Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

Aims and Objectives of the Organisation:

To look after the health, sanitation, water supply, roads, safety and public convenience of the citizen of the urban inhabitants. This includes improvement and up-gradation of the socio-economical status of the Urban Poor's.

Mission/ Vision:

Local Self Government under the statute consisting of the local people as representatives to the Council for carrying out the functions as provided under the Odisha Municipal Act/Rules, for the public health, safety and convenience of the citizens of the town.

History and Background for its Establishment:

As per the govt. in urban development notification No. 2664/LSG dt.4.4.60 the Rairangpur N.A.C Was constituted with the following 9 revenue village started functioning W.e.f.24.4.60 Covering an area of 14.38 Sqr. K.M.s

  2. Mohuldiha
  3. Kucheibudi
  4. Ichinda
  5. Thakurani beda.
  6. Anladuva
  7. Pichlli ghaty
  8. Rairangpur
  9. Rout Khamar

As per 2001 census the total population of the N.A.C. is 21,896/- out of which 1814 are schedule caste,3827 are schedule Tribes and 16,255/- General. The S.C and ST. population comes to 8.28% and 17.47% respectively. A proposal for inclusion of 3 more revenue Villages viz. Ashanbani, Dublabeda and Gotibandha of Khanta and Bhalubasa G.P.S. respectively was sent by the council long before vide their letter No.5206 dt.25.07.85 due to development of Urban Characteristic in those Villages. This has also been recommended by the District Magistrate, Mayurbhanj to Govt. H&U.D. Department and P.R. Deptt. for inclusion of these Villages with the N.A.C.

As per the master plan finalized by the Spl. Planning authority 27 No.s. of Revenue Villages have been included for inclusion in the N.A.C. the Rev. Master plan is under process.

Organisation Chart:

The N.A.C Konark   is the head of the Department as per Rule 428 of Odisha Municipal Rules, 1953. The Chairperson is the head of the Department.

The Executive Officer is the Controlling Officer. The following sections work under this N.A.C.

  1. General Office Establishment including bills and budget headed by a Senior Assistant.
  2. Public Works section:- The junior  Engineer heads this section comprising One Work Sarkar.S one Amin,One Dealing Asst.
  3. Tax Section:- One  general tax collector is the section head assisted by 11 TCs and 11 Peons. One Process server,
  4. Sanitation: One I/C Zamadar is kept in charge of supervision of Sanitation work He supervise the work of 9 Sweepers, One Tax Collector is in the sanitation section to supervise the work of Sweepers. Two   nos of Tractor & Cesspool of the N.A.C. lift the garbages of the town.

Duties to be Performed to Achieve the Mission:

As per the provisions of Odisha Municipal Act 1950 and Odisha Municipal Rules-1953

Sanitation, street lighting, water supply, providing roads, drains, culvert, maintenance of water reservoirs etc.

Citizens Interaction:

By organizing awareness meeting on LS.G.Day and other occasion in the interaction is usually made.
