The Odisha State Prevention and Control of Pollution Board was constituted in pursuance to sub-section (1) of Section- 4 of the Water (Prevention and Control of Pollution) Amendment Act, 1974, vide Government of Odisha Notification No.1481-VII-HI-11/83 (Vol. II)-S.T.E., dated 15.07.1983 after the Odisha Legislative Assembly adopted the Water (Prevention and Control of Pollution) Act, 1974 and Air (Prevention and Control of Pollution) Act, 1981. The Board was re-designated as State Pollution Control Board, Odisha vide Notification No. Env-E(F)/8/99/1882 F&E, dated 16.07.1999 of the Forest and Environment Department, Govt. of Odisha. The functions of the Board is clearly defined in the Water and Air Acts and can be broadly classified into 3 main categories viz. (i) Enforcement, (ii) Advisory & (iii) Monitoring , research, creation of public awareness and facilitator. The Board is consisting as;

Major functions of the Board are to issue Consent to establish, Consent to operate under Water & Air Acts, Authorization under BMW Rules, HWM Rules, MSW Rules, Registration under Plastic Rules,etc. to the industries/organisations. In order to ensure that this process is not delayed the Board has set itself time limits within which the processes are to be completed.
