Particulars of Organization, Functions & Duties

1. Objective/ Purpose of the Public Authority:
The aim and objective of the organization is to inspect the electrical installations and ensure of the safety provisions to avoid the Electrical Accident and collection of Inspection fees from private consumers/Distribution divisions. Its territorial jurisdiction covers 3 divisions of TPNODL in the district of Jajpur. 
2.   Mission/ Vision Statement of the Public Authority:
a. Effective measures for inspection of electrical installations of private agencies, Lines and Sub-stations.
b. Implementation of safety Rules & precaution thereof.
c. Establish a system to periodically review performance of subordinate office.
d. Establish and continually review the systems to develop, improve and maintain employees moral.
3. Brief History of the Public Authority and Context of its Formation:
The Superintending Engineer-Cum-Deputy Electrical Inspector, Jajpur is appointed by the Government under section 162 of Electricity Act, 2003 to carry out all such inspection of electrical installations up to 150 KVA substation capacities and ensure safety standards under the territorial jurisdiction on TPNODL zone consisting of 03 distribution divisions. It is under the administrative control of Additional Chief Engineer-Cum-Electrical Inspector, Bhadrak. The other context of its formation is to conduct electrical accident enquiry under section 161 of IE Act, 2003, functioning as Appellate Authority under section 127 of IE Act, 2003, and energy conservation activities.
4. Main Activities/ Functions of the Public Authority:
The main activities of the public authority were:
(i) Inspection of L.V./M.V./H.V. Installation up to 150 KVA substation capacities.
(ii) Inspection of 11 KV lines & cables, distribution networks of transmission companies/ supplies.
(iii)To assist Additional Chief Engineer-Cum-Electrical Inspector, Bhadrak and Chief Engineer-Cum-Chief Electrical Inspector, North Zone, Odisha, Balasore on inspection of electrical installations.
(iv)  Monitoring of collection of Electricity duty/inspection fees.
(v) Enquiry of single fatal electrical accident and submission of enquiry reports to C.E.I, North Zone, Odisha, Balasore on both human/animal cases.
(vi) Settlement of dispute between supplier and consumer.
(vii) Checking and approval of drawings of electrical installations with reference to the statutory provisions.

Enquiry into Single Fatal Electrical Accident Matters pertaining to the Division upon receipt of the intimation in the Form-A from appropriate authority as per Rule. Performs the duty of Appellate Authority under Section-127 of the Electricity Act, 2003

The head of the office is the final authority to take decision in all matters technical or non-technical. So far as the establishment matter is concerned, the head of the office takes decision keeping in view of the Rules and Regulations prescribed by the Govt. from time to time i.e.

The head of the office i.e. Superintending Engineer-Cum-Dy. Electrical inspector, Jajpur is the final decision making authority in all cases.
