Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

1) Aims and Objectives of the Organization:

i) Audit Section:
     Audit Cell is a part of the Collectorate, Sundergarh. This section is functioning under the administrative control of Collector & District Magistrate, Sundergarh. All the official work relating to audit matter are being discharged in this section with due approval of Collector, Sundergarh on the interest of public service.

ii) Emergency Section:

     Emergency Section is a part of the Collectorate, Sundergarh. This section is functioning under the administrative control of Collector & District Magistrate, Sundergarh. All the official work relating to natural calamities, Sanction of ex-gratia payment on loss of life and property due to natural calamities, Sanction of fund out of CMRF are being discharged in this section.

iii) Establishment Section:

     Establishment Section is a part of the Collectorate, Sundergarh. This section is functioning under the administrative control of Collector & District Magistrate, Sundergarh. All the official work relating to dealing with the personal files of all ministerial staff, Revenue cadre Gazetted Staff, Revenue field staff, Finalization of Pensionary benefits of retired Revenue staff, Finalization of departmental proceeding cases, appointment under Rehabilitation Assistance Scheme, Drawal of Salary of both gazetted and non-gazetted staff of Collectorate, Court matter relating to O.A.T./ O.J.C./ W.P.C. relating to Establishment matter, etc.

iv) General and Miscellaneous Section:

     The  General and Miscellaneous Section is an integral part  of the Collectorate, Sundergarh which is  functioning under the administrative control of Collector and District Magistrate, Sundergarh. All the official works relating to miscellaneous nature are being  discharged  in this section with due approval of Collector Sundergarh on the interest of public service.

v) Land Acquisition Section:

     Land Acquisition Section is a part of the Collectorate, Sundergarh. This section is functioning under the administrative control of Collector & District Magistrate, Sundergarh. All the official work relating to acquisition of land for public purpose as per Land acquisition Act are being discharged in this section.

vi) Mining Section:

     Mining Section is a part of the Collectorate, Sundergarh. This section is functioning under the administrative control of Collector & District Magistrate, Sundergarh. The work relating to prospecting Licence application, Mining lease application and Renewal application deals in this section. Pollution related matters are also deals in this section.

vii) Nizarat Section:

     Nizarat Section is an important Section of Collectorate, Sundergarh, which is functioning under the administrative control of Collector & District Magistrate, Sundergarh. All the financial matter are being discharge in this section with due approval of Collector.

viii) Record Room & S.L.R. Section:

     The aim and objective of this section is to preserve important records and registers/ supply of certified copies of records to the public as and when required/ consignment work of files, registers, records from different sections/ offices etc. The office period has been scheduled from 10 A.M. to 5 P.M. for both office and public excluding Sunday and holiday.

2) Mission/ Vision:

i) Audit Section:

     To make co-ordination for Triangular Committee Meeting along with Audit of Collectorate, Tahasils and Sub-Collectors taken by A.G. and Board of Revenue.

ii) Emergency Section:

     Emergency Section is mainly associated with relief operation during natural calamities and sanction of financial assistance to the affected people.

iii) Establishment Section:

This section is mainly associated with establishment matter.

iv) General and Miscellaneous Section:

     To make coordination for meetings, consolidating information for collectors conference, VIP tour Programmee, allotment of govt. accommodation, verification of antecedents if a person seeking jobs,   verification of certificates, receiving of passport applications. Municipal matters, Inspection Programme of officers.

v) Land Acquisition Section:

     This section is mainly associated with acquisition of private land for purpose and rehabilitation of affected displaced persons as per R&R Policy, 2006.

vi) Mining Section:

     To forward Prospecting License (PL) application, Mining Lease (ML) application and Renewal application to the Directorate of Mines, Odisha for taking further action for grant/ reject of the said application at Government level.

vii) Nizarat Section:

Following works are being undertaken in this section.

a) Drawing and disbursement of bills.
b) Accommodation in the Circuit House, Sundergarh for the VVIP/ VIP visiting Sundergarh.
c) Maintenance of Circuit House, Sundergarh.
d) Drawing and disbursement of fee bills of Govt. Advocates.
e) Maintenance of Govt. vehicles.
f) Collection and supply of govt. forms and stationery articles to the Govt. officials.
g) Sealing of village maps to Govt. offices and general public.

