Introduction

Office of Sambalpur Municipal Corporation is located at Sambalpur, Odisha.

This office comes under the Department of Housing & urban Development, Govt. of Odisha.

The main functions of this institution is to provide basic amenities to its inhabitants like Health and Sanitation, Maintenance of Roads and Drains, Education, Improvement of Slum dweller, Relief at the time of natural calamities etc.

1. Objective/purpose of the Public Authority: 

                                The objective of Sambalpur Municipal Corporation is to provide civic services to the inhabitants of the town and extend basic facilities to the area and people which includes cleaning and sanitation work, street lights and its maintenance, supply of water, construction and maintenance of roads, drains, culverts, community centers, renovation of ponds, controlling mosquito and health hazards, regulating growth of the town in a planned manner, uplifting the status of the poor & destitute, implementing all kinds of welfare schemes of Government, taking steps to beautify the town and more provisions for convenience of the people through Market complexes, Ponds, Kalyanmandaps, Town halls, Guesthouses and such other functions to enrich the living of the people of the town.  

2. Mission/ vision:

    The mission/ vision statement of the Public Authority is very clear so far providing basic amenities to the public is concerned with an expectation from the public (rate- payers) to co-operate with the Public Authority in terms of timely payment of dues of the Public Authority and other duties as and when notified or published through public media.

3. Brief history of the Public Authority and context of its formation:

    The Public Authority was established in the year 1876 consisting of 31 Wards, comprising 19.43 Sq.Miles in area.

4. Duties of the public Authority:

    It is the duty of the Public Authority to look into the health, sanitation and overall well being of its inhabitants on the face of the resources Available with it.

5. Main activities/ functions of the Public Authority:

    The main functions/ activities of the Public Authority are to collect revenue and utilize the same towards public health, sanitation, conservancy, convenience, education and other developmental works.

6. List of services being provided by the Public Authority with a brief write-up on them:

    List of services provided include lifting of garbage, cleaning of roads and drains, street lighting, construction and maintenance of roads, drains, culverts, dispensing medicine to the poor, relief measures during calamities, entertainment through public parks and gardens, Community Centers, Kalyan Mandap etc.

	Powers&Duties	The Commissioner may with the approval of the Mayor, engage private firms to discharge such duties when he feels that a particular service or work discharged by the Corporation employees is not efficiently and effectively carried out. leading to leakage of revenue, and causing inconvenience to the citizens.
		The Government may also direct the Commissioner to discharge such work through private initiation with the objective to provide better service to the public. when the Government fee's that the services rendered by the Corporation through its employees are not efficiently discharged leading to leakage of revenue, and causing inconvenience to the public, and the Commissioner shall carry out such direction with the approval of the Mayer.
		The Commissioner may, with the approval of the Mayor, authorize any officer to remain in charge of any section or job other than the job assigned to him.

Procedure Followed in Decision Making Process

What is the procedure followed to take a decision for various matters? (A reference to Secretariat Manual and Rule of Business Manual, and Other rules/regulations etc. can be made	Various matters of the Public Authority are placed as proposals in shape of Agenda in Council meetings for a decision and approval.

After discussion The proposals included in the Agenda are passed as Resolutions and communicated to Proper quarters. Eligibility of Beneficiary:

Pre-requisites of Beneficiary	a) He/ She must belong to BPL Category. b) Qualification: No minimum or maximum educational qualification is prescribed or selection of beneficiaries under USEP, Where the identified activity for micro-enterprise development requires skill training of an appropriate level,the same will be provided to the beneficiaries before extending financial support. It lays special focus on women,persons SC/ST differently able persons, minorities.
Procedure to avail the benefits of the programme	Beneficiary to be identified through Community based organization.
Criteria for deciding eligibility	He/ She should be under BPL category should be a defaulter in any Financial Institutions age between 18 to 45.
Detail of the benefits given in the Programme (also mention; the amount of subsidy or other help given)	In USEP (L.S.) cases, the subsidy will be 25% on the project cost subject to a ceiling of Rs.50,000/- per beneficiary 5% of the project cost as margine money in cash. In UWSP subsidy ;@Rs.35% of the project cost subject to a ceiling of Rs.3.00 lakhs or Rs.60,000/-per beneficiaries.
