duties assigned. Various laid down procedures of Government and different levels are being followed while taking a decision on various matters.
