Particulars of Organization, Functions & Duties

1. Aims and Objectives of the Organization :

To look after the health, sanitation, water supply, roads, safety and public convenience of the citizen of the urban inhabitants. This includes improvement and up-gradation of the socio- economical status of the Urban Poors.

2. Mission/ Vision :

Local Self Government under the statute consisting of the local people as representatives to the Council for carrying out the functions as provided under the Odisha Municipal Act/Rules, for the public health, safety and convenience of the citizens of the town.

3. History and Background for its Establishment :
Introduction:

This NAC constituted vide Govt. Notification No.27375 date. 14/08/1989 under the provision of O.M. Act' 1950 comprising of village Khandapada and other four villages namely Khalakhala, Golapokhan. Ostia, Khola. The boundary description of this N.A.C is detailed below.

North : Village Khali Sahi
South: Reserve Forest
East: River KusumiWest: Sunamunhi Dam
The total area of this NAC comes to 9 square miles with a total population of 8757 as per 2001 census ( Male 4530 & Female 4227). SC-1414 ST-296
As per Govt. in H & U.D. Deptt. Notification No 3713/SEC dt.11/08/08 an elected council has been constituted. This NAC has been divided in to 13no of wards during the period of nominated council.

4. Organization Chart :

The Khandapara NAC is the head of the Department as per Rule 428 of Odisha Municipal Rules, 1953 The Chairperson is the head of the Department.The Executive Officer is the Controlling Officer. The following sections are working under this N.A.C.
(a)General Office Establishment including bills and budget are being headed by a Junior Assistant.
(b)Public Works Section : The Part Time Municipal Engineer is the head of this section comprising 1 Junior Engineer (Part Time) 1 work sarkar Regular
(c)Tax Section: 5 Tax Collectors are working under this section.
(d) Sanitation : One Tax Collector is kept in charge of supervision of Sanitation work in addition to his own duty. He supervises the work of 16 No of Sweepers, 2 no. of Tractors of the N.A.C is lifting the garbage's of the town.

6. Duties of be Performed to Achieve the Mission :

As per the laid down in the of Odisha Municipal Act 1950 and Odisha Municipal Rules-1953, all the duties and functions are being performed in this N.A.C.

7. Details of Services Rendered :

Sanitation, street lighting, water supply, providing roads, drains, culvert, maintenance of water reservoirs etc.

8. Citizens Interaction :

By organizing awareness meeting on L.S.G. Day and on other occasions necessary interactions are usually made.

By organizing awareness meeting on L.S.G. Day and on other occasions the interaction is usually made.

13. Grievance Redress Mechanism :

Two nos employees are  in charge of public grievance.  One Jr. Asst. & MIS a  register has been maintained for compliance of the grievances
