Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

Aims and Objectives of the Organisation:

   To look after the health, sanitation, water supply, roads, safety and public convenience of the citizen of the urban inhabitants. This includes improvement and up-gradation of the socio-economical status of the Urban Poor's.

Mission/Vision:

   Local Self Government under the statute consisting of the local people as representatives to the Council for carrying out the functions as provided under the Odisha Municipal Act/Rules, for the public health, safety and convenience of the citizens of the town.

History and Background for its Establishment:

   The NAC Digapahandi has been constituted from the defunct Digapahandi Grama panchayata as per Govt. in H & U D Deptt. Notification No.: 147/73 dt.22.2.73 comprising three revenue villages namely 1) Digapahandi, 2) Gada Chaitanya Pur Sasan,3) Nimapalli; covering 15 square miles. This NAC constituted with 11 wards.

   As per census 2001 the total population of this NAC has 10,890, Male: 5542 & Female: 5348.

Organisation Chart:

   The Digapahandi NAC is the head of the Department as per Rule 428 of Odisha Municipal Rules, 1953. The Chairperson is the head of the Department.

   The Executive Officer is the Controlling Officer. The following sections work under this N.A.C.

  1. General Office Establishment headed by a Senior Assistant.
  2. Bills, Budget & accounts managed by Senior Assistant.
  3. Public Works section: The Junior Engineer is heads of this section.
  4. Tax Section: 2 Tax and Fee Collector and 4 (four) Asst. Octroi Tax Collector working under this section.
  5. Sanitation: A Junior Sanitation Expert is appointed to oversee sanitation operations. The officer is responsible for the supervision of 63 sweepers assigned to maintain cleanliness across the town.

    Additionally, the sanitation section operates the following equipment for the efficient collection and transportation of solid and liquid waste:

    • 2 Tractors

    • 3 Cesspool Emptier Vehicles

    • 1 Water Tanker

    These vehicles are used by the N.A.C. (Notified Area Council) to manage and transport waste from different parts of the town to designated disposal sites.

Duties to be Performed to Achieve the Mission:

As per the provisions of Odisha Municipal Act 1950 and Odisha Municipal Rules-1953.

Sanitation, street lighting, water supply, providing roads, drains, culvert, maintenance of water reservoirs etc.

Citizens Interaction:

By organizing awareness meeting on L.S.G.Day and other occasion in the interaction is usually made.
