Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

Brief History of the Organization:

The office of the Board of Secondary Education, Odisha, is a corporate body constituted under the Odisha Secondary Education Act, 1953,which started functioning in the year 1956 in order to regulate, control and develop Secondary Education in the State of Odisha by providing varied courses with a view to equipping pupils for different occupations, for Education in the University and for other Cultural purposes and to examine those who have completed a prescribed courses of study and award Certificates to successful candidates and doing all other things incidental thereto.

Administrative Hierarchy

The Head Office of the Board of Secondary Education, Odisha, is located at Bajrakabati Road, Cuttack. The Board is functioning under the Administrative Control of the Department of School & Mass Education, Government of Odisha. It has six (6) Zonal Offices having jurisdiction over different revenue districts covering the entire state as noted below;

  1. Central Zone, Cuttack:- Cuttack, Jagatsinghpur, Kendrapara, Jajpur, Angul and Dhenkanal.
  2. Bhubaneswar Zone , Bhubaneswar:- Puri, Khurda and Nayagarh
  3. Balasore Zone, Balasore:- Balasore, Bhadrak, Mayurbhanj and Keonjhar.
  4. Berhampur Zone:-Ganjam, Gajapati, Phulbani and Boudh.
  5. Sambalpur Zone:- Sundargarh, Sambalpur, Deogarh, Jharsuguda, Baragarh, Bolangir, Sonepur, Kalahandi and Nuapada.
  6. Jeypore Zone:- Koraput, Nawarangpur, Malkangiri and Rayagada

Organizational Setup

Board of Secondary Education, Odisha is functioning under the administrative control of the Department of School & Mass Education, Government of Odisha. It has six (6) Zonal Offices in the different parts of the State. All the Zonal Offices are headed by Deputy Secretaries and assisted by Assistant Secretaries, Section Officers and Office Assistants etc.

Function of the Board of Secondary Education, Odisha

The Board discharges the following functions primarily relating to Secondary Education for Class-IX & X viz.

  1. Preparation of Syllabus and Courses of Studies .
  2. Preparation , Printing, Publication and sale of Text Books.
  3. Conduct of different Examinations , Publication of result thereof, award of Certificates to successful candidates.
  4. Organizing orientation programmes, refresher courses for in-service teachers as the methods on instruction and context of different school subjects.
  5. Granting affiliation to institutions for the purpose of admitting them to the privileges of the Board including Examinations conducted by it.
  6. The Board caters education through Correspondence Course for the drop out and failed students who desire to appear at the H.S.C Examination conducted by the Board directly.

Various decisions are taken by the respective Committee of the Board on the basis of the Government Rules and Regulations of the Board and the same are implemented in the Board following all the rules, Regulations and Guide lines of the Government for taking any decision.

For making any decision, statutory provisions under Acts, Rules and Law framed for the purpose, the Government Rules and Regulations, Instructions / Guidelines issued from time to time, the Regulations of the Board of Secondary Education, Odisha and the Manuals etc. are being followed properly in the Board.

Board of Secondary Education , Odisha has constituted the following Committees as per section -19 (i) of the Odisha Secondary Education Act., 1953 to look after their day to day affairs in policy matters.

Maximum information about B.S.E., Odisha has been hosted in the Board's website "www.bseodisha.nic.in".