3) Brief History and Background for its Establishment:

i) Audit Section:

     Audit Section is a part of Revenue Administration of the State as well as for the District, where audit nature of official work are being discharged from inception.

ii) Emergency Section:

     Emergency Section is a part of Revenue and Disaster Management Department of the State Government of Odisha, where emergent nature of work is being done as per the instruction laid down in Odisha Relief Code and instruction receipt from Government from time to time.

iii) Establishment Section:

     This section is a part of Revenue and Disaster Management Department of the State Government of Odisha, where establishment matters are being dealt with relevant Rules and Regulations provided under O.C.S. Pension Rules-1992, O.C.S. (C.C.A.) Rules, Odisha Ministerial Service Rules, O.R.V. Act, Odisha G.P.F. Rules, Odisha Treasury Code and O.R.M. 1964.

iv) General and Miscellaneous Section:

     This section is a part of Revenue administration of the state as well as for the district where the general and miscellaneous nature of official works are being discharged from inception.

v) Land Acquisition Section:

     This section is a part of Revenue and Disaster Management Department of the State Government of Odisha. In this section as per provision of Land Acquisition Act acquisition of private land for different Project/ Industry is being done and rehabilitation and resettlement of affected displaced persons as per R&R Policy, 2006.

vi) Mining Section:

     This section is a part of Steel & Mines Department of Government of Odisha, where the mining nature of work is being discharged from inception.

vii) Nizarat Section:

     This Section is an important part of Revenue Administration, where all financial nature of work is being discharge from inception.

viii) Record Room & S.L.R. Section:

     District Record Room is one of the Sections of Collectorate, Sundergarh. This section is situated in the Collectorate building.

4) Allocation of Business:

i) Audit Section:

     Emergency Section is mainly associated with Relief operation during natural calamities and sanction of financial assistance to the affected people and deals with sanction of assistance out of Chief Minister's Relief Fund.

iii) Establishment Section:

This section is mainly associated with establishment matter.

iv) General and Miscellaneous Section:

     To make coordination for meetings, consolidating information for collectors conference, VIP Tour Programmee, allotment of Govt. accommodation, Verification of antecedents if a person seeking jobs,   Verification of Certificates, receiving of Passport applications. Municipal matters, Inspection Programme of officers.

v) Land Acquisition Section:

5) Duties to be performed to achieve the mission:

i) Audit Section:

     Preparation of Agenda Note of Triangular Committee Meeting as per the instruction of RDC (ND), Sambalpur. Submission of compliance Report of Inspection Report and Audit Report from time to time received from the Sub-ordinate offices.

ii) Emergency Section:

     Meeting of District Level Committee on Natural Calamities conducted in the month of May and November of every year to take precautionary measures during natural calamities. Functioning of control room in the District Headquarters round the clock in order to receive messages in connection with occurrence of major natural calamities like flood, cyclone, earthquake, heat wave etc. Work relating to sanction of financial assistance to the distress people on occurrence of natural calamity in the district.

iii) Establishment Section:

     Departmental Promotion Committee are being held every year for promotion of the staff to higher posts in accordance with the gradation lists of the employees. Transfer of ministerial/ Field staffs are being conducted for smooth functioning of official machineries.

     Pension Adalat as well as Disciplinary Proceeding Adalat are being held to finalise the pending pension cases as well as pending D.P. cases.

     Parawise Comments are being filed in order to comply the orders of the Hon'ble O.A.T., Hon'ble High Court.

     Distress Certificate are being issued to the family of the deceased Govt. employee for appointment under R.A. Scheme.

     Bill and budget matter relating to the personnel claims of staffs are being dealt with this section.

iv) General and Miscellaneous Section:

     Disposal of all letters of urgent nature within the same day. Endeavour is made for submitting replies of letters to the respective quarter in schedule time.

