  MANUAL-1 

Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

 

1. Brief History of the Public Authority:
Panchayat High School, Mahidharpur, Angul was established in 06-07-1982. The School was inagurated by  Dr. Hrusikesh Parida I.A.S. (Gold Medalist) Angul. 483 studets are currently enrolled in this school.  The School is situated near the Angul- Bhubaneswar Highway.

The school has ten classrooms( including 04 smart classrooms), e-Library, Science Laboratory, Teachers' common room, Office room, Hm room. The scenery of the school is very attractive. There  is a beautiful flower garden inside the school. The school runs from 10.00 A.M. to 4.00 P.M(Mon-Fri) and 06.30 AM to 12.30 PM o saturdays. The school was taken over by the Government on 7.6.1994. Co- curricular activities are organised in the school from time to time under different house activities.

Powers & Duties of Officers & Employees

[Section-4 (1) (b) (ii)]

Headmaster is the administratve and financial in charge of the school. Headmaster also ensures academic supervision and smooth conduct of different activities which are conducted from time to time as per govt. instructions. All the teaching and non teaching staffs render their support in this regard.

Procedure Followed in Decision Making Process

[Section-4 (1) (b) (iii)]

The head of the public authority takes the final decision on the subject as per the powers and duties assigned. Various laid down procedures of Government and different levels are being followed while taking a decision on various matters. All decisions which affect public are disseminated to the public through various means of communication.

Our school follows the democratic principle that is decentralisation of power. Decision making process begins with a staff meeting where all the staff share their opinions. After that the idea is propagated into SMC meeting . After approval of SMC the idea is imparted in the school.

Norms for Discharge of Functions

[Section-4 (1) (b) (iv)]

The school opens at 10 AM and closes at 4 PM. School staff reach the school by 9.30 AM and departs at 4.30 PM.The day to day activities in the school run as per given schedule.

9.30 - 10 AM : Preparation for morning assembly and lesson note submission.

10.00- 10.15 AM- Morning assembly

10.15 - 11.45 AM- 1st and 2nd period

11.45-11.55 AM- short recess

11.55-1.25 PM- 3rd and 4th period

1.25- 2.00 PM- lunch break

2.00-4.00 PM- 5th, 6th and 7th period 

After 4.00 PM- Other activities/ record maintenance and other official work by staff.

 Apart from this different official works are done by concerned teachers during leisure period.

Rules, Regulations, Instructions, Manuals & Records for Discharging Functions

Rules are equally applicable to all.

Rules for teachers:

1. Teacher should be punctual and reach school on time and go to class on time.

2. Teacher should ensure timely completion of course and other activities assigned to him by headmaster.

3. Teacher should ensure effective classroom transaction and proper use of teaching learning materials.

4. Teacher should follow the basic conduct rules.

Rules for students :

1. All students reach the school on time.

2. All student should wear the school uniform, shoes, id-proof provided by the govt.

3. Student should behave kindly and decently with peers.

4. Students should complete the homeworks provided by teachers.

Headmaster ensures smooth conduct of day to day activities of the school.

 Transfer policy and transfer orders- Transfer is done as per govt. guidelines . Director, Directorate of Secondary Education is the authority for transfer of Secondary teachers and Director, Directorate of Elementary Education is the authority for transfer of elementary teachers.

Procurement - Procurement is done as per govt. guidelines .

Public Private Partnership- Parent Teacher Meetings, School Management Committee meetings, Alumini Committee meetigs are organised from time to time in order to ensure public private partnership.

RTI applications- After receiving RTI applications PIO ensure timely collection of data and disposal of application in the prescribed time limit.

CAG & PAC paras- Not applicable.

Citizen charter- citizen opinions are collected in Parent teacher meetings.

Discretionary and non discretionary grants-  Different grants received by govt from time to time are utilized and utilisation certificate and vouchers are submitted to concerned authorities.
