Particulars of Organization, Functions & Duties
[Section-4 (1) (b) (i)]
Objective/purpose of the Public Authority:
The Collector is the head of Office of the Collectorate. The primary functions of the collector is to maintain law and order in. the district, Revenue collection, supervise the Developmental work, assist the needy people at the time of natural calamities like Flood, Cyclone etc. provide infrastructural facilities for growth of Industrialization, Sanitation, Health and drinking water facilities, etc.
To assist to the Collector in the above noted multifarious activities there are ADM, PD, Sub-Collector, Dy. Collectors,Asst. collectotrs, BDOs, Tahasildars and other line department Officers and Ministerial staff. RTI section is one of the section of the Collectorate, Jajpur. This section is functioning after incpection of RTI Act-2005 in Collectorate building at Room no-1.
Mission of Public Authority:
To be Developed District in all respects.
Brief History of the Public Authority:
This District created w.e.f. 01.04.1993. Before that it was under undivided Cuttack district Sri Motilal Mohapatra, IAS was appointed as the first Collector of the district.
Duties of Public Authorities:
To maintain law and order and all-round Development of the district.
Working Hour of the Office:
10.00 A.M. to closing hours of the office 5.30 P.M. in all working days.
Main activities of the Public Authority:
Smooth maintenance of law and order supervision of Revenue Administration, Developmental activities and Social security measures.
List of Services being Provided by the Public Authority with a Brief Right of on them:
Gen & Misc :
The Section functions under overall direction and control of the Collector & District Magistrate, Jajpur as an inseparable wing of the Collectorate. It exercises various functions like Public Grievances, Assemble & Parliamentary affairs, Registration of Society, Census, & issue of Misc. Certificates etc, Development matters.
Expectations of the Public Authority from the Public:
To full participation and cooperation of the General Public for the Implementation of the Govt. Polices. Arrangement and methods for Public Participation: Through workshop. Seminars and public meeting. Mechanism Availability for Monitoring the Service Delivery and Public Grievance: One grievance cell is functioning at Collectorate headed by the collector to redress the grievance fo the general Public. In Block and Tahasil level the BDOs and Tahasildars are holding grievance cell in every Saturday of the week. Norms for Discharge of Functions
[Section-4 (1) (b) (iv)]
1. Rules and Regulations fixed by the Govt, from time to time.
2.GENERAL ADMINISTRATION ;Functions are discharged in accordance with the rules and regulations framed by the state government from time to time.
3. FINANCIAL MANAGEMENT ; All financial matters and billing (online and offline)are processed as per the Odisha General Financial Rules (OGFR) and the Nizarat Manual.
4.ADMINISTRATIVE STANDARDS ; The General and Miscellaneous section adheres to the standardised norms set by the GA & PG department and the R&DM department.
5.AUDIT AND INSPECTION ; Audit matters are overseen by the Board of Revenue.Annual reports and inspections are conducted by the collector,district magistrate and other district level officers.
5. RTI COMPLIANCE ; Right to information matters are handled and discharged by PIO, 1st Appeallate Authority of this Collectorate.
Rules are specific instructions or procedures for conduct within an organization, while regulations are broader, legally binding guidelines enacted by authorities to govern behavior. Rules focus on "what to do," whereas regulations have the force of law. Both maintain order, safety, and fairness, with non-compliance to regulations resulting in penalties.
Rules are established methods/procedures, often internal. Regulations are rules established by law, usually by a state or governing body.
Regulations are wider in scope and command strict, mandatory observance.
Rules can be made by any individual or organization (e.g., housing society). Regulations are enacted by a central or state government body.
