This office comes under the Department of Water Resources, Govt. of Odisha.
The main function of this institution is to Soil Survey of the borrow area, testing of materials for the construction of earthen and concrete structures.

Particulars of Organization, Functions & Duties
[Section-4 (1) (b) (I)]
1. Aim and Objectives of the Organisation:
Hirakud Research Station is one of the best Research Institute of India on soil mechanics, Foundation Engineering and building materials. It was established in the year 1948 for investigation of foundation of the Hirakud Dam Project. Soil survey of the borrow area, testing of materials for the construction of earthen and concrete structures. It also conducts Soil survey (for agro-irrigation purpose) of its ayacut and for the quality control of construction works. The Research station was also called upon to investigate silt, foundation and building materials of projects like Kusu, Kakrapara, Rajasthan Canals and a number of irrigation projects of Odisha, Madhyapradesh and Assam, steel plant of Bhilai, Rourkela, Indian Aluminium Company (Presently known as HINDALCO) at Hirakud and O.C.L. Rajgangpur.
The Research station was started with Dr. R.C. Hoon as its first Deputy Director, Research. Till 1960 it was functioning under the ministry of Irrigation & Power, Govt. of India.
With the transfer of Stage I of Hirakud Dam Project on 01.04.1960 the Hirakud Research Station came under the Administration of the Deptt. Irrigation & Power, Govt. of Odisha. lt has since then been engaged in prototype observation of Hirakud Dam, especially study of control instruments embedded inside Dam, the behavior of spillway, sedimentation study of Hirakud Researvour, quality control of construction of the stage II of the project and the investigation of the Major Hydro electric and multi purpose project like Balimela. Indrabati, Kolab, Tikarpada & a number of medium Irrigation projects taken up all over Odisha. Staffs of various projects laboratories are trained at Hirakud Research Station.
The station has brought about savings of Millions of Rupees in construction of river valley projects by recommending use of R.R. Massonry in place of concrete in construction of dams, based on test results in a newly devised 2000 tones testing machine, only one of its kind in India. It has developed air-entraining agent in local ingredients, which has been used successfully in concrete and mortar of Hirakud Dam instead of importing the same from abroad. It is the first laboratory in India to embed safety instrument inside the body of the dam and to interpret its observation. It has got the credit of exploration of large steel project of India and Aluminum projects, various river valley projects and quality control of largest dam of the world involving 640 million cft. of earth and sedimentation study of the Hirakud Researvoir, which has the largest water shed in India.
In Water Resources Deptt., Quality Control Organisation, play a vital role for field Engineers to conduct necessary tests in laboratory which is under the quality control organization but also to conduct field tests at site of construction in order to ensure the quality of work for quality assurance.
As such quality control personnels are to act as an interface between design and construction engineers in achieving design objectives in the field. Quality Control is obtained through testing of raw materials in Laboratory as well as in field and end products as also through inspection of workmanship.
Hence the need of systematic scientific approach to quality control is beyond any debate.
2. Mission/ Vision:
This division has been established to achieve standard and qualitative infrastructure through various field and Laboratory tests, is the mission of this quality control organization. On the other hand, to prevent sub standard work in site is another mission of this organization.
Various tests for materials like Soil, Cement, Sand, Rock and Rock product and reinforcement are done with in the field and Laboratory. As the quality control organization of S.I.P has no Universal testing machine (U.T.M) for rod test, a digital camera, LCD projector, a computer etc. are to be procure is the vision of this organization for up-gradation of the organization.
3. Organizational Set-Up:
i. Quality control organizations have the following staff at base station.
ii. Chief Research Officer in the rank of Executive Engineer is the Organizational Head.
iii. Asst. Research Officer in the rank of A.E (C) to assist Chief Research Officer.
iv. Senior Technical Assistant for Central Laboratory and to assist A.R.O.
v. Technical Assistant for Central Laboratory as well as for field to conduct various tests.
vi. Embankment Inspector/Asst. Embankment Inspector for field Laboratory and construction site.
vii. Laboratory attendant, Work Sarkar
viii. Mazdoor and Khalasi.

