Particulars of Organization, Functions & Duties

Aims and Objectives of the Organization:
To look after the health, sanitation, water supply, roads, safety and public convenience of the citizen of the urban inhabitants. This includes improvement and up-gradation of the socio-economical status of the Urban Poor's.
Mission/ Vision:
Local Self Government under the statute consisting of the local people as representatives to the Council for carrying out the functions as provided under the Odisha Municipal Act/Rules, for the public health, safety and convenience of the citizens of the town.
Part-I
Introductory:
Udala in the district of Mayurbhanj was declared as NAC by the Government of Odisha, Urban Development Department under Notification dated 07th March, 1973. The total area of the NAC is 7.89sq km comprising 12 wards. The population of the NAC was 11712 as per 2001 census. The Principal sources of income of this Municipality are collection of taxes, license fees, rent from shops and ground, parking fees, lease from tanks, markets etc. besides receipt of grants from Govt.
The main activities of the NAC are maintenance of roads and buildings, maintenance of sanitation, water supply assets and extension of lights in the urban areas. In addition to above, this NAC also under takes various developmental works and activities through different State/Central sponsored schemes.
This is the first audit by AG audit.

Physical and Socio - Economic Features:
Udala Administrative headquarters of, Kaptipada Division of Mayurbhanj District, is a Class-v) town as Census. Service being the main activity. Trade commerce as well as industrial activities are also growing a considerable rate. The present town has developed from village "Udala" and spread into surrounding villages forming the existing Notified Area Council with effect from 15.3.73 comprising six revenue village namely Jirida, Mendhakhail, Jantrida, Nagabani, Udala and Jagannathi vide Notification No. 6824/UD., dt. 7.3.73.
Location and Linkages:
Udala is located at 21-35 North latitude and 36 -34' East longitude on the bank of River Sono in the South-eastern part of Mayurbhanj district with an altitude of 180 above the Mean Sea level. Three major roads; State High way rto.19, Major District Road No.20 & 70 are the main spine of the town, and making the town accessible from all important parts of the district as well as State. Besides, the town is connected with Badasahi, Baripada and Singirida through a number of other District Roads. The State Highway No.19 connects Karanjia via:- Baripada, the District Headquarters and also with Balasore via:- Nilagiri which meets with the Natinal Highway No.5 at Sergarh. Baripada, the Dist. Headquarter is Located at a distance of 41 kms. away from the town. Bhubaneswar, the State Capital is located at a distance of 247 kms. The town also enjoys a good Nodality with the industrial belt namely ; Jamsedpur, Chainbasa etc. of the neighbouring state of Jharkhand and Kharagpur of West Bengal. The Town is connected with Kaptipada(9 kms.).Nilagiri (37 kms.) .Balasore (58 kms.),soro (93 kms.) ,Bhadrak {105 kms Rairangpur (127 kms).Kharagpur(159 kms.),Jamsedpur (202 kms.) and CuttacK. (218 Kms.). The town has no railway link and the nearest town with respect to its region as well as the State of Odisha is reflected in a map annexed to this report.
Organisation Chart: The N.A.C Udala is the head of the Department as per Rule 428 of Odisha Municipal Rules, 1953. The Chairperson is the head of the Department. The Executive Officer is the Controlling Officer. The following sections work under this N.A.C. Allocation of Business: N.A.C, Udala Duties to be Performed to Achieve the Mission: As per the provisions of Odisha Municipal Act 1950 and Odisha Municipal Rules-1953. Details of Services Rendered: Sanitation, street lighting, water supply, providing roads, drains, culvert, maintenance of water reservoirs etc. Citizens Interaction: By organizing awareness meeting on L.S.G.Day and other occasion in the interaction is usually made.