     The inspection Notes of Collector/ A.D.M are released and Compliance Report are being scrutinized. Besides verification of antecedents are being submitted to the issuing authority. Issues of certificates under Odisha Misc. Certificate Rules, 1984 are put up to Collector, Sundergarh. Maintenance of accommodation both residential and non residential are being initiated from this section. Press registration, Different award, matter relating to freedom fighters, information on assembly session, obitutary news of VIPs etc. are being put up in files to Collector for onward transmission to respective quarters. Countersignature of U.C. under grants released form H&UD Deptt. GIA bills etc. are being dealt in this section. Besides holding of meeting under DUDA are being initiated from this section.

v) Land Acquisition Section:

     After being receipt of Land Acquisition Proposal from different project/ industry through requisitioning officer, Land Acquisition Work is being done step by step as per the provision contained in L.A. Act.

vi) Mining Section:

     Application for grant of prospecting licence, mining lease and renewal application are received in this section. Such applications are made to State Government in Department of Steel & Mines, Odisha through Collector. After receipt of the application, issued acknowledgment receipt in Form-D to the applicant on the same date. Copy of the said application sent to concerned Deputy Director of Mine, concerned Divisional Forest Officer and concerned Tahasildar for enquiry on technical point, forestry point and revenue point respectively. After receipt of the enquiry report from concerned enquiring officer, the original application along with the all enquiry reports forwarded to Director of Miens, Odisha for further action for grant/ reject of the said application on its merit.

     After grant of prospecting license/ mining lease by the Government of Odisha and on issue of execution order thereof, execution of prospecting license/ mining lease deed made by the Collector on behalf of the State Government with the license/ lessee.

     Besides, pollution related works are also dealt in this section.

vii) Nizarat Section:

     Urgent letters are disposed of on the same day. Bills submitted by different section are promptly drawn and disbursed. The dignitaries visiting Sundergarh are being accommodated with proper care in circuit house. Saleable village maps are supplied to the officials and public on receipt of payment.

6) Details of Services rendered:

i) The officer and staff are discharging the above nature of work.
ii) The officer and staff are indulged themselves to discharge the above nature of duties and it is very imperative to make citizen interaction and to satisfy their to bring home to their requirement on both written and verbal in General and Miscellaneous section.
iii) The officer and the staffs of this section sincerely discharged their duties as per Govt. instruction in Nizarat Section.

7) Citizens interaction:

i) Emergency Section:

At the time of meeting of Natural Calamity twice in a year, people representative are consulted.

ii) Nizarat Section:

     Utmost care have been taken at the time interact with the citizen to fulfill their requirement in both written and verbal.

iii) Record Room & S.L.R. Section:

     A citizen public either from locality or outside is entertained properly for his/ her work relating to the Record Room of this Collectorate at any moment during office hour.

10) Public interaction if any:

i) Emergency Section:

     At the time of meeting of Natural Calamity twice in a year, people representative are consulted and this section receipt application for C.M.R.F. assistance directly from the public or through the administrative machinery.

11) Grievance redresses mechanism:

i) Audit/ Emergency Section/ Land Acquisition Section/ Mining Section:

     The grievance petition of public are being dealt in a separate section i.e. Grievance Cell of Collectorate, Sundergarh.

ii) Establishment Section:

     The grievance petition of public are being dealt in a separate section i.e. Grievance Cell of Collectorate, Sundergarh. More over, the personnel claims/ Grievances of the employees working under the administrative control of Collector and District Magistrate, Sundergarh are being dealt with in this section.

iii) General and Miscellaneous Section:

     The Grievance petitions of publics in general are being dealt in the grievance cell of Collector, Sundergarh P.G. Cell. Each office working Saturday of a week is meant for grievance hearing day. Besides the P.G. Petitions relating to Genl. & Misc. Section are being attended on priority basis and in case it requires the services and attention of subordinate officers, appropriate direction are being communicated to them for disposal of the grievances of the publics through the subordinate offices.

iv) Nizarat Section:

     Information on the grievance petition of the public in general are supplied to the Grievance Cell of Collector, immediately for smooth disposal.

Procedure Followed in Decision Making Process

     The procedure can be described both in narrative form and through Flow Process Chart. In narrative form the stages through which a proposal passes, the levels at which it gets examined and the final authority to which it has to go for approval may be examined.