N.B: Field staff such as E.I/A.E.I may be posted to this Division at least for 6 to 9 nos. to work under A.R.O's due to present work load of the Division.
5. Allocation of Business:
This division is assigned to conduct various tests such as soil, cement, sand, rock and rock product in the Laboratory and in the execution site.
6. Duties to be Performed to achieve the Mission:.
This Division is created for supervision of the Quality Control works of all sites in the project along with the Basin under its control. This Division is supposed to view the lapse in quality of any component to be executed in the site. The quality control work covers keeping a view with close contact with Design Cell, Engineer-in-Charge, suggesting for modification of design, specification basing on the actual site condition and immediate action and rectification if any required.
7. Details of Services Rendered:
The services to be rendered as per the quality control procedure is divided in to two parts i.e. (1) Pre-construction stage of quality Control (2) Construction stage of Quality control.
Part-1 - Pre-construction stage of quality Control envisages investigation of foundation and construction materials for construction of earth dam, canals and allied structures. This comprises of exploration of foundation to determine location and physical characteristics (Strength, Permeability etc) of various earth and rocks strata which comprises structural foundation and abutment. The procedure of survey (sampling and testing) the borrow area for soil/sand and rock and rock product is being done by Central Laboratory Staff.
Part-2 - Construction stage of Quality control - Quality control during the construction aims and ensures the design as envisages in plans and specifications is fulfilled at site.
Those in which the requirement are definite and can be measured in the laboratory tests, such as placement of filter materials of adequate sizes and ranges etc.
Those which have indefinite and required interpretation, judgment and construction experience. The category may include draining cut the site before starting and filling operations, base preparation procedure for compacting the impervious soil etc.
As a whole the services precisely being rendered by this organization is detailed below:
Design Mix:
According to various designs mix M10, M15, M20. The proportionate weight of cement, fine aggregates and coarse aggregates and w/c i.e water control.
Aggregate Test:
Fine: Sieve analysis, to know fine modulus of (various Zone) sand and volumetric method to conduct sieve content.
Coarse: Sieve analysis, to know fine modulus of (various zone) and specific gravity i.e grading of aggregate
Abrasion & Attrition Test: Is being done for coarse aggregates. Flakiness index. Angularity number & Elongation Index for road project & concrete pavements & allied structures, Bulk density & voids, crushing value, ten percent fines value, Organic impurities.
a. We are providing services of conducting various tests of soils, cement and aggregates.
b. The following tests of soil as below:
Cement:
i. (CPNC) Consistency of cement to know initial & final setting time of cement.
ii. Compressive strength test of cement according to it's grade, soundness test of cement, specific surface of cement to know fineness of cement by Seive test
iii. Fineness of cement to know specific surface cement.
iv. Chemical composition test.
Water -Different tests on water in chemical Labarotory is conducted, few are mentioned below.
a. PH Value
b. Turbidity
c. Total Dissolved solids
d. Electrical conductivity.
e. Total alkanity
f. Phenol alkanity
g. Hardness in terms of HCo3-, Co3=, CL-, S04=, Ca++, Mg++
8. Citizens Interaction:
Citizens are supposed to be involved in matters of Quality Control Organisation directly or indirectly by means of testing the Kachha or Pucca house hold materials such as Brick, sand, cement, chips, metal, moorum, steel and by depositing the testing charges fixed by the Government of Odisha, W.R Deptt. Soil test can also provided for designing the foundation infrastructure.

The office hours is from 10 A.M. to 5 P.M. with lunch break from 1.30 P.M. to 2.00 P.M. and in summer season from 7 A.M. to 1 P.M. without lunch break from the month of April 10 to June 14 generally.

Public Interaction take place in the Quality Control Organisation directly or indirectly in the case of testing of various materials such as soil, cement, Sand, rock, rock product and bricks etc.
